Monroe County Airports
Key West International Airport(EYW)
Taxiway A Extension—Design and Permitting
SCOPE OF WORK
Jacobs will provide project management,coordination,design,and permitting services for the
extension of Taxiway A at Key West International Airport(EYW). Intrinsically linked to the Taxiway
A extension,and as such part of this scope,are the following elements:
• Geometry correction for connector/Taxiway C Construction to extend Taxiway A at the
Runway end
• Shift of the impacted airfield service road outside of Taxiway A's object free area.
• Mitigation of the impacted airfield wetlands
The TWY A extension and subsequent impacted airfield elements will require electrical
modifications to accommodate for the new geometries,as well as drainage adjustments to
address chance in grades and impervious surfaces.
EXISTING CONDITIONS
Taxiway
The existing parallel taxiway at Key West International Airport,Taxiway A,does not run the full
length of RWY 9-27,stopping short approximately 350 feet from the Runway 9 end. To eliminate
the need for aircraft to back taxi on Runway 9-27 and in accordance with the Master Plan
completed in 2019 it is recommended that Taxiway A be extended to meet at the runway end.The
footprint of the proposed Taxiway A Extension is depicted in Figure 1 in orange.
Taxiway C and AirfieldService Road
Currently Taxiway C's geometry does not meet current FAA standards. The proposed geometry
correction for Taxiway C is seen in red crosshatch on Figure 1. In addition to the geometry
correction to Taxiway C,the existing airfield service road,also depicted in red crosshatch on Figure
1,will be re-routed South of the existing service road to remove it from within Taxiway A's object
free area.

These airfield improvements will impact existing wetlands in the EYW airfield,located on the Salt
Pond in the SW section of the airport property,as seen on Figure 2 (Section 612).The Salt Pond is
located just SW of RWY 9-27.

The mitigation for these onsite wetland impacts will occur offsite. Monroe County has identified
two possible offsite mitigation areas,which will be further be evaluated for this project.These
properties are 2.76 acres and 2.3 acres in size respectively.Associated with one of these potential
mitigation properties is a filling of an adjacent channel.
DESCRIPTION OF WORK
One bid package will be developed for this Taxiway A Extension project. For this package Jacobs
will provide the following services:
Phase 1 —Data Collection and Field Services
1. Surveying of Taxiway A project areas,as well offsite Mitigation areas
2. Geotechnical Studies of Taxiway A project areas,as well offsite Mitigation areas
3. Cultural Resources Assessment Survey(CRAS)on offsite Mitigation areas
4. Environmental Surveying of Taxiway A project areas,as well as offsite Mitigation areas
5. Site Visits of Taxiway A and offsite Mitigation areas
Phase 2—Permitting Services
1. Pre—Application meetings with Stakeholder Agencies(SFWMD, USACE,and Monroe
County)
2. Submit individual permit application to USACE
3. Submit Environmental Resource permit application to SFWMD
4. Submit CRAS findings report to State Historic Preservation Officer(SHPO)and the FDHR

GENERALSCOPE
For this scope of services,Jacobs will provide the following services:
1.Management of the project from data collection,permitting,consultations,design,bid
opening,and award of the construction contract.
2.Coordination with subconsultants.
3.Coordination with USACE,SFWMD,SHPO/FDHR,Monroe County, DOA,FAA/FDOT and U.S.Fish
and Wildlife Service,Florida Fish and Wildlife Conservation Commission and NOAA as required.
4. Preparation of minutes of meetings and phone conversations.
5.Scope verification and site investigations.
6.Preparation of the construction documents and incorporation of Monroe County's front-end
contract documents.
7.Preparation of the engineering report,construction cost estimate,and construction
schedule.
8.Bidding and award assistance.
ASSUMPTIONS/DESIGN PARAMETERS
1. This project will be funded with AIP funding.
2. USACE,SFWMD,SHPO/FDHR,Monroe County Environmental,Florida Fish and Wildlife
Conservation Commission, NOAA and U.S.Fish and Wildlife Service permits are required based
on the current scope of the project.
3. This proposal does not include the permit application costs nor fees. These shall be paid for
by Monroe County.
4. Monroe County Development Permitting assumed no re-zoning will be required.
5. A pavement design report is required and will be based on the airport's current aircraft fleet
mix.
6. The taxiway design criteria will be based on Taxiway Design Group 3. It is assumed that this
project will not utilize paved shoulders.
7. Acquisition of topographic survey will be performed in accordance with the accuracies as
outlined in FAA AC 150/5300-18B.
8. The design will be in accordance with the most current FAA-AIP Advisory Circulars.
9. This scope of work does not include construction administration,resident project
representative nor quality assurance testing. This scope of work also does not include the
development of a construction management plan.These services along with a construction
management plan will be provided under a separate purchase order.
10. It is assumed that this project does not require the creation of an AGIS project. The extension
of Taxiway A will be submitted into AGIS as an as-built condition.
11. Jacobs will develop plans,an outline of specifications,an engineering report,and a
construction cost estimate at the 30%design level for review.

