ITEM BACKGROUND: This amendment increases AFC's existing contract by $37,499.86 to add
professional services to implement the EPA grant scope related to the Canal Master,Plan Education Program.
Monroe County entered into EAP Grant Agreement OOD26914 on October 14, 2014 for a$234,190.00 grant
with the Environmental Protection Agency (EPA) in support of two environmental education programs for
canals. The grant leverages $100,000 in existing c restoration demonstration project funds into an

additional $75,000 in funds from EPA (and an additional $59,190 of in-kind services from our County IFAS
partner who will be providing water quality outreach and education for teachers, students and residents in
unincorporated Monroe and the municipalities).This new outreach and education program is a logical next step
in our water quality restoration program, and important to implementation of the Water Quality Protection
Prognvn of the Florida Keys National Marine Sanctuary.
The portion of the $75,000 cash award in the grant that relates to this Monroe County Canal Master
Plan Education Program, is$37,499.86. The Canal Master Plan Education Program will educate citizens on
how to implement best management practice's to improve water quality within the 7 canal demonstration
projects.AMEC was proposed as the consultant in the grant application to provide the homeowner outreach,as
they have the background to perform the effort in a timely and effectual manner as required in the grant,
PREVIOUS RELEVANT BOCC ACTION:

THIS AMENDMENT NO. 5 dated December 10, 2014, to that Contract dated the 15`h
day of May, 2013, as amended September 17, 2013, November 10, 2013, April 16, 2014
and December 10, 2014, by and between Monroe County, "COUNTY," and AMEC
Environment & Infrastructure, Inc., "CONSULTANT";
WITNESSETH:
WHEREAS, the COUNTY has agreed to proceed with several demonstration projects to
test various methods for canal restoration techniques to verify the applicability,
feasibility, effectiveness and costs in real time of the techniques on the canals; and
WHERES, much progress has been made under this CONTRACT; and
WHEREAS, additional services are needed to fulfill an Environmental Protection
Agency ("U.S. EPA") grant awarded to the COUNTY to educate the citizens on how to
implement best management practices to improve water quality within the seven canal
demonstration projects; and
WHEREAS, such additional services are being funded by the U.S. EPA grant
#OOD26914 awarded to the COUNTY and approved by the COUNTY by its BOCC on
October 14, 2014;
NOW, THEREFORE, in consideration of mutual promises, covenants and contracts
stated herein, and for other good and valuable consideration, the sufficiency of which is
hereby acknowledged, COUNTY and CONSULTANT agree as follows;
1. This AMENDMENT NO. 5 provides an additional Thirty Seven Thousand Four
Hundred Ninety Nine Dollars and Eighty Six Cents ($37,499.86) for professional
services to provide public outreach for canal restoration education and permitting
assistance, and to ensure the COUNTY's demonstration canal project proposed as
match for the EPA grant is fully completed in accordance with the EPA grant
requirements. The overall CONTRACT value is increased from One Hundred
Twelve Thousand Two Hundred and Ten Dollars and Eighty Eight Cents
(S 112,210.88) to One Hundred Forty Nine Thousand Seven Hundred Ten Dollars
and Seventy Four Cents ($149,710.74).

2. AMEC will provide the scope of services as specified in Exhibit "5-1" attached,
including the detailed budget attachment and associated schedule of fees.
3. This Amendment No. 5 shall be effective as of the date above. All work under this
Amendment No. 5 shall be completed by June 30, 2015. The Grantee shall be eligible
for reimbursement for work performed on or after the effective date of this Amendment
through the expiration date of this Amendment No,5.

