ITEM BACKGROUND: "Moire 3" created by Frank Michielli has been on display in New York City's Riverside Park for the last year as part of the New York City Art Students League sculptures. The two-part sculpture would become a part of the Florida Keys Sculpture Trail and installed at Big Pine Community Park. The sculpture is being donated to Monroe County by Key West philanthropist, John Padget, who along with his late partner, Jacob Dekker, donated the initial eight(8) sculptures which formed the Florida Keys Sculpture Trail. Staff seeks approval for placement of this art at the Big Pine Community Park at a location to be determined by the appropriate staff and installed to meet FEMA and all County Code standards. The sculpture has a footprint of approximately 15 feet by 33 feet. This items also seeks approval authorizing the Mayor to execute all necessary documents (including the Gift agreement and a deed of gift) accepting the artwork for the Big Pine Key Community Park. There is no cost to the County. Mr. Padget is paying all expenses to disassemble the artwork in New York, transport it to the Keys, and for installation at the Park. This artwork will be a great enhancement to the Park and will bring additional residents and visitors to view the sculpture as part of the Sculpture Trail. The installation is expected to begin in September 2020. PREVIOUS RELEVANT BOCC ACTION: In February 2017, the BOCC approved the concept of a sculpture trail by Key West philanthropists, Jacob Dekker and John Padget. Named the Florida Keys Sculpture Trail, it features eight (8) sculptures created by The Art Students League of New York's Model to Monument Program. E E 0 CL The wave denotes continuity and change,transparency and opacity water in ceaseless movement. At times aggressive, others calming,it is above all - energy. This proposal intends to capture the 0 dynamic qualities of the wave by way of a dialogue between three nested sculptural pieces and the c viewer. The same organic form, situated in different orientations,will create a unified, directional 0 north-south composition that will parallel the flow of the Hudson. Three larger outer forms will have a smaller form nested within it. Alluding to the continuity of the next approaching wave,the relationship between the inner and outer forms will be dynamic and z changing depending on the location of the viewer. The same relationship will be created between the three nested forms: Depending on the daylighting and the viewpoint of the spectator, the sculpture will appear to transform from a mass,to open volumes to a transparent scrim.Not unlike water,the reading of the multiple layers of black mesh will appear flat, like a drawing dissolving into the landscape and then transform to a large-scale volumes. The visitor will be able to walk between the components and experience the piece surrounding them,viewing through them connecting to the landscape beyond. 0 The overlapping grids of the steel material will create interference patterns,which will yield larger- scale moire patterns that will seemingly shift as the spectator moves in relation to the piece. The moire patterns, an important technique of optical artists of the 1950's and 60's,will enhance the water-like, dynamic qualities of the piece. This proposal groups forms that sit lightly on the ground,that are open,inclusive and allow people to interact with the piece. The forms are soft and approachable; the transparency of the steel mesh material allows daylight, setting sun and night lights of the city to pass through them. As a collection, the individual pieces are grouped so that together they create a unified whole. Packet Pg. 2464 FABRICATION The forms are intended to be self-supporting and not require an internal structural frame. The double CL curvature of the bent steel forms increases its stability having structural properties similar to that of shell structures. The maquettes created for this project were created by bending sheets of woven steel mesh into stable forms and stitching it back onto itself. The full-size forms will be created by c U assembling a large grid of steel bars with a perimeter cut to match a-scaled version of patterns from the maquette. The grid will be bent with connection points mirroring those to create the maquette c' ca establishing a 3-D grided outline of the piece. Individual 3/8" diameter bars will be bent around the L_ 4- frame creating an interior horizontal layer and then a second vertical layer creating a mesh with I 'i/z" C openings. The steel mesh will be painted black with a three-part epoxy finish. 0 Each of the wave elements and will be fabricated separately and have a maximum dimension of 14' so that the limitations of truck transport are met. The outer form will be fabricated in two pieces that will come to the site pre-finished. One part will be installed to a base plate,then the inner form will be mounted before being enclosed by the second half of the outer form,which will have mechanical fasteners so that there will be no finishing or welding on site and so that disassembly will be facilitated. 0 The three large openings in the forms will have a monofilament webbed closure,preventing people climbing inside. 2 Each of the three folded forms will be approximately 16'L x 10'W x 9'H.