12. Jacobs will develop plans,technical specifications,an engineering report,and a construction
cost estimate at the 90%and Final design level for review. Jacobs will develop the CSPP and
7460 to be submitted to the Airport and FAA for review.
13. Jacobs will produce a final contract set of plans,specifications,engineering report,
construction schedule,and construction cost estimate for bidding purposes.
14. This project does not include the design nor implementation of obstruction lighting.
15. Required compensatory wetland mitigation will be provided at offsite locations.
16. Salt pond credits can be utilized from the previous RSA project for SFWMD. If the USACE does
not approve the use of the remaining credits from the previous RSA project,they will approve
use of the KERF for salt pond credits.
17. The Jacobs Team cannot guarantee that a permit will be issued or a timeframe in which
permits are issued.
18. Post permitting and mitigation implementation efforts are not included. Implementation of
mitigation plans and/or mitigation payments as may be required are not included in this
permitting scope.
19. Legal support required for financial assurance or conservation easement matters for
mitigation areas will be provided by the County.
20. This proposal assumes the location of mitigation areas as identified during pre-scoping efforts
are sufficient for permitting.
21. FAA and regulatory agencies will approve offsite Mitigation Sites 1 and 2.
22. The future aircraft fleet mix projections for EYW will be extrapolated to reflect the annual
average growth rates and aircraft fleet mix assumptions associated with the current Airport
Master Plan Forecast for EYW.
23. Based aircraft fleet mix data to be obtained from Monroe County records.
24. This project does not include activity forecasting nor Airport Layout Plan modifications.
25. This project does not include financial feasibility analyses,benefit-cost analyses,return on
investment nor payback period estimations.
26. Jacobs will reasonably rely upon the accuracy,and completeness of the information/data
provided by the Client or other third parties.
27. In providing opinions of cost,financial analyses,economic feasibility projections,for the
project,Jacobs has no control over cost or price of labor and materials;unknown or latent
conditions of existing equipment or structures that may affect operation or maintenance
costs;competitive bidding procedures and market conditions;time or quality of performance
by operating personnel or third parties;and other economic and operational factors that may
materially affect the ultimate project cost or schedule.Therefore,Jacobs makes no warranty
that Client's actual project costs,financial aspects,economic feasibility,will not vary from
Jacobs'opinions,analyses,projections,or estimates.
28. In soils,foundation,groundwater,and other subsurface investigations,the actual
characteristics may vary significantly between successive test points and sample intervals and
at locations other than where observations,exploration,and investigations have been made.
Because of the inherent uncertainties in subsurface evaluations,changed or unanticipated
underground conditions may occur that could affect total project cost and/or execution.
These conditions and cost/execution effects are not the responsibility of Jacobs.

29. Jacobs shall at no time take title,risk of loss or ownership of the hazardous materials or
wastes. Client recognizes that Jacobs assumes no risk and/or liability for hazardous materials
encountered while performing any services associated with such hazardous waste.
30. It is assumed the existing airfield lighting vault has available capacity to support the
additional taxiway edge lighting and illuminated guidance signs due to taxiway geometry
changes. This scope of work does not include any work associated with the airfield lighting
vault.
31. Requests for additional information from the agencies are assumed to be for clarification or
readily available additional information and do not include re-design or additional data
collection except as provided in Optional Task.
32. Assumes that no corals will be impacted on offsite Mitigation areas.
33. The permitting for this project will not be completed by the target bidding timeframe of June
2021.
34. Bid documents will include the best available data regarding the proposed offsite mitigation
areas at time of bid. Note,the design and overall requirements for those offside mitigation
areas will not be finalized until permitting is concluded,and all agency comments have been
implemented.
35. Monroe County will provide access to offsite mitigation areas.
ARTICLE A—DATA COLLECTION AND FIELD SERVICES
Data Collection:
1. Prepare for and attend project design kick off meeting.
2. Coordinate with subconsultants including but not limited to survey,geotechnical,cultural
resources assessment,and environmental permitting as well as other Project Team members.
3. Perform a detailed topographic survey of Taxiway A project areas(including,but not limited
to: existing Taxiway,service road,major structures such as manholes,taxiway edge lights,
drainage structures,taxiway signs/foundations,concrete duct markers,pavement markings,
edges of pavement),of bores and cores(by Tierra),offsite mitigation areas,and wetland
delineations as outlined in the survey scope of work by O'Neal Surveying Company.
4. Jacobs to provide full time badged escort for the survey field crew. It is assumed that the
survey field work will take approximately 5-8 hour shifts to complete.
S. Perform site walk through survey at EYW Taxiway A Project Areas to locate and note any
special site conditions that would affect construction techniques or materials. Take
photographs of the site and provide written documentation,sketches,notes,or reports to
confirm and record the general conditions of the existing site.Field verify that all existing
features in the field were picked up during the topographic survey.
6. Perform site walk through survey of offsite Mitigation areas to locate and note any special site
conditions that would affect construction techniques or materials. Take photographs of the
site and provide written documentation,sketches,notes,or reports to confirm and record the
general conditions of the existing site.Field verify that all existing features in the field were
picked up during the topographic survey.

7. Jacobs to provide full time badged escort for the geotechnical field crew. It is assumed that
the geotechnical field work will take approximately 5-8 hour shifts to complete.
8. Perform a geotechnical investigation to assess the existing soil strata classifications in the
proposed offsite mitigation areas and Taxiway A proposed extension footprint.Geotechnical
investigation will also include cores/bores to determine existing pavement thickness,soil
strength,estimated ground water level,and estimated seasonal high ground water level table.
The geotechnical investigation will be performed as outlined in the scope of work by Tierra
South Florida.
9. Perform a wetlands and protected species site survey for the proposed Taxiway A project
areas(including footprint of Salt Pond within project limits),and two off-site mitigation areas
to determine wetland jurisdictional limits and existing habitat conditions.The environmental
investigation will be performed as outlined in the attached scope of work by Birkitt
Environmental Services,Inc.
10. Prepare mapping of wetlands by reviewing existing wetland limits and adjusting limits as
needed based on environmental survey of Taxiway A project areas(including footprint of Salt
Pond within project limits),and two off-site mitigation areas.
11. Record habitat type,quality,and vegetative species for use in the Uniform Mitigation
Assessment Methodology(UMAM)analysis and permit applications for the surveyed Taxiway
A project areas(including footprint of Salt Pond within project limits),and two off-site
mitigation areas.
12. Perform Cultural Resources Assessment Surveys(CRAS)on both offsite Mitigation areas.The
objective of these surveys will be to identify archaeological sites and historic resources with
the project area and assess their eligibility for listing on the National Register of Historic
Places(National Register)per the criteria set forth in 36 CFR Section 60.The cultural
resources assessment surveys will be performed as outlined in the scope of work by Janus
Research.
13. Research record drawings for underground utilities.(i.e.sewer,water,electric,gas,
communication,etc.)for Taxiway A project areas and two off-site mitigation areas.
14. Perform QA/QC.
15. Project Management.
Services for Article A will be provided under a lump sum basis.
ARTICLE B—PERMITTING SERVICES
Based on the information collected under Article A,the applicable permitting applications will be
developed.
1. Prepare Wetlands and Protected Species Mitigation Plans for two offsite mitigation areas. The
mitigation plan will also include baseline information, planting plan, a credit determination, a

