SCOPE OF WORK
Jacobs will provide project management,coordination,design,and permitting services for the 06
extension of Taxiway A at Key West International Airport(EYW). Intrinsically linked to the Taxiway
A extension,and as such part of this scope,are the following elements:
• Geometry correction for connector/Taxiway C Construction to extend Taxiway A at the
Runway end
• Shift of the impacted airfield service road outside of Taxiway A's object free area.
• Mitigation of the impacted airfield wetlands
The TWY A extension and subsequent impacted airfield elements will require electrical
modifications to accommodate for the new geometries,as well as drainage adjustments to
address chance in grades and impervious surfaces. uO

EXISTING CONDITIONS

Taxiway
The existing parallel taxiway at Key West International Airport,Taxiway A,does not run the full
length of RWY 9-27,stopping short approximately 350 feet from the Runway 9 end. To eliminate
the need for aircraft to back taxi on Runway 9-27 and in accordance with the Master Plan
completed in 2019 it is recommended that Taxiway A be extended to meet at the runway end.The i
footprint of the proposed Taxiway A Extension is depicted in Figure 1 in orange. 00

Currently Taxiway C's geometry does not meet current FAA standards. The proposed geometry 0.

correction for Taxiway C is seen in red crosshatch on Figure 1. In addition to the geometry
correction to Taxiway C,the existing airfield service road,also depicted in red crosshatch on Figure
1,will be re-routed South of the existing service road to remove it from within Taxiway A's object
free area.

These airfield improvements will impact existing wetlands in the EYW airfield,located on the Salt
Pond in the SW section of the airport property,as seen on Figure 2 (Section 612).The Salt Pond is
located just SW of RWY 9-27.

The mitigation for these onsite wetland impacts will occur offsite. Monroe County has identified
two possible offsite mitigation areas,which will be further be evaluated for this project.These i
properties are 2.76 acres and 2.3 acres in size respectively.Associated with one of these potential Co
mitigation properties is a filling of an adjacent channel.

ASSUMPTIONS/DESIGN PARAMETERS

1. This project will be funded with AIP funding.
2. USACE,SFWMD,SHPO/FDHR,Monroe County Environmental,Florida Fish and Wildlife
Conservation Commission, NOAA and U.S.Fish and Wildlife Service permits are required based
on the current scope of the project. 06
3. This proposal does not include the permit application costs nor fees. These shall be paid for
by Monroe County. LU
4. Monroe County Development Permitting assumed no re-zoning will be required.
5. A pavement design report is required and will be based on the airport's current aircraft fleet
mix.

6. The taxiway design criteria will be based on Taxiway Design Group 3. It is assumed that this

7. Acquisition of topographic survey will be performed in accordance with the accuracies as
outlined in FAA AC 150/5300-18B.
8. The design will be in accordance with the most current FAA-AIP Advisory Circulars.
9. This scope of work does not include construction administration,resident project
representative nor quality assurance testing. This scope of work also does not include the
development of a construction management plan.These services along with a construction m
management plan will be provided under a separate purchase order.
10. It is assumed that this project does not require the creation of an AGIS project. The extension
of Taxiway A will be submitted into AGIS as an as-built condition.
11. Jacobs will develop plans,an outline of specifications,an engineering report,and a
construction cost estimate at the 30%design level for review.

construction schedule,and construction cost estimate for bidding purposes.
14. This project does not include the design nor implementation of obstruction lighting.
15. Required compensatory wetland mitigation will be provided at offsite locations. a,
16. Salt pond credits can be utilized from the previous RSA project for SFWMD. If the USACE does
not approve the use of the remaining credits from the previous RSA project,they will approve
use of the KERF for salt pond credits.
17. The Jacobs Team cannot guarantee that a permit will be issued or a timeframe in which
permits are issued.
18. Post permitting and mitigation implementation efforts are not included. Implementation of
mitigation plans and/or mitigation payments as may be required are not included in this
permitting scope.
19. Legal support required for financial assurance or conservation easement matters for LO
mitigation areas will be provided by the County.
20. This proposal assumes the location of mitigation areas as identified during pre-scoping efforts
are sufficient for permitting.
21. FAA and regulatory agencies will approve offsite Mitigation Sites 1 and 2.
22. The future aircraft fleet mix projections for EYW will be extrapolated to reflect the annual
average growth rates and aircraft fleet mix assumptions associated with the current Airport

Master Plan Forecast for EYW. CO

by operating personnel or third parties;and other economic and operational factors that may
materially affect the ultimate project cost or schedule.Therefore,Jacobs makes no warranty v,
that Client's actual project costs,financial aspects,economic feasibility,will not vary from
Jacobs'opinions,analyses,projections,or estimates.
28. In soils,foundation,groundwater,and other subsurface investigations,the actual
characteristics may vary significantly between successive test points and sample intervals and m
at locations other than where observations,exploration,and investigations have been made.
Because of the inherent uncertainties in subsurface evaluations,changed or unanticipated
underground conditions may occur that could affect total project cost and/or execution.
These conditions and cost/execution effects are not the responsibility of Jacobs.

