ITEM BACKGROUND: The proposal by the U.S. Board on Geographic Names is to make official the name `Blacklion Bay" for an unnamed bay in Monroe County. The bay is on the east side of Boca Chica Key and between East Rockland Key on the north and Geiger Key on the east and south. The bay is partly within Naval Air Station Key West and the Florida Keys National Marine Sanctuary, managed by the National Oceanographic and Atmospheric Administration. The Board of Geographic Names requires input from the local government with jurisdiction before considering a request. That Board will consider this request at its meeting on September 10, 2020. The proposed name refers to the Strike Fighter Squadron 213 (VFA-213) `Blacklions", which is based at NAS Oceana in Virginia. The Blacklions have trained for combat at NAS Key West for over 50 years. In 2018, the Air Station and the surrounding community began referring to the bay as `Blacklion Bay" after two airmen in the Blacklions squadron lost their lives in a training accident. They attempted to safely fly a failing F/A-18F Super Hornet back to the field but crashed into the Bay. The proponent submitted several petitions from local groups in support of the name, including the Key West Navy League Key West Council, the Key West Military Affairs Committee, the Rotary Club of Key West, and the Key West Sunrise Rotary Club in the Conch Republic. The Commanding Officer of Naval Air Station Key West supports the proposal. The Florida State Names Authority has no objection. As you're aware, the BGN is responsible for standardizing geographic names for use by the Federal Government, and its members must approve any name before it can appear on Federal maps and products. We will prepare a case brief for the proposal and add it to the Board's next Quarterly Review List for consideration by all interested parties. In order for us to proceed with our investigation, can you confirm that the name is spelled "Blacklion" as opposed to "Black Lion"? We have found mixed usage online, including some instances of both appearing on the same page, e.g. tt :// .anft.net/f-14/f14-s uaro - v213. t . We presume the BGN would prefer the form that is used officially by the squadron. As you may also know, the BGN discussed this name request at its October meeting and concluded that the name could be intended to recognize the squadron's association with Monroe County, rather than as a commemorative name. If the latter were the case, the BGN would not be able to consider the request until five years after the two aviators lost their lives in 2018. Local opinion is important to the BGN, so thank you for including the petition; it has been added to the case file. We will also seek the opinion of the Monroe County Board of Commissioners. By a copy of this response, we are also sharing the proposal with the Florida State Geographic Names Authority and NOAA, with a request that they review the application and provide their recommendations.
