AGENDA ITEM WORDING: Update on the status of countywide pump-out services, on the
status of the active issued Request for Proposal for mobile pumpout service, on the status of
negotiations with municipalities in providing pump-out services, and on the status of how many
public marinas and/or marine facilities are in compliance with the County requirements to provide
pump-out services.
ITEM BACKGROUND:
On December 12, 2012, the Board of County Commissioners (BOCC) executed an Agreement with
Pumpout USA, Inc. to provide countywide vessel pump-out service. The BOCC approved several
amendments (Amendment Nos. 1-11)to the Agreement between 2013 and 2020.
In an effort to ensure the best and most cost effective service, and to determine if additional vendors
would be interested in providing the service, staff sought direction from the BOCC on the reissuance
of an RFP for the countywide mobile pump-out service at the 6/17/2020 BOCC meeting. The BOCC
unanimously passed a motion to issue a Request for Proposals (RFP), and to explore additional
options for provision of pumpout services, including potentially working with the municipalities to
provide pump out services, to explore seeking interim assistance from the Key Largo Wastewater
Treatment District until a future vendor was selected an contracted with to provide pumpout service
for the Upper Keys.
PREVIOUS RELEVANT BOCC ACTION:
On July 15, 2020 the BOCC unanimously approved an interlocal agreement between the City of Key
West and Monroe County for sewage pump-out services to vessels at anchorages in/near Wisteria
Island, Fleming Key, Cow Key Channel, and Boca Chica Basin for 6 months while the County
issues a Request for Proposals for a vendor to service pump outs of anchored vessels.
