ITEM BACKGROUND: The County has not had an in-house County Surveyor in over a decade. Instead, the County utilizes the service of private providers who work under contract with the County. Creating a position for an in-house surveyor is necessary and would be highly beneficial to the County and its residents. In other Florida counties, county surveyors are involved to varying degrees in platting,placement of survey monuments, road abandonment applications, site plan review for development projects, excavation permits, boundary determinations for county real estate transactions, right of way projects, utility placements, GIS mapping, and other activities. Some counties spell out the duties of their county surveyor in their county code, other counties have not codified those duties. Attached in the backup as a sample is a description of the activities of the Surveying and Mapping Division of St. Johns County's Department of Land Management Systems Department. The St. Johns County Surveyor's Office includes a survey manager, a CAD tech, and two survey crews for immediate response work and projects as mentioned in the attached. That county also uses continuing contract surveyors for larger capital projects primarily. Historically, the 1885 Florida Constitution provided for an elected constitutional office of County Surveyor. That that office was not provided for in the 1968 Constitution. In 1973, the Legislature repealed chapter 143 of Florida Statutes, the County Surveyor statute and other related statutory references to that abolished office. MISSION STATEMENT The Surveying and Mapping Division of the Land Management Systems Department provides project and geodetic surveying services to many County Departments and Divisions including, but not limited to, Geographic Information Systems, Engineering Division, Real Estate Division, Road and Bridge Department, Recreation Department, Ch Utility Department, Solid Waste Department, Construction Services, Codes Compliance, y Sheriff's Office, and County Attorney's Office. 0 II. SURVEYING AND MAPPING DIVISION OVERVIEW The Surveying and Mapping Division provides project and Geodetic Surveying services to various County programs and departments. Project surveying includes boundary surveys, topographical surveys, right-of-way surveys, as-built surveys, construction stake-out, and sketches and descriptions for recording purposes. Consulting and expert U testimony are provided to the State Attorney's Office and the County Attorney's Office. Geodetic surveying includes providing the County Geographic Information Systems (GIS) Division with geodetic control for the base map layer of the GIS. III. CORE FUNCTIONS OF THE SURVEYING AND MAPPING DIVISION The Survey Manager is responsible for the effective operation of the Surveying and Mapping Division. The Land Management Director serves as the County Surveyor: A. Geographic Information Systems includes providing GPS surveying for the geodetic control network for the base map layer along with tying into the control network the location of subdivision, section, and parcel corner locations. B. Engineering Division includes boundary, topographical, right-of-way, and as-built surveys. C. Real Estate Division includes boundaries, easement descriptions, and consultation on real estate issues as they relate to surveying. D. Road and Bridge Department includes construction stake-out for new construction and staking of right-of-ways and easements for maintenance activities, it also includes topographic surveys for drainage improvements. E. Recreation Department includes boundary, topographical surveys and construction stake-out. F. Utility Department includes boundaries for lift station sites, easement descriptions, and topographical surveys. G. Solid Waste Department includes easement descriptions, monitoring well locations, limited topos and right of way staking for illegal dumping. Packet Pg. 2410 N.6.a H. Codes Compliance includes staking right of way for codes compliance cases. J. Sheriff's Office includes Crime Scene Mapping, GPS for tower sites for communication purposes, as-built survey of Sheriff's complex for facilities maintenance purposes and calibrated baselines for the laser speed detectors. 0 K. County Attorney's Office and State Attorney's Office include consulting for issues y that relate to surveying and expert testimony for court cases. 0 IV. ADDITIONAL FUNCTIONS OF THE SURVEY AND MAPPING DIVISION In addition to performing surveying tasks, Surveying and Mapping is responsible for establishing and maintaining the repository for survey archives for St. Johns County. Several requests are made each day for information such as benchmarks, right-of-way plans and deeds, plats, and section, township, and range information. Surveying and Mapping also maintains the County's Continuously Operating Reference Network which is tied to GPS (Global Positioning System) Satellites. This system allows for efficient surveying throughout the county without the need for manned individual base stations. Packet Pg. 2411
