AGENDA ITEM WORDING: Receipt of monthly report on change orders reviewed by the County
Administrator's Office.
ITEM BACKGROUND: There was one change order considered and approved by the County
Administrator for the period beginning July 1, 2011 and ending July 31, 2011 for the Detention Facility,
and no change order requests denied by Project Management or Engineering Services.
PREVIOUS RELEVANT BOCC ACTION: On September 9, 1998, Ordinance No. 026-1998 was
adopted in order to provide that the County Administrator may approve separate, non -cumulative
change orders for construction projects and professional service contracts in amounts not to exceed
$25,000.00 or 5% of the original contract price, whichever is greater. The BOCC requested a monthly
report of all change orders considered by the County Administrator.

Attached for approval is an original of Change Order No. 1, executed by
the Contractor and myself for the project referenced above. This is an
add change order for $1,100.00
In lieu of installing zinc -coated steel pipe hangers, couplings, rods and
anchors for the above ground piping as was all6wed in the bid
documents, it is the Owner's Representative's request to change the
material from zinc -coated steel to stainless steel of which should be
maintenance free for the next 20 years. This is an added value to the
County with an estimated net financial benefit and 20-year lifetime
savings of $8,700.00 as follows:
Replacement cost of pipe hangers, rods and couplings at least two
times in the next twenty years: Labor = 1 hr. @ $25/hr. for 50
hangers = $1,250 X 2 replacements = $2,500; Materials = $5 ea. X
50 = $250 X 2 replacements = $500; Labor of $2,500 + Material of
$500 = $3,000 20-year replacement cost
Painting cost every two years = Labor = .5 hr. @ $25/hr. for 50
hangers, rods & couplings = $625 per painting X 10 applications =
$6,250; Material @ $60 each X 10 applications = $600 + Labor of
$6,250 = $6,850 20-year painting cost.
20-year replacement & painting cost = $9,850 - cost of stainless
steel replacement of $1,100 = $8,750 of lifetime savings. This
provides a value of $438/year ($8,750/20 years = $437.50) of
which translates to a 2.5 year payback ($1,100/$438 = 2.5)
The contractor has negotiated out his original cost for this material and
painting, bringing the cost of the change down to $1,100. This revises
the contract amount to $50,892.00. The budgeted amount for this
project is $55,000.00. Therefore, approval is recommended. Please

Attached is a proposed change order for MECO of North Florida. (Change Order #1 is
for increase of $1,loo.00 for fuel piping replacement at the Monroe County Detention
Center
According to the ordinance adopted by the Board of County Commissioners, proposed
change orders are to be presented to members of the Board of County Commissioners
prior to approval, assuming they are within the Administrator's prescribed limits.
Change orders not within the Administrator's authority are placed on the BOCC agenda.
The Deputy Administrator intends to app ove this change order on Tuesday, July 5,
2011.