mitigation work plan, maintenance plan, performance standards, monitoring requirements,
and long-term management.
2. Prepare Mitigation Reports for two offsite mitigation areas.
3. SFWMD Permitting
a. Environmental Resource Permit Application
Based on the detailed site review, if any changes in site conditions or wetlands
jurisdiction warrant re-calculation of wetlands impacts, Jacobs will update wetlands
impact calculations,revise Uniform Mitigation Assessment Method(UMAM)analysis if
needed,and update maps if the wetlands jurisdictional line changes.
The Jacobs Team will prepare the SFWMD permit application.
Avoidance and minimization efforts will be summarized from the EA.
b. SFWMD Agency Coordination
Jacobs and team will attend one (1) site visit with SFWMD in order to review existing
site conditions for the impact area and on-site mitigation sites.The visit will include a
verification of the wetland jurisdictional line and a review of the proposed UMAM
scoring to gain agency concurrence. Two (2) additional site visits are included to
review the proposed mitigation areas with SFWMD staff. Other agency coordination
is included under this task which includes a-mails and phone calls to coordinate
submittals and for clarification.
c. Respond to SFWMD Requests for Additional Information(RAI)
Jacobs will provide up to three (3) written responses to SFWMD Requests for
Additional Information(RAI)related to environmental issues to clarify the application.
Email and phone communications are included. No new data collection is included.
Includes coordination with Florida Fish and Wildlife Conservation Commission(FWC).
d. SFWMD - Coordinate and Document Mitigation Legal and Financial Assurance
Requirements—Wetlands Mitigation Plan
Jacobs will coordinate with appropriate parties designated by the Airport to confirm
and document responses to legal and financial assurance requirements for agency
acceptance of the two offsite wetland mitigation plans. Task includes agency
coordination.
4. USACE Permitting
a. USACE Nationwide Permit Application
Jacobs will prepare and submit the USACE Individual/Standard permit application.
Information prepared for the SFWMD application will be utilized to the greatest
extent possible. Key items requiring additional information include existing
conditions, onsite avoidance/minimization, alternatives analysis (based on the EA),
and construction methods. In addition, the submittal will include a 12-Step
mitigation plan based on 33 CFR 332.4.
b. USACE Agency Coordination
Jacobs and team will coordinate with the USACE to discuss the proposed site plan and
existing site conditions.Jacobs will attend one(1)site visit with the USACE in order to

review existing site conditions (if required). The visit will include a verification of the
wetland jurisdictional line and a review of the proposed Uniform Mitigation UMAM
scoring for the proposed impact area and on-site mitigation areas to gain agency
concurrence. Two(2)additional site visits are included to the offsite mitigation areas.
Other agency coordination is included under this task which includes a-mails and
phone calls to coordinate submittals and for clarification.
c. Respond to USACE Requests for Additional Information(RAI)
Jacobs will provide three(3)written responses to questions following submittal of the
permit application. Includes responses from US Fish and Wildlife Service and NOAA
regarding protected species.
d. USACE - Coordinate and Document Mitigation Legal and Financial Assurance
Requirements—Wetlands Mitigation Plan
Jacobs will coordinate with appropriate parties to confirm and document responses to
legal/conservation easement and financial assurance requirements for agency
acceptance of the two (2) proposed wetlands mitigation plans. This task includes
agency coordination.
5. Monroe County Permitting
a. Monroe County Permits/Approvals—Environmental Support
Per Monroe County Land Development Code, Jacobs will prepare an Existing
Conditions Report to accompany the County application prepared and submitted by
others. The report will include a description of the site environmental conditions
including the distribution and quality of native habitats along with the results of the
protected species surveys and associated maps.
b. Monroe County Coordination
The Jacobs team will coordinate and attend one Pre-Application meeting with
Monroe County. Meeting notes following the pre-application will be prepared and
distributed to the team. In addition,Jacobs will attend up to three (3) site visits with
Monroe County in order to review existing site conditions and the two proposed
offsite mitigation areas. Communication with County environmental staff is included.
Jacobs will provide support for County comprehensive plan amendment if needed
6. SHPO/FDHR Coordination
a. Conduct Cultural Resource Assessment Survey
b. Conduct Archaeological Survey
c. Conduct Historic Resources Survey
d. Documentation and Report Preparation
i. Florida Master Site File forms will be completed for each resource identified
during the surveys. A draft and final report presenting the methods,findings,
evaluations, and recommendations of the cultural resource assessment will
be prepared and submitted to State Historic Preservation Officer(SHPO) and
the FDHR Compliance and Review Section.
7. Perform QA/QC.
8. Overall Project Management.
Services for Article B will be provided under a lump sum basis.

ARTICLE C—DESIGN
Based on the information collected under Article A and the results of the permitting process as
described in Article B the Jacobs Team will perform the following design services:
1. Develop technical specifications utilizing FAA's standard specifications for construction. (i.e.
FAA Specifications: P-101, P-152, T-904, T-901, T-905, P-620, etc.). Submit an outline of
technical specifications at 30%. Submit complete technical specifications at 90% and Final
submissions.
2. Coordinate and incorporate Monroe County provided contract document/front-end
specifications into the final contract bid documents. (i.e. Notice to Bidders, Invitation to
Bidders, Instruction to Bidders, Bid Proposal, Contract, Contract Articles, General
Specifications).
3. Develop a construction schedule for use in determining phasing and duration.
4. Prepare for and attend two(2)design review meetings(30%,90%)with the Airport to discuss
project progress and review the design submittals.
5. Prepare for and attend one (1) meeting at the Airport to discuss construction phasing with
Airport staff and Tenants.
6. Develop detailed construction quantities and cost estimate at the 30%, 90%, and at final
contract document design levels.
7. Prepare preliminary pavement design report. All analytical methods, results, and
recommendations will be summarized in a detailed written draft report.
8. Develop Engineer's report at the 30%,90%,and Final design submissions.
9. Develop dewatering, shoulder stabilization, and erosion control for the Taxiway A project
areas.
10. Develop plans and approach to fill in channels as a potential mitigation solution.

