Agreement for Professional Services" between Monroe County, Florida ("Client") and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 15, 2017 ("Agreement"). The
Agreement is incorporated herein and forms an integral part of this Task Order.

The Florida Keys Marathon International Airport
Exfiltration Trench and Pond Modification
Amendment 2: MTH Gravity Drainage Well and Catch Basin Cleaning and Testing
PURPOSE
The purpose of this scope of services is to provide Monroe County professional hydrogeologic
support services at the Florida Keys Marathon Airport to include a performance evaluation of two
drainage catch basins and two drainage wells. Services will also include cleaning and retesting
the catch basins and drainage wells to help develop a plan and strategy to improve the overall
drainage capacity of the Airport.The final flow rate and capacity of the two drainage wells will be
used as the basis for estimating the capacity of other drainage wells on airport property for the
Stormwater Master Plan (PSO 12/15-68) existing conditions model.
The work provided under this scope of services will be in accordance with the terms and
conditions of the Master Agreement for Professional Service between Jacobs Project
Management Co.and Monroe County, FL, dated February 15, 2017.
SCOPE OF SERVICES
These services include flow testing and cleaning of:
1. two stormwater drainage catch basins and
2. two stormwater drainage wells.
The two catch basins are located southeast of Runway 7-25 and adjacent to the Marathon Jet
Center ramp.The two drainage wells are located adjacent to the airport hangars as shown on
Figure 1. It is our understanding that the two catch basins were constructed to collect and drain
stormwater via gravity to the underlying aquifer system to minimize flooding of the nearby jet
parking area. The catch basins are not likely connected to any drainage wells and are assumed
to be constructed deep enough to hydraulically connect to the underling aquifer system. Due to
the flooding of areas around the catch basins and the drainage wells, it is assumed that the
drainage systems have been blocked with accumulated debris and trash.
Activity 1: Develop Action Plan
Pre-fieldwork planning will be accomplished with the support services contractor to plan the
execution of the work,coordinate with airport staff,and develop a summary of any action items
that need to be accomplished prior to the team arriving onsite. During this time coordination
with the subcontractor and the health and safety plan will be developed prior to work
commencing.
Activity 2: Cleaning and Testing Drainage Catch Basins and Wells
Catch Basins
Two catch basins have been selected for flow testing and cleaning. The testing and cleaning of
the two catch basins is described below.
Pre-cleaning performance testing of the catch basins
Prior to cleaning,each catch basin will be flow tested using potable water to evaluate the general
performance of the catch basins to drain water to the underlying aquifer system. Flow tests will
be conducted by connecting to an existing fire hydrant south of the hangars shown in Figure 1.
Jacobs will coordinate with Florida Keys Aqueduct Authority(FKAA) to schedule an install
temporary hydrant meter for the water supply to be used for cleaning and flow testing.
During flow testing,potable water will be introduced into each catch basin for approximately 15
to 30 minutes. The flow rate and water level in the catch basin will be monitored periodically
and adjustments to the flow rate will be made to establish a relatively stable water level in the
catch basin. The flow rate and water levels will be recorded as a means of estimating drainage
capacity of the catch basin and will be described in terms of gallons per minute divided by rise in
feet of water level in the catch basin (gpm/ft). The team may repeat the capacity testing in each
catch basin over two or more constant flow rates to get other data points depending on the
actual conditions encountered during the tests, performance of the catch basins,and the time
available.
Cleaning of the catch basins
The catch basins will be cleaned manually to remove trash and debris that has collected in the
basins. Potable water maybe used to help dislodge and breakup sediment or other foreign
material removed from the catch basins. Basins may be pumped out as part of the cleaning
process. If the basins are pumped out,then it is assumed discharged water can be directed into
the adjacent grass swales. Hay bales will be provided to filter discharged water prior to directing
to grass swales. Trash or other foreign debris will be collected and disposed of in appropriate
trash locations/containers provided by the subcontractor.
Post-cleaning performance testing of the catch basins
After cleaning debris from the catch basins,each catch basin will be retested for drainage
capacity as described in the"pre-cleaning performance testing"procedures above. The pre and
post cleaning flow testing results will be compared and evaluated to determine if cleaning the
catch basins is effective at increasing the drainage capacity of the basins. This will help the
airport team determine a best path forward in improving drainage in the area around the
existing catch basins.
Drainage Wells
Two drainage wells near the airport hangars as shown in Figure --were selected for flow testing
and cleaning. Testing and cleaning of the two selected drainage wells is described below.
