09/16/2020 Budget MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Final Budget Hearing Board of County Commissioners Wednesday, September 16, 2020 Via Communication Media Technology The final budget hearing of the Monroe County Board of County Commissioners convened at 5:05 p.m. via Communication Media Technology. Present and answering to roll call were Commissioner Craig Cates, Commissioner Michelle Coldiron, Commissioner Sylvia Murphy, Commissioner David Rice, and Mayor Heather Carruthers. Also present at the meeting were Roman Gastesi, County Administrator; Bob Shillinger, County Attorney; Kevin Madok, Clerk of Court; Pamela Hancock, Deputy Clerk; county staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS AND DELETIONS Al There were no Additions, Corrections or Deletions to the agenda. BUDGET AND FINANCE Tina Boan, Sr. Director of Budget& Finance; and Lisa Tennyson, Legislative Affairs & Grants Acquisition Director, addressed the Board concerning the following five items (B 1 to B5). There were no public speakers. After discussion, motion was made by Commissioner Rice and seconded by Commissioner Coldiron granting approval of the following five items: B 1 Approval of an Interlocal Agreement with the City of Key West in the amount of $165,600.00 for Public Health and Safety Costs incurred as a result of COVID-19 related response, mitigation and recovery efforts, and CARES Act Program implementation compliance cost reimbursement. B2 Approval of an Interlocal Agreement with the Village of Islamorada in the amount of $40,900.00 for Public Health and Safety Costs incurred as a result of COVID-19 related response, mitigation and recovery efforts, and CARES Act Program implementation compliance cost reimbursement. B3 Approval of an Interlocal Agreement with the City of Marathon in the amount of $56,500.00 for Public Health and Safety Costs incurred as a result of COVID-19 related response, mitigation and recovery efforts, and CARES Act Program implementation compliance cost reimbursement. B4 Approval of an Interlocal Agreement with the City of Layton in the amount of$1,200.00 for Public Health and Safety Costs incurred as a result of COVID-19 related response, mitigation and recovery efforts, and CARES Act Program implementation compliance cost reimbursement. B5 Approval of an Interlocal Agreement with Key Colony Beach in the amount of$5,000.00 for Public Health and Safety Costs incurred as a result of COVID-19 related response, mitigation and recovery efforts, and CARES Act Program implementation compliance cost reimbursement. Motion carried unanimously. BUDGET PUBLIC HEARINGS C1 Ms. Boan announced the tentative millage rates. Said announcement is attached hereto. C2 Roman Gastesi, County Administrator, gave a Power Point Presentation of the County Administrator's budget update. C3 The following individuals addressed the Board: Susan Archer, representing the Boys & Girls Club; Sherrie Schwab, Executive Director of the Domestic Abuse Shelter; Marj Roberts, representing Independence Cay; Frank Garces, Stephanie Russo, William Weatherly, and Andrew Axelrod, General Counsel of the South Florida Police Benevolent Association. Mr. Gastesi, Judith Clarke, Director of Engineering/Roads & Bridges; and Ms. Boan addressed the Board. The Board of County Commissioners meeting adjourned for the Board of Governors, Fire & Ambulance District 1, meeting. FIRE &AMBULANCE DISTRICT 1 BOARD OF GOVERNORS The Board of Governors for the Fire & Ambulance District 1 convened. Present and answering to roll call were Commissioner Cates, Commissioner Murphy, and Commissioner Rice. Mayor Halle and Councilman Lewis were absent from the meeting. In the absence of Mayor Halle and Councilman Lewis, Commissioner Rice chaired the Board of Governors. El Ms. Boan announced the District 1 amended rolled-back millage rate,percent increase over rolled-back and final millage rate. There was no public input. Said announcement is attached hereto. E2 There was no public input or discussion of the District 1 Tentative Fiscal Year 2021 Budget. Motion was made by Commissioner Murphy and seconded by Commissioner Cates granting approval of the item. Roll call vote carried unanimously. E3 Motion was made by Commissioner Murphy and seconded by Commissioner Cates to adopt the following District 1 Board of Governors Resolution adopting the final millage rate for Fiscal Year 2021. There was no public input. Roll call vote carried unanimously. RESOLUTION NO. 251-2020 Said Resolution is incorporated herein by reference. E4 Motion was made by Commissioner Murphy and seconded by Commissioner Cates to adopt the following District 1 Board of Governors Resolution adopting the final Budget for Fiscal Year 2021. There was no public input. Roll call vote carried unanimously. RESOLUTION NO. 252-2020 Said Resolution is incorporated herein by reference. The Board of Governors, Fire & Ambulance District 1, adjourned. The Board of County Commissioners meeting reconvened with all Commissioners present. BUDGET AND FINANCE F Ms. Boan announced the amended rolled-back millage rates,percentage increases over rolled-back rates and final millage rates. Said rates are attached hereto. G Motion was made by Commissioner Murphy and seconded by Commissioner Rice to adopt the following Resolution adopting the final millage rates for Fiscal Year 2021. After discussion, motion was made by Commissioner Coldiron and seconded by Commissioner Murphy granting approval of the item. Roll call vote carried unanimously, with Commissioner Rice abstaining due to a conflict. J2 Motion was made by Commissioner Murphy and seconded by Commissioner Rice granting approval of the Fiscal Year 2021 Agreement with Monroe Council of the Arts Corporation d/b/a Florida Keys Council of the Arts in the amount of$79,900.00. Roll call vote carried unanimously. 41Page 019 1f 20,2 , J3 Motion was made by Commissioner Murphy and seconded by Commissioner Coldiron granting approval of Fiscal Year 2021 Agreement with Historic Florida Keys Foundation, Inc.,to develop, coordinate, and promote historic preservation in Monroe County, in the amount of $32,450.00. Roll call vote carried unanimously, with Commissioner Rice abstaining due to a conflict. J4 Motion was made by Commissioner Murphy and seconded by Commissioner Coldiron granting approval of approval of two agreements with Guidance/Care Center for: 1) Substance Abuse Mental Health (SAMH) Services in the amount of$877,500.00; and 2)the Jail In-House Program in the amount of$151,273.00 for Fiscal Year 2021. The County funding for SAMH services are the local match required by Florida Statute. Roll call vote carried unanimously, with Commissioner Rice abstaining due to a conflict.