14. Coordinate,distribute and print the following copies of the preliminary construction

15. Conduct an in-house QA/QC prior to each submission. The in-house QA/QC check will involve
an experienced independent individual, depending on each discipline, to conduct a
comprehensive check on all documents to be submitted (e.g. plans, specifications, estimates,
reports). Time will be required for engineers and CADD technicians/designers to correct items
listed under the in-house QA/QC checks.
16. Address comments from 30%,and 90%design submissions.
17. Prepare and submit electronically FAA form 7460-1 Notice of Proposed Construction or
Alteration.
18. Prepare and submit a Construction Safety Phasing Plan(CSPP).
Services for Article C will be provided under a lump sum basis.
ARTICLE D—OPTIONAL TASKS
Task 1.A Additional Data Collection
Additional site visits to the proposed impact and mitigation areas may be required to collect
supplemental data in order to respond to agency comments. Additionally,a benthic survey may
be required by agencies for the offsite mitigation areas.This task includes a benthic survey if
required for a total of two(2)additional site visits to these areas;data analysis,mapping and
narrative responses.
Task 1.13 2nd Mitigation Site
If it is determined that additional mitigation is required than what is assumed above to address
habitat requirements,it is anticipated that a second mitigation area of approximately 1.75-acre
area may be required. This task will include the following:
A mitigation plan design will be developed in conjunction with project engineers and
incorporating survey data by others.Additional team coordination is included to address
mitigation design needed for Taxiway A if this 2nd mitigation site is required.
The Jacobs team will provide a description of existing conditions within the proposed 2nd
mitigation site.for Taxiway A and will prepare the wetlands mitigation plan, Jacobs will provide a
description of existing conditions within the mitigation area and will work with Jacobs to
determine proposed excavation requirements and construction details. The mitigation plan will
also include baseline information,planting plan,a credit determination,a mitigation work plan,
maintenance plan,performance standards,monitoring requirements,and long-term
management. As part of this task,Jacobs will assist the project engineer in the development of
permitting level construction plans for submittal to the USACE and to the SFWMD. An additional
response to SFWMD and USACE Requests for Additional Information(RAI)
related to this additional mitigation area is included. Jacobs will coordinate with appropriate
parties designated by the Airport to confirm and document responses to legal/conservation
easements and financial assurance requirements for agency acceptance of the wetlands
mitigation plan for the additional area is required.This task includes agency coordination.

ARTICLE E—BID SERVICES
Upon completion of the construction documents and at the request of the Airport,Jacobs will
prepare the project documents for bidding. Jacobs will perform bidding support services,the
following terms will apply:
A.The County appoints Jacobs as its Agent,and Jacobs accepts such
appointment to perform bid/procurement services on the County's behalf
in connection with the project.
B.Such services shall be performed under the County's direction and in
accordance to such forms,terms and conditions,or modifications or
revisions to same as the County may in its sole discretion at any time
instruct Jacobs to use. All services shall be carried out in accordance with
the procedures mutually agreed upon by the County and Jacobs.
C.Jacobs shall not have authority to accept or bind the County in any way to
changes,modifications,revisions,alterations,amendments,or
supplemental,additional,or different terms and conditions(hereinafter
referred to as"deviations")which may be submitted or requested by a
vendor or contractor. Jacobs shall immediately submit any deviations
from the County's standard terms and conditions to the County for review
by the County's Purchasing Manager or their representative and such
deviations shall not be accepted by Jacobs unless Jacobs receives express
written approval thereof from the County's Project and/or Purchasing
Manager or their representative.
D.All documents issued by Jacobs hereunder shall be signed by Jacobs for
the County if so directed. The ownership and title of all items purchased
hereunder shall pass directly from the selling party to the County,and
Jacobs shall at no time be a party to such transaction other than as agent
of the County. The County shall have the unilateral right to have the
commitment authority of Jacobs,its employee or this limited agency
authorization in its entirety revoked and cancelled at any time,with or
without cause. The County shall be obligated directly to the selling party
for all payments for materials,equipment,supplies and services procured
hereunder.
E.The County shall hold Jacobs and its employees harmless from any claims,
suits or liabilities arising out of any breach or other failure of performance
by any contractor,vendor or supplier under any contract or purchase order
issued by Jacobs hereunder.
The following task will be performed as part of the bid phase services:
1. Coordinate with the County Purchasing Department and the Airport to advertise for bids.
2.Coordinate with the County to provide electronic copies of the bid documents to
prospective bidders
3.Prepare for and attend a project pre-bid conference
4.Prepare responses to address requests for information from prospective bidders
5.Prepare and coordinate the issuing of two(2)addenda with the County purchasing

6.Revise bid documents as necessary for the addendum.
7.Review bids for responsiveness.
8.Prepare a bid tabulation.
9.Make a recommendation for award based on review of the bid information submitted.
10.Prepare conformed documents and construction contract.
Services for Article E will be provided under a lump sum basis.
PROJECT SCHEDULE
A detailed project schedule will be generated upon receipt of the executed purchase service order.
It is anticipated that a contract will be executed in January 2021.
Jacobs will complete the design for the Taxiway A extension,Taxiway C improvements and the
relocation of the vehicle service road such that bids can be opened by June 2021.
The bid package will also include the creation of the mitigation areas. However,the final
permitting and approval of the mitigation areas will not be completed until after the bids are
opened for the project. Jacobs will incorporate the preliminary designs of the mitigation areas
into the bid documents.

Dear Mr. Bowker,
Birkitt Environmental Services, Inc. (Birkitt) is pleased to submit this proposal to perform
environmental services to support permitting of the proposed Taxiway A Extension at the Key
West International Airport(EYW).
Permits/Approvals required:
• USACE- Section 404/10, CWA (Miami Regulatory Office) — Individual Permit
• SFWMD — Environmental Resource Permit (ERP) or possible modification of previous
permit
• Monroe County - Development Permit — (assuming no zoning change). Birkitt to
provide environmental support as needed and will prepare the Environmental Report.
See below for the proposed Scope of Services for the site assessments, mitigation site review,
and permitting for this work:
Task 1.0 Wetlands and Protected Species Site Review - Impact Area
A follow up site visit to the site review previously conducted in September 2019 for the
Environmental Assessment (EA) and Biological Assessment (BA) will be performed in order to
confirm the current ecological data in proposed wetland impact areas necessary for the Taxiway
A Extension permit applications.
Site visit documentation will be provided in future Permitting Tasks.

