ITEM BACKGROUND: Pursuant to F.S. 16.555(5)(b) any county may apply to the Florida Department of Legal Affairs for a grant collected in the judicial circuit in which the county is located. However a grant may only be awarded to counties which are served by an official member of the Florida Association of Crime Stoppers. Crime Stoppers of the Florida Keys merged with Crime Stoppers of Miami-Dade. Crime Stoppers of Miami-Dade will now serve as Monroe County's representative. (CS) a non-profit Florida Corporation. The parties agree as follows: 1. The Board hereby authorizes CS to apply for grants from the State Crime Stoppers Trust Fund that may be available for use in Monroe County. The CS is also authorized to administer such grants on behalf of Monroe County. z. In carrying out the duties described in paragraph 1, CS agrees to keep its financial records pertaining to Crime Stoppers grants in accordance with generally accepted governmental accounting principles and to make those records available to auditors employed by the County or State upon reasonable request. If an audit reveals that grant funds have been spent in a manner contrary to the terms of the grant, or the audit reveals any other irregularity in the expenditure of the grant funds, any reimbursement of grant funds to the State, plus any applicable interest or penalties, is the sole responsibility and liability of CS and not of Monroe County. The good news is that from our last conversation, I finally got a response from Miami Dade Crime Stoppers on what was needed to complete the merger between FL Keys and Miami- Dade Crime Stoppers program. If you have a moment,please review and let me know what we need to do to get this resolved so that our funds can be used for the Crime Stoppers program as I appreciate your input and direction with this. My direct line at work is (305) 239-1174.The bad news is that it's my understanding that the OAG has requested the letter be completed and sent to Tallahassee by 12/31/14 which unfortunately doesn't give us much time. At any rate,the AG is requiring an Agreement Letter from the Board of County Commissioners that the The Florida Keys Crime Stopper program is authorized to receive funds on their behalf. This money comes from the Clerk of the Court(Monroe) sent to the State and deposited in a CS Trust Fund which is overseen by the AGs office. As a participant in that Trust Fund,we then request reimbursement for authorized expenses as set out by our grant and administered by the OAG—from the Crime Stopper Trust Fund. This letter is needed, IN TALLAHASSEE, by the 31"of this month. This should have been done months ago, but things are chaotic here and the letter got buried and has only now resurfaced as we got a reminder. The reason for this is so that all programs be on the same time schedule with their grants. I have attached an old letter of agreement for Dade County which may help.
