AGENDA ITEM WORDING: Approval for Mayor to sign a letter of support for Florida
Department of Transportation's (FDOT) proposal to re-align the United States Bicycle Route
System's (USBRS) US Bicycle Route 1 in the City of Key West to traverse South Roosevelt
Boulevard to the Southernmost Point in Key West. The proposed new route includes county
maintained Bertha Street and Atlantic Boulevard adjacent to Higgs Beach.
ITEM BACKGROUND: The current designated USBRS US Bicycle Route 1 within the City of
Key West is along US 1 —North Roosevelt Boulevard. FDOT bicycle route coordinators wish to re-
align the designated route to be on South Roosevelt Boulevard, Bertha Street, Atlantic Boulevard
and other City roads to terminate at the Southernmost Point. A map showing current and proposed
routes is attached.
The City of Key West supports the revised alignment(copy of resolution attached); FDOT is
requesting this letter of support from Monroe County because Bertha Street and a portion of Atlantic
Boulevard that are part of the proposed re-alignment are county maintained roads. FDOT will need
to submit an application to have the re-alignment officially approved by the American Association of
State Highway and Transportation Officials (AASHTO) in April, 2021 and will include the County's
letter with the application.

Monroe County would like to offer its support for the designation of proposed U.S. Bicycle Route 1
USBR 1 through our count including along roadways in Key West that are under the jurisdiction of

Monroe County: Bertha Street, as well as the portion of Atlantic Boulevard that runs through Higgs
Beach Park from Reynolds Street to White Street.
We recognize that bicycle tourism is a growing industry in North America, contributing $47 billion a year
to the economies of communities that provide facilities for such tourists. We know that our county
stands to benefit from this opportunity both economically and from the health and environmental related ,
benefits of encouraging bicycle travel in our region. W

The American Association of State Highway and Transportation Officials (AASHTO) has designated a
bicycle route corridor in Florida to be developed as USBR 1. Our county lies within this corridor and we
have reviewed the proposed route and found it to be suitable for bicycle tourists.
The proposed routes for USBR 1 will provide a benefit to our residents and businesses and we endorse ,
having the route mapped and signed, thereby promoting bicycle tourism in our area. Therefore,
Monroe County hereby expresses its support for USBR 1, and requests that the appropriate officials
nominate the route for AASHTO designation.

A RESOLUTION OF THE CITY C014M SSION OF
THE CITY OF KEY WEST, FLORIDA, SUPPORTING
THE EFFORTS OF THE UNITED STATES BICYCLE
ROUTE SYSTEM'S (USHRS) PROPOSED
REALIGNMENT OF US BICYCLE ROUTE I TO
TRAVERSE SOUTH ROOSEVELT BOULEVARD AND
TERMINATE AT THE SOUTHERNMOST POINT IN
KEY WEST; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Key West manages its
transportation system and provides regular input regarding
County and State Right-of-Ways within its jurisdiction; and
WHEREAS the US Bicycle Route System (USBRS) is
developing a national network of numbered and sinned bicycle
routes to build bicycle tourism, and is officially approved
by state transportation agencies and. the American Association
of State Highway Transportation Officials {AASHTO) and
WHEREAS the fUSBRS currently encompasses 14,000 miles in
27 states and will be over 50,000 miles upon completion; and

WHEREAS the realignment of USB Route 1. in Florida would
move from US-1 to State Read AYA and onto quieter city streets
and county roads and existing bicycle routes, which will

improve the route for bicycle travelers, and support economic
development via bicycle tourism to communities along the
route; and

WHEREAS the USBRS is seeking route input from local
agencies, including the City of Key West, including input

upon the proposed realignment; and
WHEREAS, the City Commission finds that the study and

realignment of bicycle routes to improve safety, scenery and
economic development would enhance the health, welfare and
safety of visitors and residents of the City of Key West and
throughout the Florida Keys; and

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF KEY WEST, FLORIDA, AS FOLLOWS:
Section 1s That the City Commission supports the
proposed realignment of US Bicycle Route 7 to traverse along
South Roosevelt Blvd, Bertha St, Atlantic Blvd, Reynolds St,
and south St:, terminating at the Southernmost. Point in the
Continental United states.
Section 2: That the City Clerk is hereby authorized
to transmit a certified copy of this Resolution to the
Adventure Cycling Association.
