The serial number issue was not discovered until May 4, 2010 when the radio marked with serial number 205CHX 1170 was lost for a few days and then found and sent to MCSO Communications, and they discovered that the sticker had been switched and was actually radio 205CHX1314. The radio originally reported missing 205CHX1314 is now back in our inventory, and radio 205CHX 1170 has never been found, and was the true identification of the one missing in Julv of 2008. Mr. Purtt advised me that in September of 2008, they had reported a portable fire radio as being stolen out of a fire truck located at the fire station on Sugarloaf Key. Recently, Lt. Boveda turned in a radio. When this radio was sent to radio maintenance, the internal computer revealed that the actual serial number of that radio was 205CHS1314. This being the radio that had been reported stolen from the fire truck. I attempted to located the offense report where the radio was reported. I was unable to located any offense. I did locate CAD incident number MCS008CAD092220 where Dep. Powers was dispatched to the report. Dep. Powers cleared this call without any report. I have no knowledge as to why a report was not completed at that time and since then, Dep. Powers has transferred out of this patrol area. Because of this, I had dispatch cross reference the original CAD number to this offense number and generated the case. The now missing/stolen radio with serial number 205CHS1170 was entered by dispatch as stolen. On May 18, 1 made contact with Lt. Boveda who had been assigned radio serial number ....1170, but when turned in was discovered to be the originally stolen radio with serial ....1314. Lt. Boveda stated that he has no idea as to how this could have happened or how the sticker with serial number ....1170 got applied to radio 1314. Boveda stated that he was issued a radio, used it during normal business and when required, turned it in. I asked Boveda if there was any reason whey his finger prints might be on the underside of the applied serial number sticker. He told me no, that his prints should not and would not be there. I transported the radio to CST Underwood who removed the falsely applied serial number and attempted to obtain any prints. THis effort produced no latent prints of value. The radio was returned to Mr. Prutt. This evidence log was recorded on property receipt 132177. While Monroe County Fire/EMS does wish to press charges, there are no further leads to follow with this case. Therefore, the case is being placed in an inactive status until such time as more information may become available. My recollection is that it took many months to process the insurance claim while coordinating and reconciling with the U.S. Department of Agriculture, Division of Forestry, and that approximately one year after the hurricane, late in 2006, this truck with the skid tank and pump still attached was picked up by a U.S. Department of Agriculture, Division of Forestry contractor and towed away to be re-inventoried/outfitted by the US Forest Service and issued to another fire station somewhere in Florida. I do know also that due to Hurricane Wilma, the equipment suffered severe saltwater damage and most likely was completely disassembled and mechanically overhauled. The skid tank and pump should have been written off by Monroe County, with a zero value at the time it was picked up by the U.S. Department of Agriculture, Division of Forestry late in 2006. There is no way that this tank and pump were physically inventoried in Monroe County after that time. I Hope will help out with your inventory situation. Have a good weekend. Upon arrival, I met with the reporting erson, Daniel Offense Report Page 3 of 5 Cassel, who said an unknown person entered through the front gate of the property and four storage sheds located inside. Cassel said that the incident occurred sometime between 4:20 p.m. on June 3, 2009 and 1:30 p.m. today. Cassel said that the front gate and all sheds were secured with combination locks. There was no forced entry, it appeared as if the suspect knew the combination to the locks. I asked Cassel who had access to the combination and he advised that numerous people had it. He said that all the fire rescue personnel, public works employees, and even a private construction company that had been working at the facility was given the code. Cassel told me that he did not have an accurate account of the items missing, but said that he would call me as soon as he had additional information. He provided an approximate value of the items to be $60,000. Cassel supplied a partial list of stolen items to be; air compressor,extension prop, cooling fan, two portable generators, saw, cordless drill, sawzall, gas weed eater, chainsaw, drill and driver set, pressure washer, and two complete extraction kits. The Connex (storage sheds ) are metal frame containers for storage. They have