The Environmental Horticulture Agent accomplished the following activities: • The 2020 Master Gardener Course concluded with 29 residential participants completing the course. The 10-week course covered a wide range of horticultural topics with 7 guest lecturers from across the state. This greatly increases our volunteer participation in the County with 70 volunteers that will be able to assist the horticulture agent in sustainable gardening and landscaping outreach including water conservation, fertilizer and pesticide use reduction, and waste recycling. • 13 Master Gardener volunteers are now participating in the Community Rain Network known as CoCoRaHS. This citizen science project began at Colorado State University and now has participants throughout the country collecting rainfall data that is used by scientists and gardeners; in addition all of the data is available for free to the public. The PD&E phase will begin in FDOT FY2022; design and construction will follow. • Staff requested FDOT inspection consultant evaluate whether updated load rating analysis should be performed. Consultant determined new load rating was not needed at current time. Bimini Drive (Duck Key) Bridge Replacement: • Construction bid opening date is 11/24/20. • FDOT recently performed a revised load rating on the Bimini Drive bridge. Twin Lakes/Key Largo and Sands/Big Pine Key Roadway Pilot Project: • Sands and Twin Lakes - FEMA BRIC (Building Resilient Infrastructure and Communities) grant applications for Sands and Twin Lakes submitted to FEMA online system by consultant on November 12th • Sands and Twin Lakes - FDEM HMGP grant - PW&E grants coordinator and staff responded to additional RFI regarding Benefit Cost Analysis on October 2na • Sands - DEO CDBG-DR 2nd round grant application meeting for Sands held onsite October 22"d with DEO Chief Bureau of Economic and Business Recovery. • Sands - MC Building Department comments indicate that the Sands subdivision will require Planning Commission variance due to setbacks not maintained due to footprint of 5 Packet Pg. 2143 0.1.a above ground drainage equipment. Staff reviewing consultant request for 4th amendment to meet MC LDC and variance package requirements. • Sands - As required by MC planning department - FWC provided approval for fencing around pump station equipment on County owned lot in Sands subdivision, due to key deer- Big Pine Key. • Sands- Keys Energy utility for Sands — electrical account set up pending County initiation. • Twin Lakes -FKEC determining design requirements for additional power supply for pump station drainage equipment. Consultant working on proposal for additional electrical interface design required per FKEC- installation of the underground duct bank from the new ductile iron pole (US1 and Lake Street area), to the intersection of Lake St street and Shaw Dr., to the intersection of Shaw Dr. and Crane St., then to transformer/project site location. FKEC will provide design guidelines, but the County is responsible for all construction tasks including permitting, MOT, contractor procurement and oversight. Hurricane Irma Repairs to Duck Key Drive Paved Path Street Lights Federal Highway Administration (FWHA): c • Staff submitted 90% invoice for reimbursement on Nov 16th • Staff has provided all requested documentation to FDOT LAP office and is awaiting construction close out confirmation. c Florida Keys Overseas Heritage Trail Connection at Cudjoe Gardens: • Waiting for USACE permit to proceed with design to 100%. Consultant submitted �? USACE permit application on September 21 st. • SFWMD permit received October 14th • Staff reviewed and made final comments to consultant on permit set. • FDOT ERC review complete. • Consultant coordination with FDOT Resurfacing project FM 443898 on US in design and to be in construction in 2021. Roadway Vulnerability Study and Capital Plan: �t • Engineering staff is coordinating with Sustainability Office on project. • Staff prepared four grant applications for projects for the CDBG-MIT grant program. • Vulnerability and Criticality criteria and weighting to be used in roadway analysis was E presented at BOCC workshop on November 18th. • Staff received direction to proceed with technical assessment as planned and also to move forward with preparing funding alternatives. Sugarloaf Boulevard Bridge Replacement Project: • Utilities coordination is ongoing. Koehn Subdivision Roadway and Drainage Project: • MOT notified County on November 4 that due to revenue shortfalls, they are working on determining the best way to encumber the project. • Advertisement pending MOT notice to proceed with construction and MOT execution of SCOP grant agreement. • Staff has received 100%plans and has drafted construction bid document. • Staff has drafted Construction Engineering and Inspection task order for future execution. 0 • SFWMD permit received. Boca Chica Road Hurricane Irma Repairs Project: • Engineering design and permitting is ongoing. • US Navy coordination is ongoing. • Permitting for additional sheet pile design work is ongoing. 