Manual Section 2.02 B. This is a department head position requiring BOCC confirmation.
ITEM BACKGROUND: Mr. Greenlee joined the County in January 2018. He has served as the
Fleet Business Manager and Deputy Director, Fleet Management. Mr. Roy Sanchez will complete
his DROP time on 2 May 2021. Roy has served as the Director, Fleet since his initial hire in 1986
(34 years!). He has an immense amount of institutional knowledge. During the overlap, Mr Sanchez
will serve as an in house consultant to Mr. Greenlee. During the overlap Mr. Greenlee will be able
to access as much of Mr. Sanchez's institutional memory as he can and Mr. Sanchez can assist in
completing some special projects such as design of the new Fleet facility.
Section 2.02 B of the Personnel Policy and Procedures Manual (PP&PM)provides for an overlap of
up to six months for training and transitional purposes. By confirming Mr. Greenlee's appointment
now, Mr. Greenlee can concentrate during the critical time of procurement and budgeting on
transitioning these functions from Mr. Sanchez to himself. It will also free up his current position to
be filled by others. The ripple effect of potential transitions will then happen over a period of
months rather than all at one time in the spring.
Section 2.01 of the PP&PM also requires BOCC confirmation of the appointments of all department
heads. Director, Fleet Management is a department head position.

EMPLOYMENT POLICIES
SECTION 2
2.01 APPOINTING AUTHORITY
The Board of County Commissioners shall be the appointing authority for the County Administrator and
County Attorney. All other positions under the jurisdiction of the Board of County Commissioners shall be
employed and supervised by the County Administrator. Employment of Department Heads will require the
confirmation of the Board of County Commissioners. The County Administrator will be responsible for:
A. Approval of all changes in employee status ensuring that all changes are in accordance with the Personnel
Policies and Procedures and the Pay/Classification Plan.

B. Ensuring that all positions in all Departments have been fairly and equally evaluated, rated and classified in
accordance with Personnel Policies and Procedures and the Pay/Classification Plan. y
2.02 POSITION CONTROL
All positions in the County Service are established and maintained through a budget each fiscal year,
approved by the Board of County Commissioners.

authorized by the Board of County Commissioners and the County Administrator, subject to adequate
justification of need and availability of funds. Establishment of Emergency Disaster positions on a year to
year basis do not require the prior approval of the Board of County Commissioners. The personnel in
these positions will be trained and utilized on an as needed basis before, during, or after an emergency or

Positions created on a temporary basis as described below in 2.03 B (3&4) do not require the prior ca

B. For training and transitional purposes, two individuals may fill a budgeted position simultaneously for up to
six (6) months contingent on available funding. Both individuals shall accrue full benefits and be classified
as a Full-time Regular employee.
C. Personnel to fill approved new positions shall be appointed after the position has been evaluated, classified
and assigned a pay grade.
2.03 TYPES OF EMPLOYMENT
A. Original employment is subject to budgetary restrictions. When a person is initially employed in a position
in County Service,he shall be employed in at least one of the following types of original employment status:
1. Full-Time Regular Employee
2. Substitute Employee
3. Temporary Employee
4. Emergency Temporary Employee
5. Part-Time Employee
