I am Michelle Robinson and I have been a resident of Tavernier for 11 years. Today I am speaking on behalf of Last Stand as a member of the board in the hopes that you make the right choice and approve the agreement with E3 for the interim processing of the County's yard waste. In 2012, Monroe County joined the SE Florida Regional Climate Change Compact and formed an alliance with Miami Dade, Broward and West Palm counties. The purpose was to work together to reduce greenhouse gas emissions and to plan for regional and local impacts due to our changing climate. The members of this compact laid out a strategic climate action plan, which I would like to point out that one of the first pictures in this document features a picture of county commissioner George Nugent celebrating the first climate summit . As stated in this document, the members pledged that within 5 years we would adopt policies and facilitate the development of local alternative energy sources in order to reduce greenhouse gas emissions. That 5 year period will be up in 2017, and we have yet to see any changes allowing local alternative energy sources as a main source of energy to the Florida Keys. In addition, Monroe County commissioners adopted the Monroe County Climate Action Plan in 2013, in which they pledged to create a solid waste and recycling plan to achieve zero waste by 2025. These goals that were signed on to are rapidly approaching in 2017 and 2025. A contract with Waste Management would force us to continue with our current process of putting our yard waste in landfills as ground cover and trash. These actions not only go against everything Monroe County pledged to do in both of these documents, but now we are literally PO Box 146, Key West, FL 3 3 04 1-0 14 6 www.keyslaststand.org info@keyslaststand.org dumping it onto Broward County. This is not fair to ask of Broward County which is trying to improve their own system and reach the same goals. We cannot dump our problems onto anyone else, especially one of our allies in this battle against climate change. Gasification would put us on the correct path to develop local alternative energy sources with SynGas. It would also greatly reduce our Greenhouse gas emissions and possibly allow us to obtain our goal of zero waste by 2025. It could also allow Miami Dade, if it so chooses, to reduce their Greenhouse gas emissions by using the E3 plant as well. This is our chance to work together with both Miami-Dade and Broward to make a real difference. The whole country is watching our 4 counties that are at the forefront of climate change issues. We are the ones that can lead the country in the right direction. We are the ones that need to think outside of the box. We are the ones that need to pursue every option possible, especially those options that didn't get us into this situation in the first place. As president Obama stated, "We are the first generation to feel the effects of climate change and the last generation that can do something about it." So we as Last Stand, say let's do something about it! Good Afternoon Mayor Kolhage and Fellow Monroe County Commissioners: My name is Alicia Putney. I live on No Name Key. I am speaking for myself. Please adopt staffs recommendation of approval of the agreement with Energy3 for the interim processing of the County's yard waste using the gasification process. The Request for Proposal process has been done professionally, the recommendation for approval is based on solid facts and figures. And, the risk of adopting staffs recommendations seems non-existent. The unforeseen consequences of voting for denial on this Agenda Item are less clear; but are real, nonetheless. Last month I attended the Everglades Coalition Annual Conference in Key Largo. Nearly every lime I introduced myself as a resident of the Florida Keys, I was told how lucky we are in Monroe County to have the stellar leadership you provide, to be at the cutting edge of GHG emission reduction and sea level rise, and to have a "sustainability coordinator". Please adopt staffs recommendation for approval of the agreement with Energy3. It is the right thing to do. It is the smart thing to do.