species and add any new observations.
Task 2.0 T r on Belly Keys and Spain Blvd. - Mitigation Site Review
Permitting Level
Task 2.1 Mitigation Site Review—Permitting Level—Tarpon Belly Keys
Conduct literature review regarding protected species; obtain FNAI report for site.
A detailed (permitting level) site review of two areas (1.01 and 1.75 ac areas) of the off-site
mitigation area at the Tarpon Belly Keys site will be conducted including:
• Determine wetlands jurisdictional limits and existing habitat conditions as previously
estimated based on site specific conditions. Note the presence of protected species
identified during the site visit.
• Prepare map of data points
• Coordinate with surveyor to ensure data points for wetlands boundaries, elevations, and
other relevant information are surveyed appropriately
• Record habitat type, quality, and vegetative species for use in the UMAM analysis and
permit applications.
Data will be collected to inform conceptual and permitting level mitigation site design and to
prepare the mitigation plan, reports and permitting information in future tasks.
An updated UMAM assessment of the proposed wetlands mitigation area will be prepared
following the site visit.
Task 2.2 Mitigation Site Review— Permitting Level -Spain Blvd

in conjunction with project engineers and incorporating survey data by others for permitting.
Birkitt will provide a description of existing conditions within the proposed mitigation area for
Taxiway A and will prepare the wetlands mitigation plan, Birkitt will provide a description of
existing conditions within the mitigation area and will work with Jacobs to determine proposed
excavation requirements and construction details. The mitigation plan will also include baseline
information, planting plan, a credit determination, a mitigation work plan, maintenance plan,
performance standards, monitoring requirements, and long-term management. As part of this
task, Birkitt will assist the project engineer in the development of permit level plans.
Financial assurance, conservation easements, and other related requirements are to be
addressed in Permitting Tasks.

Spain Blvd. for Taxiway A and will prepare the wetlands mitigation plan, Birkitt will provide a
description of existing conditions within the mitigation area and will work with Jacobs to
determine proposed excavation requirements and construction details. The mitigation plan will
also include baseline information, planting plan, a credit determination, a mitigation work plan,
maintenance plan, performance standards, monitoring requirements, and long-term
management. As part of this task, Birkitt will assist the project engineer in the development of
permitting level construction plans for submittal to the USACE and SWFWMD.
Financial assurance, conservation easements, and other related requirements are to be
addressed in Permitting Tasks.
Task 4.2 Mitigation Report—Spain Blvd.
Birkitt will prepare the Mitigation Report for the proposed mitigation for Taxiway A at the Spain
Blvd. site for submittal to the regulatory agencies.
Task 5.0 Agency Pre-application Meetings and Permitting Approach
Birkitt will participate in pre-application meetings with the USACE, SFWMD, and Monroe County
along with other team members. Agency meetings are scoped to be conducted in-person for
one person with a second person participating remotely. Team coordination to develop an
appropriate permitting approach is included.
Task 6.0 SFWMD Permittin_
Task 6.1 Environmental Resource Permit Application
Based on the detailed site review, if any changes in site conditions or wetlands jurisdiction
warrant re-calculation of wetlands impacts, Birkitt will update wetlands impact calculations,
revise Uniform Mitigation Assessment Method (UMAM) analysis if needed, and update maps if
the wetlands jurisdictional line changes.

Birkitt will provide environmental support for the preparation of the SFWMD permit application
preparing the environmental portions of the application. A modification of the previous permit
may be appropriate or a new permit application may need to be submitted to SFWMD.
The environmental portions of the permit application that Birkitt will prepare include:
1. Environmental portions of Section C.
2. Environmental Report including existing conditions, avoidance and minimization of
wetland impacts, wetland tables, UMAM, and proposed mitigation.
This task includes three (3) conference calls with the project team. Birkitt will coordinate with the
project engineers, surveyors, and other team members as needed to complete necessary
information. Birkitt will provide the environmental portions of the permit application to the project
engineer in a digital format for submittal.
Avoidance and minimization efforts will be summarized from the EA.
Task 6.2 SFWMD Agency Coordination
Birkitt will attend one (1) site visit with SFWMD in order to review existing site conditions for the
impact area and on-site mitigation sites. The visit will include a verification of the wetland
jurisdictional line and a review of the proposed UMAM scoring to gain agency concurrence.
Two (2) additional site visits are included to review the proposed Tarpon Belly Keys and Spain
Blvd. mitigation areas with SFWMD staff. Other agency coordination is included under this task
which includes a-mails and phone calls to coordinate submittals and for clarification.
Task 6.3 Respond to SFWMD Requests for Additional Information (RAI)
Birkitt will provide up to three (3 written responses to SFWMD Requests for Additional
Information (RAI) related to environmental issues to clarify the application. Email and phone
communications are included. No new data collection is included. Includes coordination with
Florida Fish and Wildlife Conservation Commission (FWC)
Task 6.4 SFWMD- Coordinate and Document Mitigation Legal and Financial
Assurance Requirements—Wetlands Mitigation Plan
Birkitt will coordinate with appropriate parties designated by the Airport to confirm and document
responses to legal and financial assurance requirements for agency acceptance of the wetlands
mitigation plan proposed at Tarpon Belly Keys and Spain Blvd. This task includes agency
coordination.

7.0 USACE Permitting
Task 7.1 USACE Individual/Standard Permit Application
Birkitt will be the lead in preparing and submitting the USACE Individual/Standard permit
application with assistance from others. Information prepared for the SFWMD application will be
utilized to the greatest extent possible. Key items to be addressed include existing conditions,
protected species, onsite avoidance/minimization, alternatives analysis (based on the EA), and
construction methods. In addition, the submittal will include a 12-Step mitigation plan based on
33 CFR 332.4.
Task 7.2 USACE Agency Coordination
Birkitt will coordinate with the USACE to discuss the proposed site plan and existing site
conditions. Birkitt will attend one (1) site visit with the USACE in order to review existing site
conditions (if required). The visit will include a verification of the wetland jurisdictional line and a
review of the proposed Uniform Mitigation UMAM scoring for the proposed impact area and on-
site mitigation areas to gain agency concurrence. Two (2) additional site visits are included with
one (1) to the Tarpon Belly Keys mitigation area and one (1) to the Spain Blvd. mitigation area.
Other agency coordination is included under this task which includes a-mails and phone calls to
coordinate submittals and for clarification.
Task 7.3 Respond to USACE Requests for Additional Information (RAI)
Birkitt will provide three (3) written responses to questions following submittal of the permit
application. Birkitt will be the lead in responding to the USACE and will obtain responses from
others on the team as needed. Includes responses from US Fish and Wildlife Service and
NOAA regarding protected species.
Task 7.4 USACE - Coordinate and Document Mitigation Legal and Financial
Assurance Requirements—Wetlands Mitigation Plan
Birkitt will coordinate with appropriate parties to confirm and document responses to
legal/conservation easement and financial assurance requirements for agency acceptance of
the two (2_ proposed wetlands mitigation plans (Tarpon Belly Keys 1.01 ac. Site and Spain
Blvd. Site). This task includes agency coordination.
8.0 Monroe Counjy Perm ittin /A rovals
Task 8.1 Monroe County Permits/Approvals—Environmental Support
Per Monroe County Land Development Code, Birkitt will prepare an Existing Conditions Report
to accompany the County application prepared and submitted by others. The report will include
a description of the site environmental conditions including the distribution and quality of native
habitats along with the results of the protected species surveys and associated maps.

