Fish Hook�NDE3 , t 4 I I' I II McFarland Johnson �N PROJECT DESCRIPTION The project consists of the planning and preliminary engineering for the relocation of the Fishhook NDB. The NDB is currently located at 1001 Atlantic Blvd, Key West, Florida and is within the Clarence S Higgs Memorial Park. Monroe County and the Key West International Airport (EYW) prefer to relocate the NDB to a location within the property limits of the EYW that is beneficial for maintenance and current/future land use. The CONSULTANT will prepare a planning document that includes a narrative outlining findings, recommendations, and site layout options for the relocation of the Fishhook NBD. The document will be used as the basis for a future design document or indicate no other sites are feasible. SCOPE OF WORK The CONSULTANT shall provide the following professional services to complete the PROJECT. The CONSULTANT will be supported by efforts from the SUBCONSULTANT as indicated above and throughout this Scope of Work. TASK 1.0 PROJECT MEETINGS ADMINISTRATION AND COORDINATION This task includes attendance at project coordination meetings, site visits, draft document and evaluation/analysis reviews,and overall contract management and administration for the duration of the contract period.This task will also include the following: • Consultation: CONSULTANT shall provide advice to the SPONSOR during planning and preliminary design, including the holding of a progress and review meetings,as required. • Review Meetings: For the duration of the PROJECT, review meetings will be conducted by the CONSULTANTwith anticipated participation by the SPONSOR,and the Federal Aviation Administration (FAA), as applicable. Meetings will be held in-person or via video conference at a location designated by SPONSOR. Other invitees may participate by audio or video conference. • Site Visits: CONSULTANT's Project Manager and applicable team members shall make up to three(3) visits to the site to review the existing NBD location and proposed NDB locations. Site visits will also include data collection, as required to complete the project. It is anticipated that up to three (3)site visits will occur throughout the project for a period of two(2)days per visit. • Agency Coordination:CONSULTANT shall coordinate with the Federal Aviation Administration (FAA), as required,throughout the project. Coordination will be to ensure that assumptions, planning, and design logic meet the requirements of the FAA for relocation of the NDB facility. It is understood that the FAA has previously evaluated sites to relocate the Fishhook NDB, but no acceptable sites were identified. The CON ULTANT will request copies of the previous FAA siting review to ensure a complete understanding of the requirements and limitations. Key West International Airport Fishhook NDB Relocation Evaluation-Phase 1 McFarland Johnson 4 2 McFarland Johnson TASK 2.0 PRELIMINARY SITING EVALUATION AND LAYOUT ALTERNATIVES The following items are included in this task: • Site Investigation/Document Review. The CONSULTANT will conduct a record drawing investigation and document review of the existing NDB,and previous reports/planning studies related to the NDB. The CONSULTANT will conduct a comprehensive field site investigation/walk-through of potential sites identified during the kick-off meeting to gain an enhanced understanding of existing conditions and physical site/conditions/constraints. • Planning and Preliminary Siting Layout: Based upon results of the Site Investigation and Document Review,the CONSULTANT will develop up to two (2) preliminary siting layouts/configurations of the relocated NDB. Significant items for consideration in evaluating the overall suitability of each site include the following: o Potential environmental impacts(based on existing available information) o Available airport property or land acquisition requirements o Land use compatibility o Airspace compatibility and obstruction/hazard considerations o Impacts to future development plans • Planning Level Cost Estimate: The CONSULTANT will develop order or magnitude preliminary cost estimate for up to two (2) alternatives for relocation of the Fishhook NDB. Contingencies will be included as appropriate for the level of preliminary site layout accomplished. • Review Meeting:The CONSULTANT will attend one(1) review meeting at a location identified by the SPONSOR to review the preliminary analysis and site layout alternatives. The CONSULTANT will be prepared to discuss each element of the planning and siting evaluation to make the necessary revisions and updates. Written meeting minutes will be prepared by the CONSULTANT and distributed to all attendees. TASK 3.0 FINAL PLANNING AND PRELIMINARY SITING LAYOUT This task shall be completed under the Fishhook NDB Relocation Evaluation—Phase 2 Scope of Services. TASK 4.0 FAA COORDINATION AND SUBMITTAL: This task shall be completed under the Fishhook NDB Relocation Evaluation—Phase 2 Scope of Services. PROJECT DELIVERABLES The primary project deliverable will be a technical memorandum documenting the analysis and results of the relocation evaluation/study for use in coordinating the relocation request with the FAA. All deliverables will also be submitted in electronic format for SPONSOR's use. Key West International Airport Fishhook NDB Relocation Evaluation—Phase I , McFarland Johnson 11/14 03 McFarland Johnson PROJECT SCHEDULE The CONSULTANT agrees to complete the work under this phase of the Agreement in a manner satisfactory to the SPONSOR within six(6) months after receipt of an executed copy of this contract from the SPONSOR accompanied by a resolution from its governing body authorizing said execution or within such extended periods as agreed to by the SPONSOR. BASIC ASSUMPTIONS 1. Any assumptions made during the planning analysis will be documented and confirmed/modified during the design phase of this NDB relocation. Design will be complete under a separate contract. 2. Topographic and Physical Features survey will not be included in this project. 3. No environmental field investigations or surveys will be completed.
