ITEM BACKGROUND: From December 2010 to September 2011, Monroe County Solid Waste partnered with Radio Ritmo a campaign to educate residents and visitors whose first language is Spanish, regarding the county's commitment to recycling, and what materials are accepted by our contractors (haulers). According to the 2010 Census, we have approximately 16.7% (11,749) of the population whose first language is Spanish, with an additional 6.3% (4,404) whose first language is Spanish and though they speak English, they speak it less than "very well". These figures do not include Spanish speaking individuals who come to Monroe County to work and or visit. Radio Ritmo can be heard from South Dade to the southernmost point in Key West. The station can also be heard over the Internet. This year during our Hazardous Waste Collection events we were able to gauge the results of advertising on this station by the participation of non-English speaking residents in the event, especially from the area of Stock Island and Marathon. We also continue to receive phone calls from residents asking for more information about recycling and what materials to recycle. When the Trim Notices went out we received several phone calls from Spanish speaking listeners who own property in Monroe County and wanted to ask questions about their taxes and services. We also receive calls from parents after their child comes home and shares what he/she has learned in our school presentations. Further, Radio Ritmo is instrumental in spreading the word to residents about hurricane safety information, water quality warnings, and is instrumental in reporting timely information to residents and visitors. In the spirit of partnership the station is offering 12 months (l0/l/11 to 9/30/12) radio time for the price of 10 months. PREVIOUS RELEVANT BOCC ACTION: Previous approval 11/10.
