ITEM BACKGROUND: The Lower Keys Rotary Club typically holds its annual Fall Festival and
Haunted House at the Big Pine Community Park with use of the on-site County building. Organizers
have been formulating alternative plans for this year's event due to Covid-19 and would like to
continue use of the building/property for the festival. With approval, the event would be held at the
end of September.

Dear Monroe County Board of Commissioners,
Every year during October the Lower Keys Rotary Club hosts a fall festival for the families in and
around Big Pine Key. This year because of early voting we had scheduled our event for October
91h and 101h. Recently, considering the status of COVID-19 in our County we were informed that
we would not be able to have our event at the Big Pine Community Park building.
We are asking for a reversal of that decision based on our plan to host a safe event following all
current Monroe County regulations regarding COVID-19 safety protocols.
Considering all gathering restrictions, this year we are going to limit our event to just the
haunted house and not host any other activities. Guests will be able to come and walk through
the haunted house with their family unit. Hours of the event will be 7:30 pm — 10 pm both
Friday and Saturday Night.
We will be implementing the following safety protocols:
- Guests will be lined up using 6-foot social distancing spacing and parking spots will be
numbered to allow overflow to remain in their cars until their turn.
-All guests will be required to wear a mask/face covering upon exiting vehicle. Masks will be
given to those not wearing a face covering.
-Hand sanitizer will be available at the entrance table and at the exit.
-Guests will be allowed to walk through the haunted house as a family unit with no more than
10 per family.
-All guests will travel in one direction through the building going up the front stairs and exiting
down the rear stairs.
-All actors inside the haunted house will have their temperature taken before event each day to
ensure health.
-Actors will wear face coverings throughout scheduled hours of event.
-All spacing between actors and guests will be 6 feet or we will implement a barrier (plexiglass,
plastic, glass etc.).
-We will continue our safety protocol of no touching, and this will again be enforced for both
actors and guests.
The Lower Keys Rotary Club is committed to safely hosting this event. Children have returned to
school following county guided safety precautions and our Club is committed to implementing
similar precautions that will ensure the health and safety of our community.
This event funds local programs such as the Kids fishing tournament, Easter egg hunt, Take Stock
in Children scholarships, Independence Day Fireworks, and many individual assistance projects
that benefit the local community. Due to COVID restrictions this year, our Club has been unable
to successfully fundraise to continue these vital community programs. We need this event to
continue our work in the community.
