Environmental Assessment—Supplemental for Biological Resources Mitigation
SCOPE OF WORK
This scope of work outlines the tasks Jacobs and the Ricondo&Associates, Inc. (Ricondo)Team
propose to support out-of-scope tasks related to the Biological Assessment(BA)and
Environmental Assessment(EA)documents(12/15-55). This scope also includes additional
coordination with the project team and the Federal Aviation Administration(FAA)to expedite
the identification and review of mitigation sites. This supplemental scope and fee are associated
with Tasks 706,708, and 709.
All work will be performed pursuant to the 2-15-2017 agreement signed between the
parties.
Task 706 Environmental Consequences Studies
Out of scope efforts conducted in support of Task 706 relate to the identification of mitigation for
the Proposed Action. In summary,the scope assumed preliminary evaluation and screening of 5
potential mitigation sites and site visits to 3 potential mitigation sites. In support of the mitigation
plan,the team evaluated and screened over 26 off-Airport sites and over 6 on-Airport sites for
mitigation and conducted site visits to a total of 14 sites(6 on-Airport sites and 8 off-Airport
sites). These additional mitigation site investigations translate to the following additional efforts:
• Conducted out-of-scope travel to conduct a second site visit trip to meet the overall project
schedule and inventory the additional sites.
• Prepared conceptual design level mitigation plans for 10 sites on Airport and County-owned
property (6 on-Airport sites and 4 off-Airport sites on County-owned property), including
calculation of preliminary UMAM lift scores and preparation of documentation and exhibits
(exceeding the scope assumption of up to 3 sites).
• Conducted additional search for off-Airport sites beyond sites owned by the County, resulting
in the identification and preliminary evaluation of approximately 16 private properties. These
privately owned properties were then discussed with Monroe County. Site visits were
conducted and documentation was prepared for 4 of these sites—the Toppino, Sub Pens,Spain
Boulevard, and Tarpon Belly Keys properties. Site documentation included defining existing
ecological conditions, developing UMAM evaluations, and preparing preliminary restoration
designs.
• Effort associated with the documentation and graphic preparation for a total of 8 mitigation
sites (exceeding scope assumption of 3 sites) in the BA and EA, plus internal team
documentation and coordination to vet additional off-Airport sites (both County owned and

private property) with County staff. (Note that one of the off-Airport sites was ultimately
removed from the plan due to potential issues with adjacent property owners.)
• Additional coordination with Airport staff and team to support extensive and expedited search
for sites in the Lower Keys,
• Additional BA and EA documentation needs and iterations associated with the complexity of
the mitigation plan (based on number of sites, mix of ownership).
Task 708 Agency and Public Coordination
Agency coordination was scoped for two agency webinars,one to review project impacts and
collect input on mitigation approach(conducted on April 27,2020)and a second to share the
conceptual mitigation plan with agency representatives and collect early feedback(conducted on
September 18, 2020), in addition to a public workshop to be scheduled in November/December
2020. Out of scope efforts conducted in support of Task 708 relate to additional coordination
meetings with Monroe County staff and increased scope of materials needed for an agency
webinar given the number of mitigation sites evaluated exceeded the number identified for
scoping purposes. These additional coordination and preparation tasks included:
• Monroe County Coordination—The team conducted supplemental meetings with County staff.
This effort was scoped assuming County staff would participate in the agency webinars;
however, based on Airport direction, separate meetings were held with County staff.
Additionally, the need to identify off-site mitigation opportunities necessitated close
coordination with County, involving multiple meetings:
Teleconference meeting with Monroe County on May 28, 2020, for pre-coordination
with Airport staff and the Assistant County Administrator, including preparation of
meeting materials and meeting attendance.
In-person meeting in Key Largo on June 10, 2020, to review off-Airport opportunities
with County staff. Included attendance by 3 Ricondo team members (L. Reznar, B.
Birkitt, and R. Toth).'
Several coordination calls with County staff(including M. Roberts and B. Bergh) to
review support evaluation of County-owned sites (June 26, 2020; August 6, 2020;
September 9, 2020)and multiple communications given need for close coordination.
* Preparation of additional materials for the second agency webinar (September 18,
2020)given complexity of the mitigation plan.
* Given timing sensitivity of developing the mitigation plan, additional coordination
with the Airport staff, the Jacobs/Ricondo team, and FAA was conducted to review
BA and EA schedules,including links to FAA funding schedules,permitting schedules
following the BA and EA, and the detailed mitigation plan schedule given two-phased
approach (on-Airport sites and off-Airport sites). These efforts included calls with
FAA on July 2, 2020; July 15, 2020; and July 29, 2020; as well miscellaneous team
coordination calls.
Note that Birkitt staff(B.Birkitt and R.Toth)expenses were split between this project and the landside access road
project due to the meeting scope addressing both projects.

Task 709 Project Administration and Coordination
Given complexities associated the BA/EA strategy to meet future FAA funding milestones and
the conceptual mitigation plan,project administration and coordination efforts exceeded
assumptions used to develop the original approved scope and fee, as follows:
o Birkitt's scope did not include routine team coordination calls. Given the complexity of the
mitigation plan and overall project strategy,Birkitt staff have attended routine bi-weekly team
calls starting in June 2020 and anticipated to continue through the end of 2020.

team.
