ITEM BACKGROUND: The County's four Franchise Agreements allows for an annual Consumer Price Index (CPI) adjustment to the commercial collection rates. The CPI is 1.4%. The Commercial, Collection, Disposal and Recycling Rates were initially established in the Amended and Restated Solid Waste and Recycling Collection Franchise Agreement between Monroe County and Waste Management of Florida, Inc. (WM), Marathon Garbage Services, Inc. (MGS), Keys Sanitary Services (KSS) and Ocean Reef Club, Inc. (Ocean Reef). Each year, as per the Agreement, the commercial and recycling rates are adjusted by the Consumer Price Index. The County adopted a resolution adopting the tentative rates at the August 19, 2020 BOCC Meeting. The County also published notice of the proposed rates and noticed this September 3, 2020 public hearing to adopt the 2020-2021 Commercial and Recycling Rates in the Key West Citizen, on Wednesday, 8/12/2020, Keys Weekly, Thursday, 8/13/2020, and News Barometer, Friday, 8/14/2020. PREVIOUS RELEVANT BOCC ACTION: The BOCC approved the Amended and Restated Solid Waste and Recycling Collection Franchise Agreements between WM, MGS, KSS, on May 21, 2014 and Ocean Reef on August 20, 2014. The Board approved adopting the tentative 2020-2021 Commercial Collection, Disposal and Recycling Rates at the August 19, 2020 BOCC meeting.