WORK PLAN
Project Title: EPA Grant for Canal Restoration Public Outreach
Project Location:Monroe County
Florida Keys Watershed/HU&-03090203
Project Background:
A comprehensive Canal Management Master Plan (CMMP) was commissioned by Monroe County, with
financial assistance from the United States Environmental Protection Agency(USEPA). Goals and priority
management issues were established and a framework for identifying and correcting water quality
impairments within the entire Florida Keys canal network was developed (AMEC 2013). Approximately
500 canals were examined and ranked using a combination of Geographic Information Systems(GIS) tools
and water quality field reconnaissance to develop the best possible assessment.
Canals that have been identified in the CMMP with poor water quality have the potential to cause
significant harm to near shore marine waters upon which the community depends. In response to these
documented water quality issues, Monroe County in 2013 selected seven demonstration canals to design,
permit and construct projects using various restoration techniques (weed barriers, backfilling, culverts,
pumping,and organic removal)to restore the water quality to acceptable levels. The objectives of the canal
restoration demonstration projects are to implement the various restoration techniques to verify their
applicability, feasibility, effectiveness, permitting needs and costs. The scope of work in this grant will
allow the public to be involved in the demonstration canal restoration projects through interactive field trips
held during construction and be provided with methods to streamline permitting in their canals.
The CMMP also presented many best management practices(BMPs) that can be easily implemented both
by homeowners and business owners to protect water quality and require only minimal use of public funds.
BMPs vary from careful selection of fertilizers and landscape plants to proper disposal of fish waste.
Public outreach is required to education the public of the suitable BMPs, as well as water quality
improvements, for their canals and the need for their implementation. The scope of work in this grant
includes public workshops to educate the public on how to implement the BMPs recommended in the
CMMP.
The WQPP Canal Restoration Advisory Subcommittee specified that public participation is the key to the
successful achievement of goals and objectives for water quality improvement in the canals. The work to
be accomplished under this Agreement has been identified by the Canal Restoration Advisory
Subcommittee of the Florida Keys National Marine Sanctuary (FKNMS) Water Quality Protection
Program (WQPP) as one of the high priority projects to assist with Monroe County canal water quality
restorations.
Project Description:
Task 1: Prellaration of Workshog Presentations that will become Web-Based Seminars
AMEC will develop presentation/workshop materials for web based access which include Canal
Management Master Plan Educational information including the Monroe County Canal Demonstration
Program and BMPs to engage residents about appropriate decision making and stewardship of Monroe
County's 500+ canals. Restoration techniques and information about the Monroe County Demonstration
Program will be included in the web-based seminar information.

canal restoration water quality improvement information.

AMEC will provide a tour of the canal restoration including a description of the restoration construction
methodology,permitting requirements,and water quality improvement goals.

SELECTION OF CANAL DEMONSTRATION PROJECTS
THIS AMENDMENT NO. 3 dated JAii)4, adll� to that Contract dated the 15"
day of May, 2013, as amended September 17, 2013 and November 20, 2013 by and
between Monroe County, "COUNTY," and AMEC Environment & laftutructure, Inc.,
"CONSULTANT";
WJTNESSM:
WHEREAS, the COUNTY has agreed to proceed with several demonstration projects to
test various methods for canal restoration techniques to verify the applicability,
feasibility,effectiveness and costs in real time of the techniques on the canals;and
WHERES,much progms has been made under this CONTRACT,and
WHEREAS, additional services are still needed to coordinate the participation of the
hundreds of homeowners living on the canals of the seven County demonstration
projects;and
WHEREAS, additional time is required to complete the process
of homeowner
participation approval and participation in the demonstration projects;
NOW, THEREFORE,in consideration of mutual promises, covenants and CONTRACTs
stated herein, and for other good and valuable consideration, the sufficiency of which is
hereby acknowledged,COUNTY and CONSULTANT agree as follows:
I. This AMENDMENT NO. 3 provides an additional Twenty Eight Thousand One
Hundred Fifty Nine Dollars and Twenty Five cents (S28,159.25) for homeowner
coordination services. The overall CONTRACT value is increased from Sixty Nine
Thousand One Hundred Sixteen Dollars and Thirteen Cents ($69,116.13) to Ninety
Seven Thousand Two Hundred Seventy Five Dollars and Thirty Eight Cents
($97,275.38).
2. This CONTRACT shall be extended by ninety days from June 30, 2014 to September
30,2014.A final payment request form shall be submitted by October 15,2014.
3. AMEC shall continue to provide assistance in obtaining homeowner approvals for
implementation of the demonstration projects and updating the canal management master
plan data base with new infWrnation about the demonstration canals and other canals as
specified in Exhibit"3-1"attached,including the budget attachment

4. The COUNTY authorizes AMMC to send out 435 letters to homeowners on the second
ranked Pumping canal #278, which ANffic shall do in a timely manner in order to meet
the schedule of the other demonstration canals. The County was required tom on