Pre-cleaning performance testing of the wells
Prior to cleaning,each selected well will be flow tested with potable water to evaluate the
general performance of the drainage wells to accept and drain stormwater to the underlying
aquifer system. Flow tests will be conducted by connecting to the existing fire hydrant south of
the hangars shown in Figure 1.Jacobs will coordinate with Florida Keys Aqueduct Authority
(FKAA) on the scheduling and anticipated flow rates prior to the performance testing. During
flow testing, potable water will be introduced into each well for a period of up to 15 to 30
minutes. The flow rate and water level in the wells will be monitored periodically and
adjustments to the flow rate will be made to attempt to establish a constant water level in the
well. The flow rate and water levels will be recorded as a means of quantifying drainage capacity
of the well and will be described in terms of gallons per minute divided by rise in feet of water
level (gpm/ft). The team may repeat the capacity testing in each well over two or more constant
flow rates to get other data points depending on the actual conditions encountered,
performance of the wells,and time available.
Cleaning of the drainage wells
The drainage wells will be cleaned to remove trash and debris that has collected in the wells.
Wells will be cleaned primarily using air-lifting methods that are standard well development
techniques of the industry. Airlifting of the wells will be accomplished by installing a temporary
tremie pipe in the drainage well at an appropriate depth and then applying compressed air to
the well through the installed pipe. Air will enter the well at the bottom of the pipe and then
quickly travel up the well to the surface expanding in volume as it moves upward. In that
process,water is evacuated from the well at a relatively high rate that results in debris and
sediment being removed from the well. As water is evacuated from the well,the cycle is
completed by the well being recharged from the aquifer system which helps flush and clean the
borehole of the well. The well can be surged or constantly air lifted to enhance development
and cleaning of the well rather quickly. It is anticipated that airlifting of the well will be
completed within an hour after the beginning of the initial air application.
During well air lifting, it is assumed that the discharged water and debris can be directed into the
adjacent grass swales.The trash or other foreign debris will be collected and disposed of by the
subcontractor. If necessary,the team will install sandbags and hay bales around the wells being
air lifted to help contain and prevent any trash or foreign material removed from the well from
re-entering the well.
Post-cleaning performance testing of the wells
After air lifting the wells,each well will be retested for drainage capacity as described in the"pre-
cleaning performance testing"procedures above.The pre and post cleaning flow testing results
will be compared and evaluated to determine if cleaning the wells using air lifting techniques is
effective at increasing the drainage capacity of the wells. This will help the airport team
determine a best path forward in improving drainage in the area around the existing drainage
wells and improving the drainage capacity of the remaining drainage wells.
Activity 3: Reporting and Recommendations
A technical memorandum (TM)will be prepared to summarize the methods and approaches
used during the cleaning and testing work. The TM will also provide results and
recommendations for approaches to be used during future improvements.
DELIVERABLES
The following deliverables will be submitted as part of Activities 1-3
1. Email summary of Action Items
2. Final TM summarizing methods and results of Activity 2 cleaning and testing as well as
recommendations for future improvements
GENERAL ASSUMPTIONS
The following assumptions are included as part of Activities 1-3
• Jacobs does not guarantee that airlifting the wells and manually cleaning the catch
basins alone will improve their drainage capacity.
• Airport Staff will address action items prior to the team's arrival onsite to perform the
work.The airport will designate a staging area to store equipment near to the area of
work.
• Aircraft should be moved prior to work and kept 50 feet from catch basins and 100 feet
from wells.
• Jacobs will contract directly with Complete Services for support services to assist with
cleaning and testing activities
• Airport Staff will provide Jacobs with access to the sites as needed
• The subcontractor will operate equipment and furnish manpower to remove the covers
from the catch basins and drainage wells.
• Discharge water can be directed to and contained in nearby grass swales. Flow control
measures consisting of sump pumps and discharge piping to stormwater inlets is not
needed.
• The quantity of trash and debris collected from the wells can be disposed of in an
equipment trailer being provided by the subcontractor.
• Jacobs will provide all field equipment necessary to collect manual water level and flow
measurements during testing
• Cleaning and testing of the basins and wells can be conducted during the day and will
occur over 1 week. Subcontractor services are assumed to be accomplished within 4 days.
• Maintenance of traffic and taxiway closure signage/markers will be furnished erected as
needed by Airport staff
• No permitting services are included in this scope of work.
Clearing debris in underground stormwater pipes between drainage structures are not
included in this scope of work.This scope is limited to cleaning and testing of catch
basins and drainage wells.
PAYMENT FOR SERVICES
The total estimated fee for Activities 1-3 is%49,754.00 as shown in Attachment 1.The fee will
be a lump sum basis of payment for this scope of service,for engineering,expenses,and
subcontractor mobilization and materials.The subcontractor cleaning services will be charged at
a daily rate at$4,000/day.
SCHEDULE
It is anticipated that the services as described in this scope of services will be completed within 3
months of Jacobs'receipt of the Notice to Proceed (NTP; Purchase Order).This schedule is only
preliminary and may be accelerated or delayed based on review times and contracting times.
The approximate duration of each activity is included in Table 1.
