ITEM BACKGROUND: The Department of Homeland Security (DSH) through its Urban Areas Security Initiative (UASI) provides funding to support emergency management and response services in selected urban areas throughout the country, designated as either Tier 1, 2 or 3. New York City, Washington D.C. and 10 other areas have been designated as Tier 1 regions. Southeast Florida has previously been designated Tier 2. Congress recently voted to significantly reduce funding to Tier 2 and Tier 3 regions. Local factors including the presence of Turkey Point, the location of headquarters for U.S. Southern Command, the presence of the largest port on the eastern seaboard and the presence of NASKW suggest that our region should be designated as Tier 1. Designating South Florida as a Tier 1 UASI would not only improve national security but would also ensure continued availability of federal funding for homeland security initiatives and improvements in our area. Utilizing protective WMD garments and self remote techniques to open the container and discovered an unknown substance in the casing and retrieved it. The casing was placed in the jaws of a robot, and UASI funded total containment moved slowly through the terminal to a waiting vessel. The vessel was equipped with remote buttons that allowed the robot to open and close the vessel without a person being present. The vessel was then towed to the Health Department for further analysis. Miami-Dade Fire Rescue: UASI/SHSGP funded equipment was used at Miami International Airport when a previously convicted felon arrived in Miami with what appeared to be a pipe bomb. The passenger was on the no fly list for smuggling biological pathogens and managed to travel through two International Airports before being stopped by TSA in Miami. Military explosives were accidentally unearthed in a field during farming. PBSO was concerned that additional explosives were in the field and did not want to leave until a complete search was conducted. Additionally, it was potentially very dangerous to conduct a search utilizing police bomb techs due to the potential hazards, MDPD had UASI funded Mobile Robotic Control conducted a demonstration of their System (MRCS) at a previous regional bomb meeting. This platform is a large, robotically controlled, Caterpillar model 247B, which has several attachments available to dig, scoop, or move earth, large items, and potential explosives from up to 2 miles away via remote control. Fortunately, no additional explosives were found in the field. Military divers came in the next day and searched the adjacent canal, where they found several military explosives. Once identified, it was discovered that these items were stolen from a National Guard Armory more than 20 years ago. Despite their age and exposure to water, many of the items (satchel charges, LAWS rockets and plastic explosives), were still found to be functional. 11/24/2008 MDPD Bomb Squad responded to Miami International Airport (MIA) reference suspicious shipping crates that had several liquid containers packaged inside. In addition, the shipment originated in Lebanon from an individual that was on the terrorist watch list, and the recipient (In Texas) was also on the terrorist watch list. Bomb Squad x-rayed the items but could not identify the contents of the containers inside the shipping crates. A hand entry was made and several gas/kerosene cans were discovered. They were full of an unknown liquid. No injuries were reported as a direct result of the advance communication and coordination that the Mobile Command Center provided during this incident. Miami Dade County hosted the 2010 Super Bowl, 2010 Pro Bowl, and the 2009 The UASI/SHSGP funded Field Decontamination Ford Championship. Miami Dade Fire Rescue responded to a biological threat at the Panamanian UASI/SHSGP funded equipment Consulate. was used to conduct presumptive field analysis to determine if the device was truly a weapon. The vehicle is a highly maneuverable rubber tracked armored vehicle, that can travel up to 12 mph across rough terrain, climb stairs and its small size allows it access to areas impossible for conventional vehicles. By fitting the vehicle with a range of specially designed quick couple attachments, the vehicle is able to deploy in a variety of operational modes; these include an Assault Platform, Breaching Ram, Grapple and Vehicle Extraction. The 'Assault Platform' consists of a fully curved ballistic shield with sliding opening door and 3 ballistic glass windows and is able to protect upto7 fully suited officers. It has an extendable boom that is able to lift up to 7600 lbs and can affect breaches up to the 1st floor of most buildings. This allows a safe investigation, approach and entry to the target area. Canine Unit (K9) UASI funds resulted in the purchase of a Bloodhound, which is utilized for tracking persons: 12/19/2011 K9 Officer Pete Otano and UASI Bloodhound partner Cody located a six year old child who had been missing for 4.5 hours; 08/28/2008 K9 Officer Pete Otano and UASI Bloodhound partner Cody had their first find locating a ten year old boy who had been missing for 5.5 hours. Officer Otano and Cody have been recognized by the National Police Bloodhound Association for these two finds. Officer Otano and his K9 partner have been utilized in several other missing persons cases throughout the state of Florida. 