WITNESSETH THAT: WHEREAS, all terms and conditions of the referenced Contract for On Call Professional Engineering Services apply to the Task Order, unless the Task Order modifies an Article of the Agreement of which will be specifically referenced in this Task Order and the modification shall be precisely described. WHEREAS, the County received grant agreement No. X7-01 D00020-1 from EPA for the three referenced projects including the Florida Keys Seaweed Barrier Technology Evaluation, Florida Department of Economic Opportunity (DEO) - Canal Restoration Work Plan, and Florida Keys Sargassum Master Plan — Phase 1; and WHEREAS, the COUNTY amended the grant agreement from October 30, 2020 to December 31, 2020 due to schedule delays with COVID19; and WHEREAS, this no-cost time extension will allow the CONSULTANT to assist the COUNTY with completing the grant and associated close out documents including reimbursement and final reports; and WHEREAS, the task order will be effective as of September 16, 2020 and shall expire 60 days after the final deliverable to the County is submitted. Records documenting compliance with the six good faith efforts shall be retained: (a) Ensure DBEs are made aware of contracting opportunities to the fullest extent practicable through outreach and recruitment activities. For Indian Tribal, State and Local and Government recipients, this will include placing DBEs on solicitation lists and soliciting them whenever they are potential sources. (b) Make information on forthcoming opportunities available to DBEs and arrange time frames for contracts and establish delivery schedules, where the requirements permit, in a way that encourages and facilitates participation by DBEs in the competitive process. This includes, whenever possible,posting solicitations for bids or proposals for a minimum of 30 calendar days before the bid or proposal closing date. (c) Consider in the contracting process whether firms competing for large contracts could subcontract with DBEs.