29. Jacobs shall at no time take title,risk of loss or ownership of the hazardous materials or
wastes. Client recognizes that Jacobs assumes no risk and/or liability for hazardous materials
encountered while performing any services associated with such hazardous waste.
30. It is assumed the existing airfield lighting vault has available capacity to support the
additional taxiway edge lighting and illuminated guidance signs due to taxiway geometry
changes. This scope of work does not include any work associated with the airfield lighting
vault.
31. Requests for additional information from the agencies are assumed to be for clarification or 06
readily available additional information and do not include re-design or additional data
collection except as provided in Optional Task.
32. Assumes that no corals will be impacted on offsite Mitigation areas.
33. The permitting for this project will not be completed by the target bidding timeframe of June
2021.
34. Bid documents will include the best available data regarding the proposed offsite mitigation
areas at time of bid. Note,the design and overall requirements for those offside mitigation
areas will not be finalized until permitting is concluded,and all agency comments have been LO
implemented.
35. Monroe County will provide access to offsite mitigation areas.

edges of pavement),of bores and cores(by Tierra),offsite mitigation areas,and wetland
delineations as outlined in the survey scope of work by O'Neal Surveying Company.

survey field work will take approximately 5-8 hour shifts to complete.

8. Perform a geotechnical investigation to assess the existing soil strata classifications in the
proposed offsite mitigation areas and Taxiway A proposed extension footprint.Geotechnical
investigation will also include cores/bores to determine existing pavement thickness,soil
strength,estimated ground water level,and estimated seasonal high ground water level table.
The geotechnical investigation will be performed as outlined in the scope of work by Tierra 06
South Florida.
9. Perform a wetlands and protected species site survey for the proposed Taxiway A project
areas(including footprint of Salt Pond within project limits),and two off-site mitigation areas
to determine wetland jurisdictional limits and existing habitat conditions.The environmental
investigation will be performed as outlined in the attached scope of work by Birkitt
Environmental Services,Inc.
10. Prepare mapping of wetlands by reviewing existing wetland limits and adjusting limits as

needed based on environmental survey of Taxiway A project areas(including footprint of Salt
Pond within project limits),and two off-site mitigation areas.

11. Record habitat type,quality,and vegetative species for use in the Uniform Mitigation y
Assessment Methodology(UMAM)analysis and permit applications for the surveyed Taxiway
A project areas(including footprint of Salt Pond within project limits),and two off-site
mitigation areas.

12. Perform Cultural Resources Assessment Surveys(CRAS)on both offsite Mitigation areas.The
objective of these surveys will be to identify archaeological sites and historic resources with >-

mitigation plan will also include baseline information, planting plan, a credit determination, a

and long-term management.

3. SFWMD Permitting
a. Environmental Resource Permit Application
Based on the detailed site review, if any changes in site conditions or wetlands
jurisdiction warrant re-calculation of wetlands impacts, Jacobs will update wetlands 06
impact calculations,revise Uniform Mitigation Assessment Method(UMAM)analysis if
needed,and update maps if the wetlands jurisdictional line changes. °N
The Jacobs Team will prepare the SFWMD permit application.
Avoidance and minimization efforts will be summarized from the EA.
b. SFWMD Agency Coordination
Jacobs and team will attend one (1) site visit with SFWMD in order to review existing LO
site conditions for the impact area and on-site mitigation sites.The visit will include a
verification of the wetland jurisdictional line and a review of the proposed UMAM

scoring to gain agency concurrence. Two (2) additional site visits are included to
review the proposed mitigation areas with SFWMD staff. Other agency coordination y
is included under this task which includes a-mails and phone calls to coordinate
submittals and for clarification.

