FIRST AMENDMENT TO TASK ORDER
FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES BETWEEN
MONROE COUNTY AND CPR,INC.FOR HARRY HARRIS PARK BEACH JETTY AND
WILKINSON'S POINT REPAIR
In accordance with the Agreement for Professional Architectural and Engineering Services, made and
entered into on December 19, 2018 between MONROE COUNTY, ("County") and CPR, Inc,
("Consultant"),where professional services are allowed if construction costs do not exceed$2,000,000.00,
or for study activity if the fee for professional services for each individual study under the contract does not
exceed$200,000.00("Agreement"),the parties enter into this First Amendment to the Task Order.
All terms and conditions of the Agreement apply to this First Amendment, unless this First Amendment
amends, adds, or modifies a provision or an Article of the Agreement of which will be specifically
referenced in this First Amendment and the amendment, addition, or modification shall be precisely
described.These additions apply only to the project referenced in this First Amendment.
This First Amendment to the Task Order is effective on the 21"day of October 2020.
WHEREAS,the Harty Harris Park Beach Jetty and Wilkinson's Point were substantially damaged during
Hurricane Irma rendering both unsafe and inaccessible,and
WHEREAS,the parties entered into a Task Order on January 22,2020 whereby the Consultant performed
data collection and provided a preliminary plan and probable construction costs for the repairs to the Hany
Harris Park Beach Jetty and Wilkinson's Point.
NOW,THEREFORE,in consideration of the mutual promises and covenants set forth below,the parties
agree as follows:
1. In accordance with Article II,SCOPE OF BASIC SERVICES of the Agreement,the Consultant
will perform design services,permitting coordination,bidding assistance and construction
administration services for the repairs.
Task A—Design Development
Design package will include the following sheets at a minimum:
• Cover
• Survey
• General Notes
• SWPPP
• Site Plan
• Grading Plan
• Grading Section w/Preliminary Quantity Take-offs
• Mangrove Protection Plan
• Post-Construction Restoration Plan

Consultant will provide County a 75%electronic set of plans to review with an updated OPCC
and attend one conference call with County to review plans prior to permit submittals.
Task B—Permitting and Project Coordination
Permitting services include applications with the ACOE and FDEP.Consultant will participate in
telephone conferences with County and any other project stakeholders necessary to properly
coordinate performance of the contracted tasks.
• FDEP—Consultant assumes project qualifies for an FDEP exemption permit.Consultant
will attend one meeting with FDEP in the field to review the project site and
environmental areas.Consultant will prepare environmental documentation needed to
process the exemption. It is assumed that wetland impacts,UMAM assessments and
mitigation is not a consideration of this project.
• ACOE—Consultant assumes project qualifies for a Permit Exemption or a Nationwide
Permit.The Consultant shall prepare a request to the ACOE to approve the restoration of
the structures and will conduct one on-site inspection with a representative of the ACOE
after the permit application has been submitted.The Consultant will prepare
documentation necessary to process the exemption or Nationwide Permit with the ACOE.
Should consultation be required with National Marine Fisheries Service and the U.S.Fish
and Wildlife Service during the ACOE review of the project,Consultant shall provide
additional services to address NMFS and USFW S comments.It is anticipated that the
project will not require a Section 7 Consultation and all federal authorization can be
resolved informally through project design.If a Section 7 Consultation is required,the

• It is assumed a benthic survey will not be required by FDEP or ACOE,as it is not
anticipated that construction will extend beyond the current built structure limits.If
required by FDEP or ACOE,Consultant shall provide the County with additional
services to perform a benthic survey per the requirements set forth by the Florida Keys
National Marine Sanctuary(FKNMS).
Task C—Construction Documents
Consultant will prepare Construction Documents including project specifications and permit
conditions.Consultant will incorporate County specifications into bid package.Construction
Documents will include full electronically Signed and Sealed plans for bid,all permits and
documentation for construction activities,bid specifications,and an updated OPCC.Construction
set of plans will include the 75%Design Development Set,updated per permit requirements,
along with up to four(4)additional sheets required per permit reviewer requests.
Task D—Bidding Services and Construction Administration
Consultant will attend one pm-bid meeting and one on-site pre-bid meeting to answer any
immediate questions from potential bidders.Consultant will respond to all Requests for
Information(RFI)from bidders.

Consultant shall review shop drawings,respond to RPIs, issue field change exhibits,and produce
plan addendums to address major RFIs.Consultant will coordinate with Contractor on progress of
project and perform site visits as needed to verify field conditions.
Consultant shall review,evaluate,and issue responses to all change order requests.
Consultant shall perform substantial walk,generate punch list,and perform final walk of site to
certify completion of construction.
Consultant will review as-builts,prepare close-out documents,and coordinate with permitting
agencies to finalize construction activities.
2. In accordance with Article VII paragraph 7.1.1 of the Agreement,the County shall pay the
Consultant a Not-to-Exceed(NTE)total of Fifty-Eight Thousand Eight Hundred Fifty 00/100
dollars($58,850.00)paid on a patent complete basis for the following phases:
a. Task A,Design Development-$14,040.00 lump sum upon document review and
approval by Director of Project Management
b. Task B,Permitting&Project Coordination-$26,410.00 lump sum upon document
review,permit approvals and approval by Director of Project Management
c. Task C,Construction Documents-$6,580.00 lump sum upon document review and
approval by Director of Project Management
d. Task D,Bid Services&Construction Administration•$10,820.00 lump sum upon
completion of project and approval by Director of Project Management
e. Reimbursable Expenses-$1,000.00 NTE upon documentation and approval by Director
of Project Management
Permit fees are not included with this proposal and will be reimbursed to the Consultant or
paid directly to the permitting agency by the County.
All other Terms and Conditions of the Agreement and Task Order remain unchanged and in MI forces and
effect.
