AGENDA ITEM WORDING: A Public Hearing to consider Approval of Resolution adopting the
final Residential Solid Waste Collection, Disposal and Recycling non ad valorem special assessment
rates for fiscal year 2020/2021.
ITEM BACKGROUND: The annual residential non-ad valorem special assessment for fiscal year
2020/2021 is set at$407.00 per household/unit($196.40 for Collection of Residential Solid Waste;
$157.95 for Disposal of Residential Solid Waste; and $52.65 for Recycling of Residential Solid
Waste).
The total rate is proposed to increase from $402 to $407 (approximately 1.25% increase) The
residential collection portion of the rate will increase from $194 to $196.40; the residential disposal
portion from $156 to $157.95, and the residential recycle portion from $52 to $52.65.
This proposed increase in the special assessment rate is needed to; 1) offset the Consumer Price
Index (CPI) increase adjustments. (The CPI for Miami/Fort Lauderdale is 1.4%and all urban is
1.9%) 2) Support collection and haul-out cost for the increase of illegal dumping 3)to ensure the
fund balance remains healthy.
The Board adopted Resolution 140-2020 adopting the tentative rates for FY21 at its May 20, 2020
meeting.

COLLECTION OF SOLID WASTE SERVICE SPECIAL ASSESSMENTS

Notice is hereby given that the County Commission, Monroe County, Florida will conduct a virtual

public hearing to consider reimposing solid waste service assessments for the Fiscal Year beginning October
1, 2020, against certain improved residential properties located within Monroe County and the City of y
Marathon, Layton and Key Colony Beach to fund the cost of solid waste collection services, facilities and
programs provided to such properties and to authorize collection of such assessments on the tax bill.
The virtual public hearing will be held at 5:05 p.m. on September 3, 2020, at the following virtual address: y

assessments. All affected property owners have a right to appear virtually at the hearing and to file written
objections with the County Commission within 20 calendar days of the date of this notice. Pursuant to
section 286.0105, Florida Statutes, notice is given that if a person decides to appeal any decision made by
the County Commission with respect to any matter considered at the hearing, such person will need a record
of the proceedings and may need to ensure that a verbatim record is made, including the testimony and 76
evidence upon which the appeal is to be made. In accordance with the Americans with Disabilities Act,
persons needing a special accommodation or an interpreter to participate in this proceeding should contact
the County Administrator at (305) 292-4441, at least 48 hours prior to the date of the hearing. If hearing .�
impaired, contact the Florida Relay Service Number, by dialing"711" for assistance.
The total annual solid waste assessment revenue to be collected within Monroe County and the City of
Marathon, Layton and Key Colony Beach for the upcoming fiscal year is estimated to be $12,900,000. The
rate of assessment for the upcoming fiscal year shall be $407.00 per residential dwelling unit. The CL
maximum rate of assessment that can be imposed in the fiscal year commencing October 1, 2020 and
future fiscal years shall be $407.00 per residential dwelling unit. Copies of the legal documentation for the
assessment program will be made available upon request by contacting the County Administrator's office at e
(305)292-4441 Monday through Friday, between 8:30 a.m. and 5:00 p.m..

The assessments will be collected on the ad valorem tax bill to be mailed in November 2020, as
authorized by section 197.3632, Florida Statutes. Failure to pay the assessments will cause a tax certificate
to be issued against the property which may result in a loss of title.
Pursuant to Executive Order No. 20-69 (extended by Executive Order Nos. 20-112, 20-139 and 20-179), Monroe
County Emergency Directive 20-06, and the Center for Disease Control ("CDC") social-distancing guidelines
established to contain the spread of the COVID-19 virus, this meeting will be conducted via Communication
