AGENDA ITEM WORDING:
Approval of the Selection Committee's selection of National Marine Waste Foundation, Inc.
(Foundation) for Keys -wide Mobile Vessel Pumpout Service and direction to negotiate a contract
between the County and the Foundation.
ITEM BACKGROUND:
At the January 2011 BOCC meeting, the Board heard a presentation by David Paul Horan, representing
the Foundation, who described the Foundation's willingness to provide free pumpout service to boaters
throughout the Keys, with financial support by the County and the Florida Department of
Environmental Protection Clean Vessel Act Program. The Board directed staff to develop a Request
for Proposals (RFP) for a Keys -Wide Mobile Vessel Pumpout Service, in order to outsource and
expand the existing County pumpout program. At the July 2011 BOCC meeting the Board gave
approval to advertise the completed RFP. Two proposals were received by the Purchasing Department,
and were evaluated and scored by a Selection Committee on September 27, 2011. Staff is
recommending approval of the Selection Committee's selection of the Foundation, and direction to
begin negotiating a contract with the Foundation.

SELECTION COMMITTEE
September 27, 2011 Meeting Minutes
The Selection Committee (Committee) met on Tuesday, September 27, 2011 at 2 p.m. in
the Planning Conference Room on the 2nd Floor of the Marathon Government Center,
2798 Overseas Highway, Marathon, Florida. The following members were present:
Christine Hurley, Growth Management Division Director; Townsley Schwab, Director of
Planning and Environmental Resources; and Richard Jones, Marine Resources Senior
Administrator. Members of the public in attendance were Bill Hunter, Bobby Mongelli
and Mark Kelner.
The Committee discussed the Objective of the Request for Proposals, the score sheets,
and the submitted proposals. A total of two proposals were submitted, including: LPS
Services, LLC and National Marine Waste Foundation, Inc. Both responses were
discussed. General comments included, 1) the fact that there were several irregularities
with the LPS Services proposal, including incomplete required forms, and 2) the fact that
LPS Services proposal did not include the current pumpout area of Key Largo and only
included the lower Keys in the vicinity of Stock Island.
The Committee then reviewed and discussed the proposals, specific to the Scoring
Criteria described in the Request for Proposals. After thorough discussion of each of ten
criteria, and comments from each committee member, individual scores for each criterion
were provided by each committee member. Final ranking was determined by averaging
the committee members' total scores. The final ranking was as follows:

The selection committee unanimously agreed that the National Marine Waste
Foundation, Inc. would be recommended to the Monroe County Board of County
Commissioners, and direction to negotiate a contract. The selection of the contractor is
based on the provision of all required certifications, licenses, and insurance policies prior
to the execution of a contract.
There being no further business, the meeting was adjourned at 3:00 pm.