double doors on one end for access to the container. The doors were secured with combination locks. The front gate was also secured with a chain and lock. Entry to the property was gained by removing the chain and lock from the front gate and the storage containers. The inside of the containers appeared undisturbed. I was unable to locate the combination locks or the chain on scene. Examination of the exterior of the scene revealed no additional information. Detective H. Boyden arrived on scene. He processed the scene with negative results. As of this report, no witness or suspect is known to exist. At this time I surveyed the scene and through my investigation there was very little evidence that was obtained. I attempted to lift prints off of several surfaces that could possibly result in latent lifts without success. I learned that the combination to all of the locks, except for one, are the same. On the storage unit that has the different combination, the same combination numbers as the rest of the locks, were set on the lock, but it did not open. In my interview with the two reporting parties, I learned that all of the Monroe County Fire Fighters (past and present), all of the Monroe County Public Works employees (past and present), the Monroe County Sheriffs Office pre-release trustees (inmates) that have worked and currently work for the Public Works Department, and all the private contractors that have worked and currently work for the Fire Department, know the combination of the front gate and storage container locks. The reporting parties were unable to provide me with a physical head count of individuals that know this combination. The reporting parties were notified at the scene, that to locate the individuals responsible for this would be very difficult. I also asked them to monitor Craig's List and E-Bay for possible listing of these items for sale. I asked this of the R/P's as they know what they are looking for. July 6, 2009 I made a call to Capt. Cassel, in reference to this case and received his voice mail. I left a message for him, requesting a call back in reference to this case. I received a call back from Capt Cassel in reference to this case. He informed me that he has been searching the internet for the stolen items without success. 89346-"''"--- '""--- Status: APPROVED JAMES E NORMAN Vn72 19.11 7Rf2l109 16:18 On June 4, 2009, at approximately 1:45 p.m., I responded to 56W Overseas Highway Marathon, FL ( Monroe County Fire Training Academy), in reference to a burglary and theft. Upon arrival, I met with the reporting person, Daniel Cassel, who said an unknown person entered through the front gate of the property and four storage sheds located inside. Cassel said that the incident occurred sometime between 4:20 p.m. on June 3, 2009 and 1:30 p.m. today. Cassel said that the front gate and all sheds were secured with combination locks. There was no forced entry, it appeared as if the suspect knew the combination to the locks. I asked Cassel who had access to the combination and he advised that numerous people had it. He said that all the fire rescue personnel, public works employees, and even a private construction company that had been working at the facility was given the code. Cassel told me that he did not have an accurate account of the items missing, but said that he would call me as soon as he had additional information. He provided an approximate value of the items to be $60,000. The Connex (storage sheds) are metal frame containers for storage. They have double doors on one end for access to the container. The doors were secured with combination locks. The front gate was also secured with a chain and lock. Entry to the property was gained by removing the chain and lock from the front gate and the storage containers. The inside of the containers appeared undisturbed. I was unable to locate the combination locks or the chain on scene. Examination of the exterior of the scene revealed no additional information. Detective H. Boyden arrived on scene. He processed the scene with negative results. As of this report, no witness or suspect is known to exist. At this time I surveyed the scene and through my investigation there was very little evidence that was obtained. I attempted.to'lift prints off of several surfaces that could possibly result in latent lifts without success. I learned that the combination to all of the locks, except for one, are the same. On the storage unit that has the different combination, the same combination numbers as the rest of the locks, were set on the lock, but it did not open. In my interview with the two reporting parties, I learned that all of the Monroe County Fire Fighters (past and present), all of the Monroe County Public Works employees (past and present), the Monroe County Sheriffs Office pre-release trustees (inmates) that have worked and currently work for the Public Works Department, and