acceptance of the two offsite wetland mitigation plans. Task includes agency LO

4. USACE Permitting
a. USACE Nationwide Permit Application N
Jacobs will prepare and submit the USACE Individual/Standard permit application.
Information prepared for the SFWMD application will be utilized to the greatest
extent possible. Key items requiring additional information include existing
conditions, onsite avoidance/minimization, alternatives analysis (based on the EA),
and construction methods. In addition, the submittal will include a 12-Step
mitigation plan based on 33 CFR 332.4.
b. USACE Agency Coordination
Jacobs and team will coordinate with the USACE to discuss the proposed site plan and
existing site conditions.Jacobs will attend one(1)site visit with the USACE in order to

review existing site conditions (if required). The visit will include a verification of the
wetland jurisdictional line and a review of the proposed Uniform Mitigation UMAM

Jacobs will coordinate with appropriate parties to confirm and document responses to
legal/conservation easement and financial assurance requirements for agency
acceptance of the two (2) proposed wetlands mitigation plans. This task includes

5. Monroe County Permitting

a. Monroe County Permits/Approvals—Environmental Support
Per Monroe County Land Development Code, Jacobs will prepare an Existing CL
Conditions Report to accompany the County application prepared and submitted by
others. The report will include a description of the site environmental conditions
including the distribution and quality of native habitats along with the results of the

protected species surveys and associated maps. co
b. Monroe County Coordination
The Jacobs team will coordinate and attend one Pre-Application meeting with >_
Monroe County. Meeting notes following the pre-application will be prepared and `✓
distributed to the team. In addition,Jacobs will attend up to three (3) site visits with 06
Monroe County in order to review existing site conditions and the two proposed
offsite mitigation areas. Communication with County environmental staff is included. LU

Based on the information collected under Article A and the results of the permitting process as
described in Article B the Jacobs Team will perform the following design services:
1. Develop technical specifications utilizing FAA's standard specifications for construction. (i.e.
FAA Specifications: P-101, P-152, T-904, T-901, T-905, P-620, etc.). Submit an outline of
technical specifications at 30%. Submit complete technical specifications at 90% and Final 06
submissions.
2. Coordinate and incorporate Monroe County provided contract document/front-end
specifications into the final contract bid documents. (i.e. Notice to Bidders, Invitation to
Bidders, Instruction to Bidders, Bid Proposal, Contract, Contract Articles, General
Specifications).

Birkitt will be the lead in preparing and submitting the USACE Individual/Standard permit
application with assistance from others. Information prepared for the SFWMD application will be
utilized to the greatest extent possible. Key items to be addressed include existing conditions, E
protected species, onsite avoidance/minimization, alternatives analysis (based on the EA), and
construction methods. In addition, the submittal will include a 12-Step mitigation plan based on 06
33 CFR 332.4.
Task 7.2 USACE Agency Coordination
Birkitt will coordinate with the USACE to discuss the proposed site plan and existing site
conditions. Birkitt will attend one (1) site visit with the USACE in order to review existing site
conditions (if required). The visit will include a verification of the wetland jurisdictional line and a
review of the proposed Uniform Mitigation UMAM scoring for the proposed impact area and on-
site mitigation areas to gain agency concurrence. Two (2) additional site visits are included with LO
one (1) to the Tarpon Belly Keys mitigation area and one (1) to the Spain Blvd. mitigation area.

A mitigation plan design will be developed in conjunction with project engineers and
incorporating survey data by others. Additional team coordination is included to address
mitigation design needed for Taxiway A if this 2"d mitigation site is required.
Birkitt will provide a description of existing conditions within the proposed mitigation area at
Spain Blvd. for Taxiway A and will prepare the wetlands mitigation plan, Birkitt will provide a
description of existing conditions within the mitigation area and will work with Jacobs to

determine proposed excavation requirements and construction details. The mitigation plan will
also include baseline information, planting plan, a credit determination, a mitigation work plan, .N
maintenance plan, performance standards, monitoring requirements, and long-term
management. As part of this task, Birkitt will assist the project engineer in the development of
permitting level construction plans for submittal to the USACE and to the SFWMD.
An additional response to SFWMD and USACE Requests for Additional Information (RAI)
related to this additional mitigation area is included.

Birkitt will coordinate with appropriate parties designated by the Airport to confirm and document
responses to legal/conservation easements and financial assurance requirements for agency
acceptance of the wetlands mitigation plan for the additional area is required. This task includes
agency coordination. CL

• Birkitt will have full access and authorizations to the sites. Scope includes boat rentals

• Salt pond credits can be utilized from the previous RSA project for SFWMD. If the
USACE does not approve the use of the remaining credits from the previous RSA LO
project, they will approve use of the KERF for salt pond credits.
• Any fees required by the agencies for permit application submittal will be provided by the

• No additional meetings with agencies outside of the proposed scope will be conducted.