Task 8.2 Monroe County Coordination
Birkitt will attend up to three (3) site visits with Monroe County in order to review existing site
conditions and proposed mitigation at Spain Blvd. and Tarpon Belly Keys. Communication with
County environmental staff is included. Birkitt will provide support for County comprehensive
plan amendment if needed
Task 9.0 Project Administration and Coordination
Project administration and coordination includes invoice preparation, scheduling, project
management coordination and team coordination. A kick off meeting on site is included for this
scope (2 people). An additional team meeting in person is assumed if needed (2 people). An
additional twelve (12) status meetings throughout the permitting process are assumed to be
virtual or during on-site trips scheduled for other tasks. This task also includes team
coordination re: scheduling or overall project management.
Task 10.0 Bid Suaaort
Birkitt will provide support for the bid process for this project phase. Bid specifications for
environmental requirements will be prepared including mitigation, planting, etc. at the two
proposed mitigation sites. Birkitt will attend a pre-bid meeting to address environmental
permitting requirements and will review and provide comments on bids/proposals received. This
task includes team coordination for task management and assistance in interpretation of permit
requirements. No site visits are included.
Task 11.0 Additional Data Collection Optional — if required
Additional site visits to the proposed impact and mitigation areas may be required to collect
supplemental data in order to respond to agency comments. Additionally, a benthic survey may
be required by agencies for Tarpon Belly Keys mitigation area. This task includes a benthic
survey if required for the Tarpon Belly Keys mitigation site for a total of two (2) additional site
visits to these areas; data analysis, mapping and narrative responses.

General Assumptions:
• Birkitt will have full access and authorizations to the sites. Scope includes boat rentals
for staff and agency access.
• Required compensatory wetland mitigation will be provided at Tarpon Belly Keys and
Spain Blvd sites. Assumes County property adjacent to Spain Blvd. can be used and
incorporated into the mitigation plan. Assumes permitting site design supports original
estimated UMAM numbers as needed for compensation.
• FAA and regulatory agencies will approve mitigation at Tarpon Belly Keys and Spain
Blvd. mitigation sites.
• Salt pond credits can be utilized from the previous RSA project for SFWMD. If the
USACE does not approve the use of the remaining credits from the previous RSA
project, they will approve use of the KERF for salt pond credits.
• Any fees required by the agencies for permit application submittal will be provided by the
client.
• No additional meetings with agencies outside of the proposed scope will be conducted.
• Birkitt cannot guarantee that a permit will be issued or a timeframe in which permits are
issued.
• Post permitting and mitigation implementation efforts are not included. Implementation
of mitigation plans and/or mitigation payments as may be required are not included in
this permitting scope.

• Requests for additional information from the agencies are assumed to be for clarification
or readily available additional information and do not include re-design or additional data
collection except as provided in Optional Task 11.0.
• SFWMD permit application and engineering services will be provided by others. Birkitt
will provide environmental support.
• Civil survey, including boundary surveys, wetlands boundary survey, topographic survey,
and soils surveys for mitigation areas will be provided by others.
• Any cultural resource/archeology support will be provided by others as needed for state,
federal, or Monroe County approvals.
• Legal support required for financial assurance or conservation easement matters for
mitigation areas and use or transfer of MCLA lands for mitigation will be provided by
others as designated by the Airport.
• Scope and Charges for permitting services may be revised if additional requirements are
identified upon completion of pre-application meetings.
• Monroe County Land Development Code compliance will be led by others with Birkitt
supporting on environmental matters.
• Monroe County Comprehensive Plan Amendment or other action taken to allow
wetlands impacts will be obtained by others. Others will assist with the alternatives
analysis if required by the USACE for a Standard/Individual permit.
• Project Administration assumes duration of this phase is 24 months. One on-site
meeting is assumed for 2 people and a second on-site team meeting is included for 2
people. Other meetings are assumed to be virtual or conducted in conjunction with
scheduled site visits.
• If a follow up site visit is needed to make adjustments or to gather additional data from
the impact site or mitigation areas due to required changes from agency staff, such site
visits will be provided under Optional Task 11.0. Two site visits total are included.
Survey in canal bottom of Tarpon Belly Keys mitigation site (1.01 ac.) is included as part
of Optional Task 11.0 if required by agencies.
• Assumesthat no corals will be impacted by Tarpon Belly Keys mitigation.
• Services not covered under this proposal will require an additional scope and fee.
• No additional meetings with agencies outside of the proposed scope will be conducted.

