24 the citizens of the County with the best possible service in the most cost of and

28 charge costs for services, thereby placing,the burden of such costs directly upon those
29 parties deriving tie benefit from such services,, and

32 Dep art nien't for providing these services include the esfiniated direct costs associated
33 with the review and processing of applications for permits issued by the County as
