ITEM BACKGROUND: Monroe County Code (MCC) Section 6-108(e) allows for the BOCC to approve waivers of building permit fees for affordable housing which has/have a Development Order in effect. This request is for building permit fee waivers to construct 280 affordable housing units on Stock Island. Fees are estimated at approximately $530,712. This amount is only for the housing units. Each of the 280 units (comprised in eight 35-unit buildings) has a pro rata construction value of approximately $125,000. The proposed development consists of 96 one-Bed one-Bath, 72 two-Bed one-Bath, 88 two-Bed two-Bath, and 24 three-Bed three-Bath units. Income limits for the units are to be comprised of 70 low-income, 98 median-income, and 112 moderate-income units. This waiver amount is based upon a discounted value ($22,336 less on each of eight buildings) due to the Applicant's stated use of private provider services for both Plan Review and Inspections. PREVIOUS RELEVANT BOCC ACTION: February 17, 2010 —BOCC approval of Ordinance No. 004-2010, allowing waivers from permit fees for construction of affordable housing intended for occupancy for those households with income up to 120% of median annual adjusted gross income in Monroe County, and allowing persons or entities building affordable housing which uses a higher percentage median income than 120%, to apply for such fee waivers only if the specific development project is being subsidized with or is leveraging state or federal funding.
