ITEM BACKGROUND: This item is for approval to negotiate with Adventure Environmental, the top ranked proposer responding to a Request for Proposals (RFP) for marine debris removal services related to Hurricane Irma for canals. The RFP was issued In October 2020 and opened January 14, 2021. Four proposals were received. A virtual selection committee was held January 19, 2021 and the proposers were ranked in the following order: 41. Adventure Environmental 42. Aftermath Disaster Recovery 43. Southern Disaster Recovery 44. TFR The previous USDA NRCS marine debris and monitoring grant did not cover Hurricane Irma marine debris removal services work in all of the canals in unincorporated Monroe County. 249 canals throughout the Keys were cleared of debris, leaving an estimated 108 canals in unincorporated Monroe with debris. Approximately $1.9 Million remains under the County's Florida Department of Environmental Protection LP44074 Stewardship Grant from previous years' funding. A solicitation is needed to select the vendor(s) for the clearing of up to 108 of the remaining canals in unincorporated of remaining Hurricane Irma debris. PREVIOUS RELEVANT BOCC ACTION: 11/20/18: Approval of Amendment No. 1 to the revenue grant agreement 4LP44074 with the Florida Packet Pg.635 D.3 Department of Environmental Protection to add marine debris monitoring services and plugged canal clearing to the list of approved uses of the $5.5 Million in available Stewardship Funds. 03/2019: Approval to advertise a Request for Proposals (RFP) for marine debris removal and related services, funded by grant funds from the Florida Department of Environmental Protection, for removal of marine debris created by Hurricane Irma from plugged canals in unincorporated Monroe County. 10/21/20: Approval to advertise a Request for Proposals (RFP) for marine debris removal and related services, funded by grant funds from the Florida Department of Environmental Protection Grant LP44074, for removal of marine debris created by Hurricane Irma from (up to 108) canals in unincorporated Monroe County in canals not covered by the former USDA NRCS grant. Greg Corning from Wood Environmental participated. Guests included Chip 0 Patterson from SDR, Jordan from SDR, Melanie Corley from Aftermath and Amy 0 Hartman from TSI. E II. Review of Proposals: Rhonda Haag gave an introduction to the meeting and rules of the selection committee process and then all the members did an introduction. Next the selection committee went through each proposal to provide comments on submittal and rationale for scoring based on the criteria in the RFP. ■ Aftermath Disaster Recovery: They had a strong proposal and had similar work experience. They specified they may use subcontractors, which lowered their score for that category. Their pricing was under budget, and the second lowest pricing overall ■ Southern Disaster Recovery / TSL SDR teamed with TSL SDR has no local a, experience in the Keys. The work plan was generic and had little detail. TSI seemed to be performing the work and has Lee County experience. TSI is a small firm with E do direct local Keys experience but relevant similar work. They had the second highest pricing and were over budget. ■ TFR: TFR is a large company from Texas with lots of equipment and experience in debris removal,but no local Keys or similar marine debris removal experience. They will subcontract out their work. Few details were provided on relevant staffing. The proposal seemed more cut and paste and not specific to the County requirements. Pricing was the highest of all proposals and substantially over budget. ■ Adventure Environmental: AEI had a very strong proposal and high local relevant experience. Current and former contractor of the County doing canal restoration projects and the $30 million in IRMA NRCS marine debris removal work. They are Packet Pg.638 D.3.a not using subcontractors and have very high local knowledge. Good pricing and substantially under budget. Best overall proposal.