Janus Research is pleased to submit this proposed scope of work and cost estimate for conducting a
Cultural Resources Assessment Survey (CRAS) of Tarpon Belly Keys in Monroe County, Florida. The CRAS
will be conducted in compliance with Section 106 of the National Historic Preservation Act(NHPA), Chapter
267.061 of the Florida Statutes (F.S.), Rule 1A-46 of the Florida Administrative Code (F.A.C.), and the
conditions and specifications set forth in the Florida Division of Historical Resources (FDHR) Module 3:
Guidelines for Use by Historic Preservation Professionals(Florida FDHR 2003).The Principal Investigator will
meet the Secretary of the Interior's Professional Qualification Standards(48 FR 44716). The objective of the
survey will be to identify archaeological sites and historic resources with the project area and assess their
eligibility for listing on the National Register of Historic Places(National Register)per the criteria set forth in
36 CFR Section 60.4.
Literature Review and Background Research
A literature and background search for information pertinent to the project area will be conducted to
determine the types, chronological placement, and location patterning of resources within project area and
vicinity. A summary of the project area's archaeological and historic context and pertinent environmental
features will be prepared from the results of the background research and literature review.This overview
will describe the project area's archaeological record,important events,locations,structures,and individuals
associated with the area. The environmental description will include a discussion of both present and past

environmental conditions and inform the development of archeological probability zones. This information
will also provide the context in which the significance of any cultural resources identified during the project
can be evaluated.
Cultural Resource Assessment Survey
The CRAS will include subsurface testing for archaeological sites and the identification and evaluation of
historic resources within the project area.
Archaeological Survey
The archaeological survey will include a pedestrian survey and surface and subsurface testing.The intensity
of this testing will be keyed to the ranked site probability zones established during the background research.
Subsurface testing in areas of high site potential will be conducted at approximately 25-meter (80 feet)
intervals and in areas of moderate site potential at approximately 50-meter(160 feet) intervals. In addition,
at least 10 percent of the low probability areas will be tested at 100-meter intervals in keeping with FDHR
requirements.
Subsurface tests will be 0.5 meters (20 inches) in diameter and excavated to a minimum depth, subsurface
conditions permitting,of one meter(3.3 feet).All excavated soils will be sifted through 6.4-millimeter(0.25-
inch) metal hardware cloth screen suspended from portable wooden frames. Any cultural materials
recovered will be stored in plastic bags with all provenience data recorded.Field notes on each test performed
will be recorded, and the location of all tests will be marked on aerial photographs of the project area. The
laboratory processing will consist of the cleaning, inventorying, packaging, and temporary storage of any
artifacts recovered. Artifact analysis will involve the morphological and functional classification of artifacts
and, if possible,the identification of their temporal and cultural affiliations.
Historic Resources Survey
A historic resource survey will be conducted to identify any resources present within the project area. The
estimated date of construction,distinctive features,and architectural style will be noted.Digital photographs
will be taken,and National Register significance will be evaluated.
Documentation and Report Preparation
Florida Master Site File forms will be completed for each resource identified during the survey.A draft report
presenting the methods,findings,evaluations,and recommendations of the cultural resource assessment will
be prepared. Upon receipt of comments, Janus Research will prepare a final report as well as a submittal
letter and all necessary documentation to submit the report to State Historic Preservation Officer(SHPO)and
the FDHR Compliance and Review Section. If requested,Janus Research will submit the final report and the
required submittal package to the SHPO/FDHR on behalf of the client.

Areas as shown on the attached Exhibit 5 (provided by the client), which depicts the limits of
the areas to surveyed. Any additions to these limits may require additional fees, to be
determined.

limits will include full data on accessible pipes or culverts including size,

PROJECT ASSUMPTIONS
• Jacobs or EYW Operations will provide an escort and that the runway will not be closed.
• This is a pullback operation.
• This is a day and nighttime operation. Any survey within 250' of the RW to be performed
at night between 10:00 pm and 7:00 am (approximately 5.0 ac of the overall).
• No badging for OSM personnel will be required for this short duration project, either
Jacobs or EYW Operations will provide Escort for OSM survey personnel where
necessary.
• Jacobs will provide CAD files to OSM which include Runway and taxiway alignments
and latest survey and topographic data as may be available
• Notice to proceed for this survey anticipated between November 9, 2020-January 2021.
WORK ZONE SAFETY:
All work zone and Airport safety, rules and procedures as required by the Key West Airport will
be observed and strictly adhered to by OSM. All survey activity will be coordinated with Jacobs
staff prior to and during commencement.Any and all vehicles to be utilized in said survey activities
will be authorized by and registered as may be required. Said vehicles to have current decal,display
company name/identification and maintain proper lighting requirements.

QUALITY CONTROL/QUALITY ASSURANCE AND FIELD REVIEW:
Verification of the field conditions as related to the collected survey data prior to any topographic
survey data submittal.
All activities required to supervise and coordinate the survey project will be performed by the
OSM project supervisor, a Florida P.S.M. or their delegate.
OSM will implement their QA/QC plan to include review, response to comments and any
resolution meetings if required, preparation of submittals for reviews, etc.
Deliverables will include the ACAD Civil 3D digital files of the topographic survey, Signed and
sealed copies of survey.

TOPOGRAPHIC SURVEY
The OSM team will provide a Topographic Survey of the project site as shown on the attached Exhibit
A(obtained from the Monroe County Property Appraisers website). The project site is Monroe County
Tax ID 00115510-003600 (Lots T and U, Cudjoe Acres).
The attached Exhibit A depicts the approximate property line boundary per the Monroe County Property
Appraisers Map. Exhibit B depicts the survey limits which extend 50 feet beyond the boundary (points
107-110, 107). The project site survey limits are 305' x 590' (4.13 acres). Any additions to the extents
or scope of this survey may require an adjustment to our fee.
Tasks for this proposal include:
• Pavement Elevations measured on a 25-foot grid
• Ground Elevations measured on a 50-foot grid
• Survey grade break lines within limits of survey
• Vegetation and Tree Lines
• Driveways and roadways
• Specimen Trees Only 30"> DBH
Provide location of visible improvements including foundations, buildings, drainage, fencing,
etc.
Any drainage within limits will include full data on accessible pipes or culverts including size,
apparent condition, invert and bottom of structure elevations and any immediate connecting
drainage outside limits.
Total Survey Areas: 4.13 acres
BOUNDARY SURVEY
The OSM team will provide a Boundary Survey of the project site as shown on the attached Exhibit
(obtained from the Monroe County Property Appraisers website). The project site is Monroe County Tax ID
00115510-003600, Lots T and U, Cudjoe Acres, a subdivision of Government Lot 7, Section 20, Township
66 South, Range 28 East, Monroe County, Florida. Survey Boundary comprises 2.3 acres+/-per available
data on the Monroe County Property Appraiser's website.

