AGENDA ITEM WORDING: Authorization to waive purchasing requirements under the
emergency exception provision in Monroe County Code 2-347(k) for the purchase of an autonomous
Ultraviolet (UV) disinfection system or UV Disinfection Robot from IP Program, LLC. for the Key
West International Airport. The cutting edge technology is also in line with recommendations by
Airports Council International North America (ACI-NA) to develop and implement new
technologies to mitigate the threat and spread of COVID-19 and future health related risks which is
critical to instill passenger confidence in Airports.
ITEM BACKGROUND: The future success of air service will be based on the passengers'
confidence that Airport operators are providing a safe and secure terminal environment that meets
the highest standards for the disinfection and cleaning of high traffic, public areas. As Key West
leads the nation with the demand for air travel, the Airport continues to seek out new cleaning
technology, to meet and exceed industry standards and expectations. Additionally, the BOCC has
expressed a continued interest in the development of the airport and the increase of air service.
Airport staff continue to work across all aspects of airport operations to ensure that the development
and expansion of Airport services are in alignment with the increased responsibility to protect and
secure the travelling public. The UVD Robotic System utilizes UV-C light to disrupt and damage the
DNA/RNA of bacteria and viruses respectively thereby rendering the organism unable to multiply
and unable to infect new hosts. Combined with the autonomy of a robotic base, the system will be
able to disinfect the air and surfaces as it moves throughout the terminal. The system will be
programmed to operate during operational down times at the airport for maximum efficiency and
effectiveness. However, the system also features integrated safety parameters that will suspend its
operation when persons are detected within the vicinity of the system. These UV-C systems are
commonly used in hospitals and other medical environments, but are now being deployed across
numerous other public facilities, such as airports, in which thorough, rapid, disinfection is required
to ensure the safe passage of persons and goods for everyday travel and commerce. As of today, the
capability of the UVD Robotic system has led to multiple installations and demonstrations around
the world including Hamad Int'l Airport in Qatar, London Heathrow Int'l Airport in the UK,
Dusseldorf Int'l Airport and Munich Int'l Airport in Germany, and Gerald R. Ford Int'l Airport in
Michigan. The cost to purchase the UV Disinfection Robot is $100,000.00 and will be funded from

Airport Operating Fund 404 and/or FDOT Grant GOE47. If approved, the system could be fully
operational as soon as January 2021.
