ITEM BACKGROUND: The MCSO Administration Building has continuing water intrusion issues during rainfall events even after repairs to the roof and replacement of the windows. The water intrusion has been determined to be caused by the breach of the cladding of the envelope of the building. The County has contracted with CPH, Inc. for design drawings through construction administration of the project. BOCC approved a construction contract with Keystar, Inc. for the repairs to the building which is ongoing. A Subconsultant with CPH performed a field verification test of the DOWSIL AllGuard sealant which failed the adhesion tests. The failure of the test is thought to have occurred due to a large rain event (10" rainfall) which occurred within 36 hours of the application of the sealant. This necessitates an additional site visit and adhesion test by the subconsultant. On-site witnessing of the adhesion test is a requirement of the warranty. PREVIOUS RELEVANT BOCC ACTION: 8/19/20 — BOCC approved/ratified a contract with Keystar, Inc. for the emergency repairs to the exterior insulation and finish system (EIFS) at the MCSO Admin Building. 9/8/20 — BOCC approved a Second Amendment with CPH, Inc. which added Construction Administration Services to the Scope of Work.
