ITEM BACKGROUND: Monroe County has existing regulations as it relates to the membership of the Affordable Housing Advisory Committee (AHAC) and required reporting deadlines. There have been statutory changes to Section 420.9076 as it relates to affordable housing incentive strategies and committees. As such, we are required to adopt amendments to the Code of Ordinances to ensure we are consistent with Florida Statutes. The BOCC will consider a separate agenda item at the February 17, 2021 BOCC meeting requesting permission to advertise proposed amendments to the existing regulations. Staff anticipates bringing the proposed amendments before the BOCC at the March 17, 2021 meeting. One required change is that the AHAC must include one (1) locally elected official from a jurisdiction participating in the SHIP program. The statute also requires that the locally elected official serving on an advisory committee, or a locally elected designee attend biannual regional workshops. If the locally elected official or a locally elected designee fails to attend three consecutive regional workshops, funding may be withheld. The Florida Housing Coalition requests the appointed Elected Official to attend a training on Wednesday, March 3, 2021 at 2:00 PM and is offered through a webinar format. The Florida Housing Coalition has additional online trainings available through April of this year, as listed below, of which the appointed Elected Official is to attend at least one (in addition to the March 3 training): February 18 - 2:00 pm - 3:30 pm Comprehensive Overview of SAIL March 22 - 2:00 pm - 3:30 pm Packet Pg. 2335 K.12 Changes to the SHIP Annual Report April 13 - 2:00 pm - 3:30 pm Using Surplus Lands for Affordable Housing April 20 - 2:00 pm - 3:30 pm SHIP Rental Assistance After the State of Emergency Staff will work with the Commission to prepare appointments of AHAC members for approval at the March 17, 2021 BOCC Meeting. PREVIOUS RELEVANT BOCC ACTION: June 2005 - The BOCC established a Workforce Housing Taskforce to make recommendations to address critical housing affordability issues facing the Florida Keys. May 2008 — The BOCC approved an ordinance establishing the Affordable Housing Advisory Committee (AHAC) in place of the Workforce Housing Taskforce. August 2014 — The BOCC approved an agreement with the FCRC Consensus Center, FSU, for professional services on an Affordable Workforce Housing Stakeholder Assessment, in order to assess the current workforce/affordable housing situation in the County and propose a process for developing recommendations to increase the supply of affordable housing. June 2015 — The BOCC adopted Ordinance 014-2015 amending Section 2-700 of the Monroe County Code to establish the 14 members of the affordable housing advisory committee and directed staff to amend Resolution 139-2015 to add one additional duty to the committee to evaluate and propose additional mechanisms to qualify and monitor the occupants of deed restricted affordable housing. December 2016 — The BOCC discussed and directed Staff on which AHAC recommendations to evaluate and complete as well as providing direction on implementation time frames. SECTION 420.9076 0 WHEREAS, Monroe County participates in the State Housing Initiatives Partnership Program (SHIP) and is a recipient of funding for its affordable housing programs and activities; and WHEREAS, Monroe County, as a participant in SHIP, has developed and implements a local 0 housing assistance plan (LHAP) created to increase the availability of affordable housing to very low, 2 low and moderate income persons, essential services personnel, and those with special needs; and 0 WHEREAS, recent statutory changes in F.S. Section 420.9076, requires one (1) appointed Elected Official to serve on the Affordable Housing Advisory Committee (AHAC); and 0 WHEREAS, the appointed Elected Official shall serve for an initial term of a length specified by the BOCC; and .2 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1. The Board appoints as the Elected Official to serve on the Affordable Housing Advisory Committee. 0 Section 2. The Elected Official appointed to this Committee shall be nominated and approved by the Board. The initial terms shall be as specified above.