• Birkitt cannot guarantee that a permit will be issued or a timeframe in which permits are
issued.
• Post permitting and mitigation implementation efforts are not included. Implementation
of mitigation plans and/or mitigation payments as may be required are not included in
this permitting scope.

• Requests for additional information from the agencies are assumed to be for clarification
or readily available additional information and do not include re-design or additional data
collection except as provided in Optional Task 11.0. _
• SFWMD permit application and engineering services will be provided by others. Birkitt
will provide environmental support.
• Civil survey, including boundary surveys, wetlands boundary survey, topographic survey, E
and soils surveys for mitigation areas will be provided by others.
• Any cultural resource/archeology support will be provided by others as needed for state, 06
federal, or Monroe County approvals.
• Legal support required for financial assurance or conservation easement matters for a
mitigation areas and use or transfer of MCLA lands for mitigation will be provided by
others as designated by the Airport.
• Scope and Charges for permitting services may be revised if additional requirements are
identified upon completion of pre-application meetings.
• Monroe County Land Development Code compliance will be led by others with Birkitt
supporting on environmental matters.

• Monroe County Comprehensive Plan Amendment or other action taken to allow
wetlands impacts will be obtained by others. Others will assist with the alternatives
analysis if required by the USACE for a Standard/Individual permit.
• Project Administration assumes duration of this phase is 24 months. One on-site
meeting is assumed for 2 people and a second on-site team meeting is included for 2
people. Other meetings are assumed to be virtual or conducted in conjunction with
scheduled site visits.
• If a follow up site visit is needed to make adjustments or to gather additional data from co
the impact site or mitigation areas due to required changes from agency staff, such site
visits will be provided under Optional Task 11.0. Two site visits total are included. >-
Survey in canal bottom of Tarpon Belly Keys mitigation site (1.01 ac.) is included as part

Janus Research is pleased to submit this proposed scope of work and cost estimate for conducting a
Cultural Resources Assessment Survey (CRAS) of Tarpon Belly Keys in Monroe County, Florida. The CRAS
will be conducted in compliance with Section 106 of the National Historic Preservation Act(NHPA), Chapter h®
267.061 of the Florida Statutes (F.S.), Rule 1A-46 of the Florida Administrative Code (F.A.C.), and the
conditions and specifications set forth in the Florida Division of Historical Resources (FDHR) Module 3: LO
Guidelines for Use by Historic Preservation Professionals(Florida FDHR 2003).The Principal Investigator will
meet the Secretary of the Interior's Professional Qualification Standards(48 FR 44716). The objective of the
survey will be to identify archaeological sites and historic resources with the project area and assess their CL
eligibility for listing on the National Register of Historic Places(National Register)per the criteria set forth in
36 CFR Section 60.4.
Literature Review and Background Research
A literature and background search for information pertinent to the project area will be conducted to
determine the types, chronological placement, and location patterning of resources within project area and
vicinity. A summary of the project area's archaeological and historic context and pertinent environmental
features will be prepared from the results of the background research and literature review.This overview
will describe the project area's archaeological record,important events,locations,structures,and individuals
associated with the area. The environmental description will include a discussion of both present and past

environmental conditions and inform the development of archeological probability zones. This information
will also provide the context in which the significance of any cultural resources identified during the project
can be evaluated.
Cultural Resource Assessment Survey
The CRAS will include subsurface testing for archaeological sites and the identification and evaluation of
historic resources within the project area. E
Archaeological Survey 06
The archaeological survey will include a pedestrian survey and surface and subsurface testing.The intensity
of this testing will be keyed to the ranked site probability zones established during the background research.
Subsurface testing in areas of high site potential will be conducted at approximately 25-meter (80 feet)
intervals and in areas of moderate site potential at approximately 50-meter(160 feet) intervals. In addition,
at least 10 percent of the low probability areas will be tested at 100-meter intervals in keeping with FDHR
requirements.
Subsurface tests will be 0.5 meters (20 inches) in diameter and excavated to a minimum depth, subsurface LO

conditions permitting,of one meter(3.3 feet).All excavated soils will be sifted through 6.4-millimeter(0.25-
inch) metal hardware cloth screen suspended from portable wooden frames. Any cultural materials

recovered will be stored in plastic bags with all provenience data recorded.Field notes on each test performed

will be recorded, and the location of all tests will be marked on aerial photographs of the project area. The
laboratory processing will consist of the cleaning, inventorying, packaging, and temporary storage of any
artifacts recovered. Artifact analysis will involve the morphological and functional classification of artifacts
and, if possible,the identification of their temporal and cultural affiliations. i

