RFP issued for monitoring services for Hurricane Irma marine debris removal from canals in
unincorporated Monroe County not approved under the former USDA NRCS grant, funded by grant
funds from the Florida Department of Environmental Protection Stewardship grant LP44074.
ITEM BACKGROUND: This item is for approval to negotiate a contract for monitoring services
related to Hurricane Irma for canals to be added to the marine debris removal program, to be funded
by the Florida Department of Environmental Protection (FDEP) Stewardship Grant LP44074.
A formal solicitation was issued. One response was received from Wood Environment and
Infrastructure Solutions, Inc. on January 6, 2021. Because Wood has successfully provided marine
debris monitoring under the previous NRCS-funded work the proposal was accepted without a
selection committee review.
The previous USDA NRCS marine debris and monitoring grant did not cover Hurricane Irma
services work in all of the canals in unincorporated Monroe County. 249 canals throughout the Keys
were cleared of debris, leaving an additional 108 canals in unincorporated Monroe with some level
of marine debris remaining. Approximately $1.9 million remains under the county's Florida
Department of Environmental Protection LP44074 Stewardship Grant from previous years' funding
which will be applied to the monitoring and debris removal services.
PREVIOUS RELEVANT BOCC ACTION:
11/20/18: Approval of Amendment No. 1 to the revenue grant agreement 4LP44074 with the Florida
Department of Environmental Protection to add marine debris monitoring services and plugged canal
clearing to the list of approved uses of the $5.5 Million in available Stewardship Funds.
05/26/18: Discussion and direction and retroactive approval to submit a Request For Proposals

(RFP) for Marine Debris Monitoring Services as a result of Hurricane Irma. 100% Cost
reimbursement is anticipated to be provided by USDA - Natural Resources Conservation Service
(NRCS) as part of their Emergency Watershed Protection (EWP) Program in an amount not to
exceed $3.1 Million.
03/21/19: Approval to advertise a Request for Proposals (RFP) for monitoring services for Hurricane
Irma marine debris removal from plugged canals and potentially non-plugged canals in
unincorporated Monroe County, funded by grant funds from the Florida Department of
Environmental Protection.
10/21/19: Approval to advertise a Request for Proposals (RFP) for monitoring services for Hurricane
Irma marine debris removal from canals in unincorporated Monroe County not approved under the
former USDA NRCS grant, funded by grant funds from the Florida Department of Environmental
Protection Stewardship grant LP44074.
