ITEM BACKGROUND: Under the County's Comprehensive Emergency Management Plan, there is an executive policy group consisting of the County Mayor, the Sheriff, the County Administrator, the County Fire Chief, and the Emergency Management Director. Due to the Sunshine Law, the Emergency Management Director makes the decisions necessary to protect the health, safety, and welfare of the community after receiving advice and input from the other group members. There is currently no municipal representation at policy group meetings. Adding a representative of each city would improve communication and response coordination between the County and the municipalities. Since Ocean Reef serves as the functional equivalent of a city government for that community, the Ocean Reef Community Association should have a representative, too. The County's Comprehensive Emergency Management Plan is approved by the County Commission and the Florida Department of Emergency Management(FDEM). To effectuate the proposed inclusion of municipal representatives in the composition of the policy group, the current plan would need to be amended. PREVIOUS RELEVANT BOCC ACTION: On 1/17/18, the BOCC adopted Resolution 003- 2018 which adopted the current CEMP (2017 version). The BOCC approved prior CEMPs in 2012, 2007, and 1999. I believe that if the pandemic has taught us nothing else is that the current system, and more importantly the way it was implemented, often ignored the municipalities and any input they may have wanted to contribute. Due to the distinct differences and circumstances that occur not only between unincorporated areas of Monroe County but between the municipalities themselves, representation and having a seat at the table is imperative. Key West for instance cannot operate under the same set of rules that would clearly fit in either Big Pine or Marathon. Each defined area has their own set of defined issues mainly population, congestion, and tourism levels. I can tell you that I am not alone in in the level of frustration that we experienced each week as it was expressed on our weekly Manager's call as well as individual conversations. It is for these reasons, among many others, that the City of Key West strongly supports this agenda item and any other's that would promote inclusivity.
