This entails updating the Construction Drawing set and both Project Manuals. ESCRIPTION OF WORK The bidding services will provide the following: ARTICLE A—BID PHASE SERVICES Upon completion of updating the construction documents and at the request of the Airport,Jacobs will prepare the project documents for bidding. The following tasks will be performed as part of the bid phase services: • Update the previous bid package. Update the Construction Drawing set and both Project Manuals • Coordinate with the County Legal,Purchasing Departments and the Airport to advertise for bids • Coordinate with the County to provide electronic copies of the bid documents to prospective bidders • Prepare for and attend a project pre-bid conference • Prepare responses to address requests for information from prospective bidders • Prepare and coordinate the issuing of up to two(2)addendum with the County Legal and Purchasing department. • Revise bid documents as necessary for the addendum • Review bids for responsiveness • Prepare a bid tabulation • Make a recommendation for award based on review of the bid information submitted. • Prepare contract for successful low bidder • Develop conformed construction drawings Jacobs will perform bidding support services,the following terms will apply: • The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid/procurement services on the County's behalf in connection with the project. • Such services shall be performed under County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as County may in its Page I of 3 sole discretion at any time instruct Jacobs to use. All services shall be carried out in accordance with the procedures mutually agreed upon by County and Jacobs. • Jacobs shall not have authority to accept or bind the County in any way to changes, modifications, revisions, alterations, amendments, or supplemental, additional, or different terms and conditions (hereinafter referred to as "deviations") which may be submitted or requested by a vendor or contractor. Jacobs shall immediately submit any deviations from the County's standard terms and conditions to the County for review by the County's Purchasing Manager or their representative and such deviations shall not be accepted by Jacobs unless Jacobs receives express written approval thereof from the County's Project and/or Purchasing Manager or their representative. • All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so directed. The ownership and title of all items purchased hereunder shall pass directly from the selling party to the County, and Jacobs shall at no time be a party to such transaction other than as agent of the County. The County shall have the unilateral right to have the commitment authority of Jacobs, its employee or this limited agency authorization in its entirety revoked and cancelled at any time, with or without cause. The County shall be obligated directly to the selling party for all payments for materials, equipment,supplies and services procured hereunder. • The County shall hold Jacobs and its employees harmless from any claims, suits or liabilities arising out of any breach or other failure of performance by any contractor, vendor or supplier under any contract or purchase order issued by Jacobs hereunder. Services for Article A will be provided under a lump sum basis. QUALIFICATIONS AND ASSUMPTIONS For the purpose of providing a stipulated fee amount, this proposal has been based on the following qualifications and assumptions: • Attendance and/or presentation to public hearings and/or other meetings with municipal agencies are not included. • Printing of plans are included as part of this proposal. • Services not described in the scope of work are not included. COMPENSATION See attached spreadsheet. Direct project expenses will include printing, presentation material, travel, travel related costs, delivery, and other costs directly associated with the performance of our work are included in the lump sum costs provided. The work includes updating the construction drawing set and both project manuals,to be completed within 365 days, in the amount of$17,283.00. Based on the information provided, FDOT concurs with Monroe County's request. Only expenses incurred on or after the date of the fully executed JPA/PTGA and otherwise eligible under the Agreement shall be reimbursed to Monroe County Airports—Florida Keys Marathon International Airport.
