09/08/2020 Budget MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Budget Meeting Board of County Commissioners Tuesday, September 8, 2020 Via Communication Media Technology A special budget meeting of the Monroe County Board of County Commissioners convened at 5:05 p.m. via Communication Media Technology. Present and answering to roll call were Commissioner Craig Cates, Commissioner Michelle Coldiron, Commissioner Sylvia Murphy, Commissioner David Rice, and Mayor Heather Carruthers. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Kevin Madok, Clerk of Court; Pamela Hancock, Deputy Clerk; county staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS AND DELETIONS Al There were no Additions, Corrections or Deletions to the agenda. Motion was made by Commissioner Coldiron and seconded by Commissioner Murphy granting approval of the agenda. Motion carried unanimously. PUBLIC HEARINGS B 1 A Public Hearing was held to consider amendments to Ordinance No. 026-2020 (amended mask Ordinance adopted August 19, 2020) and Ordinance No. 027-2020 (bar/restaurant closures/alcohol sales ban extended following lobster mini season as adopted August 19, 2020)in response to COVID-19 pandemic. Bob Shillinger, County Attorney, addressed the Board. The following individual addressed the Board: Ashley (no last name given). After discussion, motion was made by Commissioner Murphy and seconded by Mayor Carruthers to continue to limit alcohol sales and restaurant closures,between midnight and 7:00 a.m.,with a sunset date of October 1, 2020 (to Ordinance No. 027-2020). Roll call vote was taken with the following results: Commissioner Cates No Commissioner Coldiron No Commissioner Murphy Yes Commissioner Rice No Mayor Carruthers Yes Motion failed. PROJECT MANAGEMENT C 1 Motion was made by Commissioner Murphy and seconded by Commissioner Coldiron granting approval of the 2nd Amendment to the Task Order with CPH, Inc. for the Monroe County I P a ge 019 0, 1 20, 20, Sheriff s Office Administration Building Envelope Evaluation and Repair project in the amount of $33,680.00. This 2nd Amendment adds Construction Administration Services. Motion carried unanimously. BUDGET D1 Roman Gastesi, County Administrator; and Tina Boan, Sr. Director of Budget& Finance, gave a Power Point Presentation on the County Administrator's budget updates. Christine Hurley, Assistant County Administrator, gave a Power Point Presentation on the CDBG-DR and CDBG-MIT Grant Applications. The Board took no official action. PUBLIC INPUT E The following individual addressed the Board: Stephanie Russo. Judith Clarke, Director of Engineering/Roads & Bridges; Ms. Hurley and Ms. Boan addressed the Board. Pursuant to Executive Order No. 20-69(extended by Executive Orders No. 20-112, 20-139, 20- 1 SO and 20-179); Monroe County Emergency Directives 20-06 and 20-10; and the Center for Disease Control social distancing guidelines established to contain the spread of the COVID-19 virus; the September 16, 2020 Public Hearing will be conducted via Communication Media Technology using a Zoom webinar platform. The Zoom webinar link and phone-in instructions will appear in the agenda published for each meeting. There being no further business, the meeting of the Board of County Commissioners was adjourned.
