AGENDA ITEM WORDING: Discussion and direction on whether the County should adopt an
ordinance regulating the use of fertilizers within the County.
ITEM BACKGROUND: Local governments throughout Florida have adopted ordinances
regulating the use and application of fertilizers. In the Florida Keys, Islamorada adopted ordinance
19-19 which created regulations for the use of fertilizers within the Village.
According to the Miami Waterkeeper website, residential lawn fertilization is estimated to be the
second largest source of household nitrogen in the US. Excess nutrients, such as nitrogen and
phosphorous, that come in most fertilizers, can pollute waterways and cause environmental problems
such as algae blooms. Algae blooms kill wildlife, are harmful to humans, smother seagrass, and turn
our beautiful blue water green. That organization has drafted a South Florida specific model

If the Board is interested in pursuing a fertilizer ordinance, direction would be needed on whether to
propose an ordinance of Countywide application, which the municipalities could opt out by adopting
an ordinance in conflict with the County's ordinance or whether the to propose a County ordinance
for just the unincorporated areas. Direction would be needed on whether the proposed ordinance
should be an amendment to the land development code or in the code of ordinances.