all the private contractors that have worked and currently work for the Fire Department, know the combination of the front gate and storage container locks. Cassel, in reference to this case and received his voice mail. I left a message for him, requesting a call back in reference to this case. I received a call back from Capt Cassel in reference to this case. He informed me that he has been searching the internet for the stolen items without success. I told Cassel that I would be putting this case inactive pending any solid leads. While discussing the case, I asked Hover if there was any type of inventory list for the radio and the equipment that was missing. Hover said the equipment was issued to a station and not just to a person. The radio's should have a check list as to who they are assigned to. I then asked if the equipment is only checked once a year, monthly or daily. Hover said that any equipment above $1000.00 is checked daily and if they are missing anything, a report should have been made. Hover asked me to get back with her in a weeks time, so that she could check for the report that should have been filed. Hover supplied me with copies of all the station's where the equipment was missing from, their contact numbers, and personal name. On 06/29/2011, 1 met with Susan Hover at her office (490 63rd Street #140). Hover, after going back on the paper work for the station, it was determined that both radios reported as missing were previously reported to MCSO (1-radio was 09-OFF-000869 and the 2-10-OFF-003734). The Jaws Of Life was previously reported to MCSO (#09-OFF-004682). These items have already been reported as stolen and entered into FCIC/NCIC, so I have removed them from the F-7 of this report. Hover said the rest of the items were just assigned to different stations and as of this time, are not accounted for and they have. As the equipment inventory & tracking methods used by the department appear to be ineffective, it is impossible to determine if the equipment listed in F-7 are lost, misplaced, or stolen. At this time there are no suspects or witnesses. All leads exhausted -- request this case be closed inactive. UPON MY ARRIVAL I MET WITH SUSAN HOVER (EMPLOYEE) WITH THE MONROE COUNTY CLERK'S OFFICE. SUSAN TOLD ME THE MONROE COUNTY CLERKS OFFICE PERFORMED A PHYSICAL INVENTORY OF ALL MONROE COUNTY FIRE RESCUE'S CAPITAL FIRE EQUIPMENT ITEMS FROM JUNE 22, TO JULY 22, 2010. IT HAD BEEN DISCOVERED THAT SEVERAL ITEMS WERE MISSING FROM VARIOUS FIRE STATIONS THRU OUT THE COUNTY. OVER THE PAST 11 MONTHS SEVERAL FOLLOW UP VISITS WERE MADE TO VARIOUS LOCATIONS IN AN ATTEMPT TO LOCATE THE EQUIPMENT. SEVERAL ITEMS WERE EVENTUALLY LOCATED, BUT SEVERAL WERE NOT. While discussing the case, I asked Hover if there was any type of inventory list for the radio and the equipment that was missing. Hover said the equipment was issued to a station and not just to a person. The radio's should have a check list as to who they are assigned to. I then asked if the equipment is only checked once a year, monthly or daily. Hover said that any equipment above $1000.00 is checked daily and if they are missing anything, a report should have been made. Hover asked me to get back with her in a weeks time, so that she could check for the report that should have been filed. Hover supplied me with copies of all the station's where the equipment was missing from, their contact numbers, and personal name. On 06/29/2011, 1 met with Susan Hover at her office (490 63rd Street #140). Hover, after going back on the paper work for the station, it was determined that both radios reported as missing were previously reported to MCSO (1-radio was 09-OFF-000869 and the 2-10-OFF-003734). The Jaws Of Life was previously reported to MCSO (#09-OFF-004682). These items have already been reported as stolen and entered into FCIC/NCIC, so I have removed them from the F-7 of this report. Hover said the rest of the items were just assigned to different stations and as of this time, are not accounted for and they have. As the equipment inventory & tracking methods used by the department appear to be ineffective, it is impossible to determine if the equipment listed in F-7 are lost, misplaced, or stolen. At this time there are no suspects or witnesses. All leads exhausted -- request this case be closed inactive. In a sworn statement Susan Hover wrote that when she reported all the missing equipment on 06/01/2011,it was later discovered during a physcial inventory that another SCBA (county ID #4912,1417-337,SCBA/self containing breathing, ten 8 fire equipment, make MSA, model#MMRXTREME, serial #EX036208) that was assigned to Battalion Chief (acquired 01/21/04, priced at $2,345.00). The Battalion Chief recalls turning it in to Logistics for servicing (Chief did not get a receipt), Hover said she checked with servicing vendor and search all possible locations but it was never found.
