INTRODUCTION The US 1 Level of Service Task Force, formed in 1992, developed a methodology to determine Level of Service (LOS) based on travel speed. The Task Force was a multi- agency team with members from Monroe County, the Florida Department of Transportation (FDOT), and the Department of Economic Opportunity. The methodology established by the task force includes a procedure for using travel speed as a means of assessing the level of service and reserve capacity for US 1. The members of the Task Force reconvened in 1997 to re-evaluate the LOS methodology and made some minor changes, such as the signal delay for LOS C to be consistent with the Highway Capacity Manual (HCM) procedures. Considering that it has now been more than 22 years since the last Task Force meeting and some potential LOS methodology updates have been identified (to account for changes in the HCM and current travel patterns/peak hours), Monroe County has decided that the Task Force be reconvened to review and update the LOS Methodology, as needed. Additionally, the Monroe County 2030 Comprehensive Plan Policy 301.2.1 requires that the Task Force update and refine the methodology on a periodic basis when new data becomes available to ensure that the methodology is consistent with current --practices and identify opportunities for improvement, if any. Therefore, the Monroe County Planning Department has retained AECOM to assist with this effort. B. OBJECTIVES The primary objective of this work order is to reconvene the US 1 Level of Service Task Force to review the US 1 LOS methodology and identify any potential changes to ensure that the methodology is consistent with current practices and determine opportunities for improvement, if any. Since the last Task Force review, there have been updates to the Highway Capacity Manual (HCM), which may need to be incorporated. The specific items that shall be reviewed, include: • Review the signal delay threshold for LOS C based on the current Highway Capacity Manual. • The methodology to determine the LOS for the 24 individual roadway segments and the overall US 1 are slightly different. Individual segment LOS is determined by comparing the median travel speed with the weighted average posted speed limit for the segment. The overall LOS for US 1 is determined by comparing the median travel speed with pre-established speed thresholds for different levels of service. For example, the LOS for US 1 is A if the overall travel speed is equal to or above 51 mph, irrespective of the overall weighted average posted speed limit. • According to the current methodology, delays due to drawbridge openings should be excluded from the segment travel times, but included in the overall travel times. Considering that delays associated with drawbridge openings are non-recurring and Page 1 of 4 US 1 LOS Methodology Update and Task Force Meetings impact the overall LOS, this part of the methodology should be reviewed and updated as needed. • Review the travel time schedule (i.e. departure times and staggered schedule) and adjust as needed to reflect current traffic conditions. C. SCOPE OF SERVICES Task 1 — Review the Current Highway Capacity Manual Review the current version of the Highway Capacity Manual (HCM) to determine the LOS methodologies and signal delay thresholds that are applicable to US 1 within Monroe County. The results of the HCM review will be presented to the Task Force for discussion on procedures that would be applicable for calculating LOS along US 1 in Monroe County. Deliverables • Summary of HCM review findings Task 2 — Review Current Traffic Data The current traffic data available from the FDOT Traffic Online Website will be retrieved and reviewed to determine peak traffic periods for each of the 24 segments along US-1. Based on the traffic data review, a matrix will be created to show AM and PM peak periods for each segment. This matrix will be utilized in Task 3 to assist with developing the schedule for travel time runs. Deliverables • Peak period summary and matrix Task 3 — Develop a New Travel Time Study Schedule The peak period matrix created in Task 2 and yearly traffic data available through the FDOT website will be reviewed to determine a new travel time study schedule. Deliverables • Revised travel time study schedule Task 4—Coordinate and Schedule Task Force Meetings Assist the Monroe County Planning Department with the coordination necessary to schedule the Task Force meetings. This task shall also include the development of meeting agendas. Task 5— Project Meetings Page 2 of 4 US 1 LOS Methodology Update and Task Force Meetings A total of three Task Force meetings and two other project meetings will be conducted as listed below. AECOM will develop the materials necessary to ensure that each of these meetings are effective and productive. AECOM will attend each meeting, present the materials developed, and document the discussions, action items, and decisions made during each meeting. All meetings are assumed to be virtual meetings. 1. Initial Task Force meeting to review the current methodology and findings from Tasks 1 to 3. 2. Second Task Force meeting to discuss the first draft of the updated methodology prepared as part of Task 6. 3. Present methodology at the Community Meeting for feedback. 4. Final Task Force meeting to review the updated LOS methodology and finalize based on input from the Task Force members. 5. Prepare a PowerPoint presentation and present the findings of this study to the Monroe County Board of County Commissioners. Deliverables • Meeting Presentations and/or Materials • Meeting Minutes Task 6— Update the US 1 LOS Methodology The consultant will update the current LOS methodology to reflect the new procedures identified in Task 5.The draft methodology update will be submitted to the County Project Manager for review/comments and presented to the LOS Task Force (as part of Task 5). The updated methodology will be finalized based on the comments received from Monroe County and the Task Force. The work effort (and the associated fee estimate) for this Work Order assumes that only minor updates to the LOS Methodology are needed. If the Task Force decides to rewrite the entire methodology, then the associated work effort and fee will be negotiated separately. Deliverables • Draft US 1 LOS Methodology Update • Final US 1 LOS Methodology Update Task 7— Project Progress Meeting As part of this task, the consultant will attend one (1) meeting as described below. This meeting is assumed to be a virtual meeting: • One project progress meeting with the County Project Manager on January 15 or 18, 2021 Project Management Page 3 of 4 US 1 LOS Methodology Update and Task Force Meetings Purpose The purpose of this task to perform all project management related activities that are required as part of this work order. Activities Project management activities include managing/coordinating client and third-party interfaces, scheduling/management of project staff, production and financial management, and Quality Assurance/Quality Control reviews of project deliverables, etc. Project Schedule The anticipated schedule is as follows: • Initial Task Force Meeting — Second week of November • Second Task Force Meeting to review the first draft of the Updated Methodology — December 17, 2020 or January 6, 2021 • Community Meeting —January 7, 2021 • Final Task Force Meeting to review the final draft of the Updated Methodology — January 21, 2021 • Present updated methodology to the Monroe County BOCC — February 17, 2021 This initial project schedule will be reviewed/updated after the first Task Force meeting and submitted to the County Project Manager. Progress Reports Project progress reports will be prepared and submitted to the county on a monthly basis. The progress report will discuss work accomplished during the preceding month, work projected for the following month, and potential project issues and associated impacts to the project schedule or budget. Compensation for Services A not to exceed amount of$50,000 is authorized under this Scope of Services for Work Order No. 12. The consultant shall be reimbursed according to the rates set forth in the attached Estimate of Work Effort for Work Order No. 12.