the above referenced Survey on Tarpon Belly Keys, Florida. The project and services include the
following:
SCOPE OF SERVICES
PROJECT SURVEY LIMITS
The project consists of 4 areas on Tarpon Belly Key as shown on sheet 1 of the attached Exhibit
"Uplands Other Info_TBK.pdf', (provided by the client). These areas include the two uplands
situated between the two existing man-made canals on the main island and each canal.
These 2 uplands areas (labeled 1.01 acres and 1.75 acres) total 2.8 acres and the two canals
total 1.5 acres. The survey will include some overlap (up to 20') into wetlands and submerged
lands surrounding said uplands (opposite the canals) for 0.9 acres. Total survey area = 5.2
acres.
A Great White Heron Refuge area exists for which OSM will obtain and analyze available data
in attempt to ascertain approximate horizontal location relative to the uplands area north of the
southerly canal.
HORIZONTAL & VERTICAL CONTROL
OSM team will establish positions on published Primary and Secondary Control points on the
property. All survey control will be referenced to North American Datum 1983 (NAD83) and
North American Vertical Datum 1988 (NAVD88).
Establish horizontal and vertical control points utilizing a combination of static and
network GPS.
* Search and locate(if recovered)a USGS Geodetic Survey monument and reference
monument on the Island (last reported recovery in 1994).
* Verify or establish elevations of control points on site by differential level loop with
a digital or conventional level.
ENVIRONMENTAL SURVEY
The OSM team will provide survey location of Wetlands lines and points as delineated and
flagged by others within the project limits described above (up to 20' outside uplands).
TOPOGRAPHIC SURVEY
The OSM team will provide a Topographic Survey within project limits as follows:
Ground Elevations measured on a 50-foot grid
Locate existing significant grade breaks to produce P contours
Vegetation and Tree Lines
Locate Specimen Trees (any species) over 30"DBH (measured diameter breast height)
Provide location of any visible, major/permanent structures.
BARTHYMETRIC SURVEY
The OSM team will provide bathymetric survey cross sectional data of the bottom and interior
banks on each of the 2 man-made canals. Said cross-sections will be obtained on a 50' grid to
be coincident to and incorporate with the topographic survey data above.
The attached Exhibit(provided to OSM by the client) depict the limits of the areas to be
surveyed. Any additions to these limits may require additional fees, to be determined.
Total Lump Sum Survey Fee $ 16,400.00
PROJECT ASSUMPTIONS
• OSM to receive contract commitment on this project on or before December 21, 2020 with
Notice to Proceed for January 2, 2021. OSM request these dates to control costs and secure
available local boat and crew accommodations rentals in advance of NTP.
• Wetlands flagging to commence at or before OSM survey deployment and complete with
3 working days. Wetlands consultant to provide detailed sketch of flagging with line
designations and point names/numbers. A kmz and/or a text file with approximate
Latt/Long or Florida State Plane Coordinate locations is preferred.
WORK ZONE SAFETY:
All work safety,rules and procedures as required will be observed and strictly adhered to by OSM.
All survey activity will be coordinated with Jacobs staff prior to and during commencement. Any
and all vehicles to be utilized in said survey activities will be authorized by and registered as
required. Said vehicles to have current decals and maintain proper USCG safety and lighting
requirements.
QUALITY CONTROL/QUALITY ASSURANCE AND FIELD REVIEW:
Verification of the field conditions as related to the collected survey data prior to any topographic
survey data submittal.
All activities required to supervise and coordinate the survey project will be performed by the
OSM project supervisor, a Florida P.S.M. or their delegate.
OSM will implement their QA/QC plan to include review, response to comments and any
resolution meetings if required, preparation of submittals for reviews, etc.

Dear Lasa:
As requested, TSF is pleased to submit this proposal for the above-referenced project. Based on
information provided by Jacobs, the project will include 2 new mitigation areas located at Tarpon
Belly Key and accessible by boat only.
PROPOSED SCOPE OF WORK
Based on information provided to this office, we propose to perform the study as follows:
Mitigation Area 1 (600' long by 150' wide)
10 SPT borings to a depth of 10 feet
Mitigation Area 2 (500' long by 100' wide)
7 SPT borings to a depth of 10 feet
The boring locations will be provided by Jacobs and located in the field by TSF. The locations are
accessible via boat. Due to the vegetation present on the islands, a tripod will be used to advance
a spoon manually and collect samples to 10 feet below grade or refusal,whichever comes first.
Prior to drilling at the project site, TSF will notify the local utility companies and request that
underground utilities be marked. We do not anticipate utility lines to be located in the study
area.
Upon completion of the field exploration,laboratory testing will be perfonned on selected samples.
A report will be issued that contains the field exploration results and laboratory data.

ESTIMATED FEES
It is proposed that the fee for the performance of the services outlined above is determined on a
lump sum basis and that the work be performed pursuant to TSF's General Conditions enclosed
herewith and incorporated into this proposal. On the basis of the proposed quantities, it is
estimated that the lump sum fee will be $59,515.00.
Our estimate covers the work needed to present the results. Not included are reviews of drawings,
preparation of construction specifications, special conferences and any other work requested after
submittal of our report.
SCHEDULE AND AUTHORIZATION
TSF will proceed with the work after receipt of a signed copy of this proposal. With our present
schedule, we can commence work within several days of project approval (weather permitting)
and fieldwork is expected take about 10 days to complete. The results can be submitted in about
three weeks after completion of the field work.

Dear Lasa:
As requested, TSF is pleased to submit this proposal for the above-referenced project. Based on
information provided by Jacobs, the project will include extending the existing taxiway A to the
end of Runway 9-27.
PROPOSED SCOPE OF WORK
Based on information provided to this office, we propose to perform the study as follows:
Taxiway a Extension
7 SPT borings to a depth of 10 feet
3 CBRs
Estimated Ground Water Level
Estimated Seasonal High Ground Water table
The boring locations will be provided by Jacobs and located in the field by TSF. To better access
the proposed site, a track mounted drill rig will be allocated for this site.
Prior to drilling at the project site, TSF will notify the local utility companies and request that
underground utilities be marked. Our experience, however, is that the utility companies will not
mark privately owned utilities. Private utilities will be the owner's/Airport's responsibility. Our
proposal assumes that private utility lines will be located in the field by others priorto mobilization
of the drill rig. TSF will recommend a utility line locating service upon request. We do not
anticipate private utilities to be located in the wetland study area.

Upon completion of the field exploration, laboratory testing will be performed on selected samples.
A report will be issued that contains the exploration, laboratory data and high seasonal water table.