22 | Page Haiti Earthquake In January of 2010, President Barack Obama dispatched resources to Haiti in an effort to assist with one of the worst disasters to affect this hemisphere. Florida Task Force II (City of Miami's Urban Search and Rescue Team) were among the first teams sent to assist. Upon arriving, they maintained contact with the City of Miami Division of Emergency Management and the Office of the Fire Chief in an effort to coordinate All communication occurred via devices additional resources that would be needed. provided by the "Urban Area Security Initiative" . On these same devices (Satellite Telephones) it was advised that the City of Miami received an email identifying survivors and asking for assistance. The City of Miami Fire Chief immediately called the Program Manager in Haiti on the UASI provided devices and directed him to the location of the reported survivors. As a result of this direction, during the next 72 hours, 5 lives were saved at the Caribbean Market. One of the rescued survivors was a resident of Pembroke Pines, Florida. These resources not only provided the ability to save many lives through an international assistance initiative, but they also contributed to the rescue a resident of the South Florida community. Marine Sonic Side Scan Sonar and the 38 Safeboat was used, Instances where the both purchased with UASI Funds : ndth July 2 through 6 2010: Navy vessel USS Carr (FFG52) arrived at The Port of purchased Palm Beach and the Marine Unit first provided a side scan sonar ( with UASI funds ) search of the designated port slip for the ship the morning of arrival. The target was not located, however due to the use of the Safeboat they were able to continue their assist up to 15 miles offshore in rough seas and thunder storm conditions, and monitor the radar in a closed, dry environment. Office Explosive Ordnance Disposal Team: On 7/12/2011, EOD responded to the Jupiter Inlet for a suspicious device in the ocean, approx. 100 yards out. The person that located the device saw wires and a diode, believing it to be an explosive device. We first used the SeaBotix robot The generator used to power the robot was to view the device underwater. purchased with funds from a 2007 UASI Regional Grant. Fortunately, our FBI Bomb Technician Liaison was in town and available to assist us. He is also a former Navy EOD member. He dove on the object and connected it to rigging equipment so we could pull it to shore. Once on shore, we identified it as a Mark 25 flare. The Underwater Hazardous Device Search Course purchased with funds from the 2007 Port Grant will be of great benefit to the team. The course is tentatively scheduled for 12/12-16/2011. We will have our own trained divers to deploy. We will be able to respond more quickly and have people from the same team working on a device. The dive equipment we currently have was also purchased from the 2007 UASI Regional Grant. The 2007 UASI Regional Grant also purchased a General Dynamics remote firing device. EOD team does an explosive demolition because they save hundreds of feet of shock tube on each shot. Special Response Team (SRT) 24 | Page SRT purchased a Prime mover and an equipment trailer with UASI funding . This trailer houses WMD equipment and other specialized response equipment needed in emergency situations. On July 25, 2009, SRT responded to a residence at SW 99 Avenue and Sunset Drive reference a burglary. The house was tented for fumigation and it was believed that the burglars were inside the residence and needed medical attention. The UASI funded Prime mover and equipment trailer responded to the scene with SCBA equipment and protective UASI funded garments. The house turned out to be empty. SRT personnel and equipment has been staged at several high profile venues throughout the years. These events include World Series games, 2 Super Bowls, International banking conferences, and the Free Trade Area of the Americas (FTAA) conference. Incident Management Team (IMT) UASI funds were utilized to train the Rapid Deployment Force (RDF). The RDF, which was developed and is overseen and coordinated by the Miami-Dade Police - line response unit to spontaneous critical incidents and special requests for emergency Deployment of the UASI funded RDF have been local, regional, assistance. statewide in Florida and across the country. The RDF consists of sworn officer volunteers who undergo an extensive and rigorous 80-hour course of enhanced training in tactical response operations, weapons use, and specialized equipment. Course topics include riot control, chemical agents, disaster response, defensive tactics, building searches, active shooter response, and dignitary protection, among others. Leadership principles and physical conditioning are stressed during initial training and are again reiterated during quarterly training conducted at numerous locations throughout Miami-Dade County. RDF members are filtered throughout different areas within the Department, creating an environment for a more effective and timelier response to critical incidents and major events. 25 | Page A law enforcement officer (Pettit) was killed on Tuesday, August 5, 2008, at approximately 0855 hours, at the United States Postal Service mailing facility located at 16000 Pines Boulevard. A command post, which included several command vehicles from a plethora of law enforcement agencies including MDPD, was established to the east of the facility. Operations continued into the . Aviation Unit (AU) The Aviation Unit received UASI funds that were utilized to purchase a video downlink camera system which is used in a variety of situations . The system has infrared capabilities that allow the camera to be used in low light situations. It also has image stabilization and recording capabilities. This system is used daily in searches for wanted criminals, missing persons, and covert surveillance situations from up to 5000 feet away. This system has been used in several special events in recent years, including the Super Bowl and the Orange bowl. In Street Terror Offender Program (STOP) and Homeland Security operations, both involving extremely violent criminals, the video downlink from aircraft allows surveillance of the entire scene, providing a full view of all movement for immediate tactical response and a video of the entire investigation. This has proved crucial to successful investigations and also for Operation After Action Reports, and associated review, changes to response, and subsequent training. Marine Patrol Unit (MPU) 26 | Page The Marine Patrol Unit patrols the Port of Miami, the Miami River Port, and the Atlantic coastline adjacent to the county.
