Staff issued an RFP and secured 4 different vendors. Through the process, two of the contractors dropped out(Cudjoe and Big Coppitt sites) and one has been unable to meet the County's insurance requirements (Ramrod site later converted to a site in Big Pine because the Ramrod site environmental condition would not support development). The Key Largo tiny home is about to receive a certificate of occupancy. The original intent was to operate the homes as models for 1-2 years. The various delays have resulted in a nearly two year delay getting to the point of occupancy ready. The vendor for the one house that is is ready for occupancy reports that the very existence of the house and its publicity has provided the attention they had hoped would happen. Coupled with the COVID environment, he agrees with us proceeding to use the home as a residence without going through a period of use as a model home. Staff is seeking BOCC concurrence with the above concept and direction about: -Whether and how to make the house available to a County employee; -Whether to terminate the contract with RAS for to tiny house at Big Pine Key; -Whether to re-purpose the funding for construction of another employee housing unit; PREVIOUS RELEVANT BOCC ACTION: 21 FEB 2018 BOCC approves sites for Tiny homes and directs staff to prepare RFP 16 MAY 2018 BOCC approved issuance of Tiny Home RFP 19 DEC 2018 BOCC approves recommended vendors and authorizes staff to prepare construction contracts Packet Pg.2890 D.9 17 JUL 2019 BOCC approved contract with Cornerstone Design Build for a tiny house in Key Largo 17 JUL 2019 BOCC approved contract with RAS Building Commissioning and Restoration, LLC (RAS) on Ramrod Key 17 JUL 2019 BOCC approves rejection of proposals for Big Coppitt site 19 FEB 2020 BOCC approved amended contract with RAS to use a parcel on Big Pine Key rather than Ramrod Key CONTRACT/AGREEMENT CHANGES: NA STAFF RECOMMENDATION: 1.
