AGENDA ITEM WORDING:
Discussion onthe status of the Official Monroe County Land Use District (Zoning) Map
and the Official Monroe County Future Land Use Map (FLUM) and options relating to how the County may proceed to
update the map sets if deemed necessary.
ITEM BACKGROUND:
Currently, there are two sets of maps that directly relate to permitted land uses. First,there is
the zoning or official Land Use District Map associated with the Monroe County Land Development Code. Second,there
is the FLUM associated with the Monroe County Comprehensive Plan.
Land Use District Map (see Exhibit 1and 2)
In 1986, the County adopted a revised set of zoning regulations and series of land use district (zoning)maps (known as
the PattisonMaps) for all areas of the unincorporated county.
In 1992, a revised series of land use district (zoning)maps (known as the Craig Maps) was adopted for all areas of the
unincorporated county. These maps depicted boundary determinations carried out between 1986 and 1988. The Craig
Maps remain the official zoning maps of Monroe County; however, the maps as originally printed do not contain all of the
amendments carried out from 1992 to date. These modifications are found on errata maps/ordinance and arealso depicted
on the Monroe County GIS database.
Future Land Use Map(see Exhibit 3 and 4)
In 1993, the County adopted a Future Land Use Map (found in-compliance in 1997).
The 1997 FLUM remains the official future land use map of Monroe County. However, the maps as originally printed do
not contain all of the amendments carried out from 1993 to date. These modifications are found on errata maps/ordinance
and are also depicted on the Monroe County GIS database.
As part of the evaluation and appraisal of the 2010 Comprehensive Plan, Keith and Schnars, P.A., will be conducting a
compatibility analysis of existing land uses to the Future Land Use Designations. Monroe County can utilize this
compatibility analysis to propose future amendments to theFuture Land Use Map Series to correct inconsistencies.
PREVIOUS RELEVANT BOCC ACTION:
In 1986, the County adopted a revised set of zoning regulations.
Ordinance #33-1986 memorialized the approval. Ordinance #33-1986 also approved a revised series of zoning maps
(known as the 1986 Pattison Maps) for all areas of the unincorporated county.
In 1992, a revised series ofzoning maps was approved (known as the Craig Maps) for all areas of the unincorporated
county. These maps depicted boundary determinationscarried out between 1986 and 1988. The Monroe County Land
Development Regulations, portions of which are adopted by Rule 28-20.021, F.A.C., and portions of which are approved
by the Department of Community Affairs in Chapter 9J-14, F.A.C., were amended effective August 12, 1992. The
official Land Use District Map was revised to reflect the changes in this rule. The Craig Maps remain the official zoning
maps of Monroe County.
In 1993, the County adopted a set of Future Land Use Maps pursuant to a joint stipulated settlement agreement and Sec.
163.3184,Florida Statutes. Ordinance #016-1993 memorialized the approval.

7Currently, there are two sets of maps that directly relate to permitted land uses. First,there is the

12Zoning / LandUse District Maps:
13In 1960, Monroe County adopted its first zoning regulations that referenced zoning or land use
14districts. Resolution #Z-1 memorialized the approval.Zoning designations for specific
15properties were established by ordinance.

17In 1973, Monroe County adopted a revised set of zoning regulations that continued to reference
18zoning or land use districts. Ordinance #1-1973 memorialized the approval. Ordinance #1-1973
19also approved a series of zoning maps for all areasof the unincorporated countyby reference
20(also known as the pre-1986 zoning maps).These maps were effective from their approval in
211973 until the adoption of Ordinance #033-1986 in 1986.

23In 1986, Monroe County adopted a revised set of zoning regulations that continued to reference
24zoning or land use districts. Ordinance #33-1986 memorialized the approval.Ordinance #33-
251986 also approved a revised series of zoning maps (also known as the Pattison Maps) for all
26areas of the unincorporated countyby reference.This map series was signed by then Planning
27Director Charles Pattison in 1986 and consisted of 21 sheetsscaled at 1”=1000’. The Pattison
28Mapswere effective from their approval in 1986 until the final approval of revised maps in 1992.

4series was signed by then Planning Director Donald Craig in 1988 and consisted of 583sheets
5scaled at 1”=20’.

7Although signed in 1988, the Craig Maps did not receive final approval until 1992. The Monroe
8County Land Development Regulations, portions of which are adopted by Rule 28-20.021,
9F.A.C., and portions of which are approved by the Department of Community Affairs in Chapter

29Interpretation:
30Pursuant to MCC §102-21(b)(2)h., it is the authority and duty of the Planning Director to render
31interpretations of the Land Use District Map and FLUM.

33Recommendation:
34Concerning the Land Use District (Zoning) Map, due to the volume of map amendments and
35boundary determinations carried out since the current Land Use District Map’s initial adoption,
36the printed Craig maps (official zoning maps) do not reflect the current zoning designations. An
37up-to-date map series could be produced to reflect the numerous changes carried out.

39Concerning the FLUM, the high scale of the map series (1”=2,000’) originally adopted (sample
40attached as Exhibit 3) and the lack of depictions of roadways and parcel lines,lead to many
41interpretive boundary decisions by the Planning Director. An up-to-date series could be drawn at
42a more usable scale and include other elements.This updated map series could be produced after
43the completion of the Evaluation and Appraisal Report, which includes a compatibility analysis
44of existing land uses to the Future Land Use Designations. Thecompatibility analysiscan be
45utilized to identify and correct inconsistencies between the existing land uses to the Future Land
46Use Designations.
