This project is for the installation of a new floating boat dock at Gulf View a/k/a Big Coppitt Barcelona Boat Ramp on Big Coppitt Key under the Boating Access Facilities category of the grant. ITEM BACKGROUND: The Florida Wildlife Conservation Commission Florida Boating Improvement Program ("FBIP") grant program provides annual grant funding for boating and waterway projects under the categories of Boating Access Facilities, Derelict Vessel Removal, Boater Education, and Other Local Boating Related Activities. Project Management proposes submitting a FBIP grant application for installation of a new floating dock at the Gulf View a/k/a Big Coppitt Barcelona boat ramp located in Big Coppitt Key under the "Boating Access Facilities" category of the grant. The FBIP grant would provide the County with 75% funding and the County would provide the 25% remaining matching funds for the project. This item is for approval of a Resolution providing support for submission of the grant application for such funding from the FBIP and affirming the County's ability to provide the local match funding. Project Management intends to apply for an FBIP, which must be submitted by April 6, 2021, for FY2022 funding cycle. There is no impact to the FY21 budget. The project is projected to cost$50,000. The proposed Resolution is attached for approval and a letter for the Mayor to sign showing support for the project. A new floating dock at this popular boat ramp will enhance the boating experience for not only locals, but also visitors that utilize that area of the Florida Keys. Monroe County has received funding from the FBIP program for other projects in the past. WHEREAS, Monroe County's public boat ramps serve the needs of boaters and boating- related activities on coastal waters within the State and Monroe County; and WHEREAS, the Florida Fish and Wildlife Conservation Commission has established an application submission cycle and will accept grant applications for the Florida Boating Improvement Program (FBIP); and WHEREAS, the FBIP application submission period is February, 2021, through April, 2021; and o WHEREAS, eligible applicants are all county governments and incorporated M ca municipalities of the State of Florida and other legally constituted local governmental entities with T the legal responsibility for the provision of outdoor recreation sites and facilities for the use and benefit of the public; and 0 WHEREAS, FBIP is a competitive grant program which provides financial assistance to local governmental entities for projects designed to serve the needs of boaters and boating-related a� activities on coastal and inland waters within the state pursuant to Sections 206.606 and 327.47 F.S.; and WHEREAS, Section 206.606(1)(b)1.,F,S.provides that a minimum of$1.25 million of the funds collected from fuel sales tax that is transferred to the State Game Trust Fund shall be used c. to fund local projects to provide recreational channel marking and other uniform waterway markers,public boat ramps, lifts and hoists, marine railways, and other public launching facilities, derelict vessel removal, and other local boating-related activities; and 0 WHEREAS, Section 327.47, F.S. authorizes the Commission to fund projects through a r_ competitive grant program using a portion of the moneys attributed to the sale of motor and diesel c fuel at marinas transferred to the Marine Resources Conservation Trust Fund pursuant to Section 0 206.606(1)(d), F.S.; and WHEREAS, Section 328.72(15), F.S. provides $1 from each recreational vessel registration fee to be deposited into the Marine Resources Conversation Trust Fund to fund a grant program for public launching facilities.; and 1 Packet Pg.302 C.14.a WHEREAS,the Monroe County Board of County Commissioners supports public boating- related activities and FBIP programs of the Florida Fish and Wildlife Conservation Commission, subject to the County's regulatory authority and Code of Ordinances; and U- 2- WHEREAS, the Monroe County Board of County Commissioners supports outdoor recreation projects for which funding is requested from the Florida Fish and Wildlife Conservation Commission; and 0 WHEREAS, Monroe County is able to serve as a local sponsor and has the ability to provide the local funding share necessary to implement the FBIP in which the County elects to participate; and NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY AS FOLLOWS: Section 1: The Board of County Commissioners of Monroe County supports the Gulf View a/k/a Big Coppitt Key Barcelona New Floating Boat Dock Installation Project. 06 Section 2: The Board of County Commissioners of Monroe County supports the FBIP of the Florida Fish and Wildlife Conservation Commission, for which funding is requested from the State of Florida, subject to the County's regulatory authority and Code of Ordinances.