Historic Resources Survey
A historic resource survey will be conducted to identify any resources present within the project area. The
estimated date of construction,distinctive features,and architectural style will be noted.Digital photographs CL

Documentation and Report Preparation
Florida Master Site File forms will be completed for each resource identified during the survey.A draft report
presenting the methods,findings,evaluations,and recommendations of the cultural resource assessment will

SCOPE OF SERVICES
PROJECT SURVEY LIMITS

The project consists of 4 areas on Tarpon Belly Key as shown on sheet 1 of the attached Exhibit co
"Uplands Other Info_TBK.pdf', (provided by the client). These areas include the two uplands
situated between the two existing man-made canals on the main island and each canal. .�
These 2 uplands areas (labeled 1.01 acres and 1.75 acres) total 2.8 acres and the two canals CL
total 1.5 acres. The survey will include some overlap (up to 20') into wetlands and submerged
lands surrounding said uplands (opposite the canals) for 0.9 acres. Total survey area = 5.2

acres.
A Great White Heron Refuge area exists for which OSM will obtain and analyze available data °®
in attempt to ascertain approximate horizontal location relative to the uplands area north of the
southerly canal.

HORIZONTAL & VERTICAL CONTROL

OSM team will establish positions on published Primary and Secondary Control points on the 0
property. All survey control will be referenced to North American Datum 1983 (NAD83) and
North American Vertical Datum 1988 (NAVD88).
Establish horizontal and vertical control points utilizing a combination of static and
network GPS.
* Search and locate(if recovered)a USGS Geodetic Survey monument and reference
monument on the Island (last reported recovery in 1994).
* Verify or establish elevations of control points on site by differential level loop with

a digital or conventional level.
ENVIRONMENTAL SURVEY
The OSM team will provide survey location of Wetlands lines and points as delineated and
flagged by others within the project limits described above (up to 20' outside uplands).

TOPOGRAPHIC SURVEY
The OSM team will provide a Topographic Survey within project limits as follows:
Ground Elevations measured on a 50-foot grid
Locate existing significant grade breaks to produce P contours
Vegetation and Tree Lines
Locate Specimen Trees (any species) over 30"DBH (measured diameter breast height) °®
Provide location of any visible, major/permanent structures. LO

BARTHYMETRIC SURVEY 0.
The OSM team will provide bathymetric survey cross sectional data of the bottom and interior
banks on each of the 2 man-made canals. Said cross-sections will be obtained on a 50' grid to
be coincident to and incorporate with the topographic survey data above.

The attached Exhibit(provided to OSM by the client) depict the limits of the areas to be
surveyed. Any additions to these limits may require additional fees, to be determined.

• OSM to receive contract commitment on this project on or before December 21, 2020 with
Notice to Proceed for January 2, 2021. OSM request these dates to control costs and secure

• Wetlands flagging to commence at or before OSM survey deployment and complete with

3 working days. Wetlands consultant to provide detailed sketch of flagging with line N
designations and point names/numbers. A kmz and/or a text file with approximate
Latt/Long or Florida State Plane Coordinate locations is preferred.
WORK ZONE SAFETY:
All work safety,rules and procedures as required will be observed and strictly adhered to by OSM.
All survey activity will be coordinated with Jacobs staff prior to and during commencement. Any
and all vehicles to be utilized in said survey activities will be authorized by and registered as
required. Said vehicles to have current decals and maintain proper USCG safety and lighting
requirements.

QUALITY CONTROL/QUALITY ASSURANCE AND FIELD REVIEW:
Verification of the field conditions as related to the collected survey data prior to any topographic
survey data submittal.
All activities required to supervise and coordinate the survey project will be performed by the E
OSM project supervisor, a Florida P.S.M. or their delegate.

OSM will implement their QA/QC plan to include review, response to comments and any r-
resolution meetings if required, preparation of submittals for reviews, etc.
Deliverables will include the ACAD Civil 3D digital files of the topographic survey, Signed and
sealed copies of survey.

The boring locations will be provided by Jacobs and located in the field by TSF. The locations are
accessible via boat. Due to the vegetation present on the islands, a tripod will be used to advance 0
a spoon manually and collect samples to 10 feet below grade or refusal,whichever comes first.
Prior to drilling at the project site, TSF will notify the local utility companies and request that
underground utilities be marked. We do not anticipate utility lines to be located in the study
area.
Upon completion of the field exploration,laboratory testing will be performed on selected samples.
A report will be issued that contains the field exploration results and laboratory data.