0 County Roads Asphalt Preservation Program • Staff is implementing a second phase of pavement preservation program to extend life of >, newly paved roads early in pavement lifecycle. Pavement should be treated within first six years to be effective. Goal will be to complete backlog and in future years treat newly 0 resurfaced roads within first three years. • Contract to treat lower keys roads paved in 2015/2017 (Big Pine Key paved as part of �t Cudjoe Regional WW project) and 2016/2017 Key Largo road projects with Reclamite pavement rejuvenator to extend pavement life approved on October agenda. Work to begin December 7 in Key Largo, and Big Pine will be treated early 2021. E Duval,Whitehead, and Front Street Roadway Improvement ILA with the City of Key West: • Curb ramp, asphalt paving, and striping are 100% complete on the county's portion of Duval Street. • Design process is ongoing for the second portion of project, including Whitehead Street. • 60%plans have been reviewed on the county's portion of Whitehead Street. E Marathon Former Tax Collector's Office: The scope to repair the structure was deemed too different by FEMA from the original RFP that was bid on over a year ago. As a result, the current contractor will be released 0 from contract and new RFP will be published. Veteran's Memorial Park: • Design and Permitting Task Order for ADA Pavilion & Tiki Huts on hold due to impact of pandemic-approximately 75% complete. • Project expenditures for restroom RFP on hold due to COVID 19. �? 0 Watson Field Park: • Building permit application submitted. West Martello: 0 Citadel • Permit for Citadel Repairs ready for pickup at the Key West building department. • RFP being developed. Archway • Arch replacement in design. Seawall • Preparing permit application to the Key West building department for seawall repairs. • RFP being developed. Capital/Grant Funded Proiects Big Pine Lower Keys Scenic Viewing Area/Swimming Hole—FDOT, CAP, TDC: • Design team has revised the plans to address floodplain review comments identified during the building permit review. • Plans are currently pending a KEYS Energy review for stamped approval before resubmittal to Building Department. • With the construction contract in place, work will begin as soon as the permit is released by the Monroe County Building Department. 9 Packet Pg. 2147 0.1.a Cudjoe Fire Station - CAP: • Contractor submitted revised list of change orders and proposed contract time extensions. • Installation of Art in Public Places confirmed for week of Dec. 7t'. Specifications for major systems (HVAC, Electrical, Plumbing, AN Technology, Civil Engineering, etc.) underway and scheduled for delivery in December 2020. • Grant Reimbursement Schedule developed and coordinated with OMB and Clerk for 0 budgeting. • Delivery of EOC now scheduled for June 2023. Gato Building Replacement of the Automatic Transfer Switches —CAP: 0 • All work is finished, waiting on finalized closure of permits and manuals for each transfer switch from general contractor prior to issuing final payment. • On November 4, 2020, ASCO Power Technologies representative approved work and guaranteed the warranty. c Higgs Beach Bathrooms - TDC: • Project Management selected floorplan concept to move forward into final design. • Elevation concepts being formulated for review and approval Higgs Beach Sand Re-nourishment -TDC: • FDEM approval of permit and notice to proceed received in November. • Final NTP pending signoff from ACOE. • Notice to proceed on construction is expected before the end of the year. MCSO Stock Island Jail Generator Replacement and Electrical Upgrades — CAP • The projected completion is June 1, 2021 • The building electrical study, the study that quantifies the electrical demand of the building, will start on 11/23/2020 with the results to be provided in 40 days. • Request to purchase two replacement generators using the Florida Sheriffs Association Contract will be on the December BOCC for approval. • Final construction design expected in December 2020. The functions of this department are implemented by the following offices: The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and Land Development Regulations. Additionally, the department reviews development proposals for compliance with the Comprehensive Plan and Land Development Regulations, including community character, growth management provisions and environmental compliance. The Environmental Resources Office services include the review of applications for compliance with environmental regulations, such as: clearing limits, wetland delineation, landscaping, stormwater, land clearing u and FEMA required review of potential endangered species impacts under the Permit Referral Process (PRP). 0 The Environmental Restoration Office manages the County's habitat restoration and improvement projects to enhance and preserve county-owned lands and partners with State and Federal agencies on maintaining conservation lands, specifically covering the removal of invasive exotic species and planting of native species. 0 The Geographical Information Systems (GIS) Office develops, maintains, and disseminates geographic data and GIS resources to enhance county functions and provides resources making geographic data available to the public and preparing maps depicting various data. The City of Key West has partnered with the County through an Interlocal Agreement to operate a temporary pumpout service for vessels anchored in the Key West and Stock Island anchorages. Services began on August 26, 2020. The City has performed 897 pumpouts (57 in August, 355 in September and 485 in October) and collected over 13,515 gallons of sewage from approximately 138 registered boats. Services are anticipated to continue while Monroe County seeks a new vendor to provide Keyswide mobile pumpout services. In addition, an unsolicited proposal was received from On The Hook Marine Services to provide temporary services for the Upper Keys service area. A temporary, 4-month contract was executed and services began on October 1st. For the month of October, this service has provided 88 pumps and collected 1,254 gallons of sewage from 34 registered vessels. The vendor is doing an excellent job so far. 0 0 0 0 Packet Pg. 2205
