AGENDA ITEM WORDING: Approval for Solid Waste staff to reduce tipping fees from $120/ton to
$86/ton, for disposal of illegal fishing gear. This project represents a partnership between the Florida
Fish and Wildlife Conservation Commission and the Organized Fishermen of Florida. This is a
statewide program operated by the Florida Fish and Wildlife Conservation Commission.
ITEM BACKGROUND: The Florida Fish and Wildlife Conservation Commission (FWC) operates
an annual Spiny Lobster and Stone Crab Trap Retrieval Program and contracts with organizations and
local fishers (Organized Fishermen of Florida) to remove spiny lobster and stone crab traps that remain
in the water illegally during the closed season. Monroe County is supporting this program by
partnering with our Franchise Hauler, Waste Management and reducing the tipping fee to $86/ton for
this project only.

Subject: FWC 4L1J12-02 Stone Crab, Spiny Lobster and Blue Crab Trap Retrieval Program
The Organized Fishermen of Florida would like to request the Monroe Board of County Commissioners
to again this year grant a reduction in tipping fees to those fishermen who participate in the FWC Trap
Retrieval Program.
OFF greatly appreciated the BOCC's approval last year of the reduced rate as it allowed us to pay the
fishermen who participated in the program more than we would have been able to if we had to pay the
full amount for the tipping fees out of the program funds.
This year OFF will again be conducting the trap retrieval program in June and July and would greatly
appreciate the reduced rate of $86 per ton for lobster and stone crab trap debris.
Approval of this reduced rate will allow us to pay the fishermen who participate in the Program more
per trap than we would be able to without the discount.
We hope you will support this request as this is a vital and important program for the fishermen of
Monroe County.
