IMEMORANDUM
To: Board of County Commissioners
From: James L, Roberts,County Administrator
Date: October 27,2003
RE: Yacht Club
As the Board will recall when Marathon incorporated and submitted its requests for settling
issues, one of the items was to turn over all County property including the Marathon Yacht Club to
Marathon. The County agreed with this and an Interlocal Agreement was ultimately signed and the
Yacht Club title was transferred, including bay bottom interests.
Apparently because of the mariner in which the tax lows work, Marathon must now pay
approximately$11,000.00 per year in taxes on the Yacht Club. They have not been able to have that
situation changed and are apparently not pleased with having to pay the taxes. Also,I believe there
have been some discussions between the City and the Yacht Club leaders about renegotiating a lease
to no avail.
I am enclosing a copy of a memorandum from the City Manager. He had sent me a proposed
Interlocal Agreement to transfer the Yacht Club back to County ownership. This of course would
mean that the County would take on additional responsibilities and liabilities.
If there is any interest on the part of the County Commission to have the Yacht Club return
to the County please let me know. If so, I con schedule on agenda item and it can be discussed by
the entire Board.

Jim-my hope of reopening the Yacht Club lease have fallen apart. The City's only real option is to execute the
Inter-Local Agreement I sent to you. By turning the property back to the County it will come off the tax roll. The
city will take it back in the future when properly taxes are no longer an issue

Dear Danny,
The Marathon Yacht Club is one of our community's best assets and it has been for over
50 years. When Marathon incorporated we accepted established leases and contracts and
wanted to he responsible for anything within our boundaries.
There have always been people who resented the Yacht Club lease, mostly because new
corners don't know the history or contributions this organizations has made to our town,
decade after decade. They keep a low profile and do not boast which is admirable, but
now we're fighting for our lives and it's not necessary.
I've been appointed to a special Yacht Club committer to help "straighten out our club's
responsibilities and obligations." Jim and I have been members for 35 years, thanks to
his Mom Celie, but I need help from you to get somebonafide facts and figures.
It has always been my understanding that the club and many other"service properties"
within close proximity were built on Toll Bridge District Property. This meant, among
other things, that it couldn't be sold and had to be used for public service or the
common good of the community.
Our Commodores, past and present, have been told so many things they don't know what
to believe and this is where I hcpe you and I can helps.
Could you please provide me with some facts of history; 1)maybe a copy of any
documents of agreements and understandings (way back when)that could show original
agreements when the Overseas Highway was established, 2) any and all lease
agreements between the county and the Marathon Yacht Club, 3) anything you think
would help our education for the future.
We will be meeting again, this Tuesday, for our first update. I realize that busy holidays
are here and getting this information might take some time. Thank you so much for
anything you can do.
