AGENDA ITEM WORDING: Approval of a Resolution updating and replacing Resolution 224-
2019, to refine the local program prioritization criteria for potential acquisitions in the Department of
Economic Opportunity (DEO) administered, Federal Department of Housing and Urban
Development (HUD) funded, Community Development Block Grant - Disaster Recovery (CDBG-
DR) Monroe County Voluntary Home Buyout Program.
ITEM BACKGROUND:
Hurricane Irma, a Category 4 hurricane, made landfall in the Florida Keys on September 10, 2017,
causing the destruction or major damage to over 4000 homes. Congress appropriated $616 Million
for the State of Florida in the aftermath of Hurricane Irma to be administered by the US Department
of Housing and Urban Development. The Department of Economic Opportunity (DEO) developed a
Community Development Block Grant - Disaster Recovery (CDBG-DR) Action Plan that detailed
how the State will administer the funds statewide. The Action Plan allocated $15 Million for the
Voluntary Home Buyout Program (VHBP) for the unincorporated portions of Monroe County. This
program does not require a local match.
The purpose of Rebuild Florida's CDBG-DR VHBP is to acquire properties that are in high-risk
areas to help reduce the impact of future disasters. These funds will support property acquisition,
structure demolition and conversion of the land to open space or storm water improvements that
alleviate flooding. The property must be deed-restricted in perpetuity to open space uses or to restore
and/or conserve the floodplain functions. The aggregate use of CDBG-DR funds shall principally
benefit low and moderate income persons in a manner that ensures at least 70 percent of the grant
amount awarded under this agreement is expended for activities that benefit such persons.
Post Hurricane Irma, Monroe County conducted a countywide survey of impacted residents who
were interested in housing disaster assistance funds. Monroe County conducted a public outreach
campaign that consisted of a direct mail out to interested individuals; a media outreach campaign,
and an online registration survey. Additionally, the County targeted homes that were deemed
"Unsafe" by Code Compliance and the Special Magistrate through Code Compliance proceedings,
due to Hurricane Irma. The program application period closed on September 27, 2019. Monroe

County submitted a total of 62 properties with an initial estimated pre-storm Fair Market Value
according to the Property Appraiser's database of $24 Million to the Florida Department of
Economic Opportunity on October 1, 2019.
On March 13, 2020, Monroe County received the Sub-recipient agreement detailing the $15 Million
program award and program requirements, which was approved by the BOCC on May 20, 2020 and
fully executed on June 4, 2020.
The DEO Rebuild Florida CDBG-DR Voluntary Home Buyout Program Guidelines set for a scoring
system for prioritizing parcels for acquisition. On August 21, 2019, Monroe County adopted
Resolution 224-2019 to incorporate additional local prioritization scoring criteria in order to fairly
and equitably prioritize homeowners for the voluntary home buyout program, while focusing on the
program's purpose to reduce community risk.
This Resolution will update and replace Resolution 224-2019 by providing clarification of the
County's Criteria and add 5 points for homes that were the applicant/property owner's primary
residence at the time of the storm as set forth in detail as follows (please note that new text is in
underlined text as noted below):
MONROE COUNTY VOLUNTEER HOME BUYOUT PROGRAM ELIGIBILITY CRITERIA
To be eligible to be considered by Monroe County for volunteer home buyout the applicant must be:
1. The owner of the property. (A tenant in a rental property is not eligible.)
2. The owner must not have tenants in the home at the time of VHBP application submission and
throughout the application process to remain eligible. (Properties that are tenant occupied are not
eligible.)
3. The owner must be willing to relinquish all development rights to the property, including but not
limited to allocations granted under the County's Rate of Growth Ordinance (ROGO)
Further, Monroe County will score each applicant and prioritize the purchases based on:
1. 5 pts for homes that were substantially damaged as a result of Hurricane Irma;
2. 5 pts for homes that are located in the V Zone as designed by the Federal Emergency
Management Agency;
3. 5 pts for repetitive loss structures as designed by the National Flood Insurance Program;
4. 10 pts for severe repetitive loss structures as designed by the National Flood Insurance
Program, and
5. 5 pts for high probability of sea level rise inundation as detailed in the maps accepted by the
Monroe County Board of County Commissioners and incorporated into the County's
GreenKeys Plan.
6. 5 pts for when the home was the property owner/applicant(s)' primary residence at the time
of Hurricane Irma. Primary residency will be based upon homestead status with the Monroe
County Property Appraiser.

WHEREAS, $75 Million dollars have been allocated from the Community Development
Block Grant — Disaster Recovery (CDBG-DR) funds with a $10 Million set aside for Monroe
County for the Voluntary Home Buyout Program; and c
WHEREAS, the purpose of Rebuild Florida's CDBG-DR Voluntary Home Buyout Program

and to assist property owners to relocate to less risk prone areas. These funds will support property
acquisition, structure demolition and conversion of the land to open space or storm water

WHEREAS the program specifies prioritization criteria which must be implemented within
each jurisdiction in compliance with CDBG-DR regulations; and
WHEREAS, the County may develop additional local prioritization criteria in order to fairly
and equitably prioritize homeowners for the voluntary home buyout program while focusing on
the program's purpose to reduce community risk;

2. The owner must be willing to relinquish all development rights to the property,

Section 2. The proposed Monroe County point allocation criteria is as follows:
