TARGET ELEVATION RE-EVALUATION New target elevations for the roadway design in the both communities were calculated by Judith Clarke and sent to WSP in an email on January 25,2021. The scope of work for WSP for this task included to verify these target elevations,including coordination and email correspondence. The new target elevations were determined as 13"NAVD88 for Twin Lakes and 19"NAVD88 for Sands. FEASIBILITY AND COST COMPARISON MEMO BETWEEN USING INJECTION WELLS VS. OUTFALL DISCHARGE As requested by Ms. Clarke,WSP shall prepare a Memorandum providing a technical and economical comparison between the use of injection wells versus outfall discharge for the stormwater management. Currently,WSP's design is close to 100%and under County's permitting and includes injection wells as part of the design. This Memo shall be prepared to be presented as an opinion of the technical approach and a rough estimation of the potential cost of construction of a system discharging via an outfall.Any technical data or economic value related to the injection wells is based on the design conducted by WSP,thus far.Additionally,WSP shall identify any permitting issues that may vary between the two alternatives. Following are the sub-tasks related to the effort associated with Task 2: — Compile and list main key technical points related to the stormwater conveyance system, using injection wells or outfall discharge — Provide a list of main components of both systems and list approximate construction costs per latest Opinion of Probable Construction Cost(OPCC)and a Rough Order of Magnitude Estimate(ROME), for the injection wells and outfall discharge,respectively. — List any permitting issues that varies between the two alternatives — Present a summary indicating our recommendations Assomptio n — Only one(1)round of comments from the County will be addressed :delis erables — Memorandum providing a technical and economical comparison between the use of injection wells versus outfall discharge(pdf) Delherables Schedule 5 days from NTP: Final report submitted for the County's review 5 days from comments back from the County: Final memorandum submitted to the County P;u;t 4 TASK 3. RE-DESIGN OF SANDS PUMP STATION The design effort for this task outlines revising the location of the proposed pump station and associated equipment at Big Pine Key, Sands Community,to comply with requirements for the Planning Commission variance and meet Monroe County Land Development Code. During the course of the project's design,WSP has developed multiple schematic layouts of the pump station,distributed on one and two lots,at no cost to the County,to proactively support the approval process of the location of the pump station. Based on the latest of these layouts,the County's Planning Director has also released comments,which serve as part of basis for Task 3. Under this task,WSP will redesign the location of the pump station equipment and associated appurtenances,keeping in mind the available space provided in the two lots and the County's code requirements.WSP will implement the necessary engineering to accommodate the pump station within the lots;however,it is expected that some of the requirements might be subject to variances,based on the available information. This design effort will require close coordination between the civil, electrical, structural and mechanical/drainage designers to be permittable and constructible.Once the layout is revised,it will be necessary to redesign pipe connections to the pump station and redistribution of the mechanical components of the pumps. Structurally,these changes will affect available space for means of egress,lightning protection and other requirements from the building department. Amendment 4 also includes the redesign of the pump station due to the increase in project area. This is described under Task 6. The activities listed below shall be performed under this task, which are not part of WSP's original Scope of Work: - Revise pump station layout and location, and associated equipment and piping to use lot 302870 and lot 302880,located within the Sands community - Provide new layout and location to meet required setbacks,per Monroe County Land Development Code,based on the available space within the aforementioned lots - Add a buffer yard Class C around the pump station and associated equipment per County code. The County shall provide complete directions, details and specifications to include in the construction documents for the contractor's information.Any post design services associated A ith this activity shall be provided by the County. - Revise the pump station structural design,including FEMA's 500-year storm flood elevation requirements To accommodate this additional design effort,WSP will provide services for the structural design, developing of a new site plan and coordination with the County and subconsultant, as described below. - Serve as main coordinator and manager of the project with the County,APCTE and Longitude - Attend up to(2)meetings with the County - Prepare and provide updated site plans - Prepare and provide updated drainage plans - Prepare and provide updated structural plans - Prepare and provide signed and sealed site plans,per the Planning Commission variance requirement TASK 4. ELECTRICAL CONDUITS INSTALLATION FROM US1 AND LAKE ST. TO CRANE ST. AND ADAMS DR. As part of the design of the Pump Station for the Sea Level Rise Project in Key Largo,the power utility provider in the area, Florida Keys Electrical Company(FKEC),indicated that new conduits need to be installed to provide the necessary 3 phase power for the proposed drainage pump station. FKEC,the County and WSP met on 11/11/2020 to discuss the requirements and guidelines for the new piping installation,as shown in the Minutes of Meeting,Attachment D-1. The southern portion of this task, from US 1 to Brown St.,is not part of the original SLR project area.Additional information shall be obtained for the piping design and installation, such as a topographic survey, existing utilities,geotechnical information, etc. This data is listed below, as a component of the necessary scope to complete the task of the subject. Per your request,this proposal outlines the design effort related to the electrical conduits' installation. Services to be provided shall include the following activities: 1. Coordination with FKEC,Monroe Co.,utility owners including FDOT,and WSP subconsultants,part of this amendment. 2. Development of Complete Engineering Plans for the installation of electrical conduits. Plans shall be submitted in review phases as follows: 50%, 90%and 100%for review and comments by FKEC,the County and FDOT. 3. Preparation of Contract and Bid Documents for the County. A:sswuptio ns 1. All review and approval of the design package is to be done by FKEC,the County and FDOT only. 2. Survey and Geotechnical information used for the Sea Level Rise Pilot Project will be used for this contract,as well. 3. Design of relocation for other utilities is not included in this proposal. 4. It is assumed that WSP will receive review comments from FKEC, the County and FDOT on all deliverables within 2 weeks following delivery.No more than one(1) review set from each party(3 in total)will be addressed per delivery. 5. This proposal was prepared considering trenchless technology.WSP will prepare full signed and sealed construction documents for the directional drilling design. 6. Design of roadway improvements including roadway reconstruction and preparation of signage and pavement marking plans are not included as part of this proposal. 7. Design of detailed/phased MOT plans are not included as part of this proposal.A conceptual MOT plan shall be prepared. 8. It is assumed there is no ground water or soil contamination within project areas that would require additional design and permitting.If these tasks are required by Regulatory Agencies, they will be part of a separate scope of work. 9. No wetland delineations or remediation are included in this proposal. RAISE ROADS AT TWIN LAKES TO THE NEW TARGET ELEVATION The current project entails 4,600 LF of roadway improvements for Twin Lakes community, raising the roads up to 6"above 0.0'NAVD88. The project is near 100%design development and the redesigned will require modification of most of the disciplines down to 30%design. The scope of work for this amendment will entail to raise the roads additionally 7"to the new target elevation of 13" for Twin Lakes. The work effort due to this elevation increase will include to redesign 4,600 LF of roadway,redesign ditches and harmonization with properties along the road,redesign the barrier wall along Shaw Drive and to update the drainage collection system. The following are the subtasks to perform Task 5: Ta sk 5,1 —Project Management - Coordination with Terracon,APCTE and the County - Management of files and finance of the project - Research and coordination with permitting agencies:NPS,USACE and the County Deliverables: - Progress Reports Task Sulk—Utilities Coordination - Contact all utility owners for their review of the proposed design to avoid potential conflicts.With a significantly higher edge of pavement, sanitary and water facilities will likely be affected. According to our geotechnical sub-consultant it will be hard to protect the base and sub- base if we are adding this much asphalt on top.We may need to go with reconstruction instead of resurfacing&overbuild.Reconstruction might also be the most cost-effective solution since a lot of overbuild is costly. pa' e'10 Drainage analysis: Raising the road with 7"will require redesign of the ditches.The rim elevations of the catch basins will change, and low points have to be shifted.Analysis/design of harmonization to properties to verify low point elevation with relation to crown of the road and property line. - Adjustment of roadway plan&profile(18 sheets): Plan view:update limits of reconstruction,overbuild and milling&resurfacing (including labels and patterns);update roadway geometry(different width of road depending on if it is only milling&resurfacing or also overbuild); generally update and adjust labels Profile view: raise profile;update all labels associated with profile (including geometry labels);update limits of reconstruction,overbuild and milling&resurfacing;update barrier wall limits and labels Adjust typical sections(2 sheets): Change limits of typical sections and update and create new typical sections based on the pavement design analysis. RAISE ROADS AT SANDS TO THE NEW TARGET ELEVATION The current project entails 1,700 LF of roadway improvements for Sands community,raising the roads up to I I"above 0.0'NAVD88. The project is near 100%design development and the redesigned will require modification of most of the disciplines down to 30%design. The scope of work for this amendment will entail to raise the roads additionally 8"to the new target elevation of 19".Additionally,during the 30%design development WSP will add the east end of Ave G to the project area for the ICPR model,to inform the County whether this increase in project area would result in a significant redesign of the pump station or not. According to our geotechnical sub-consultant it will be hard to protect the base and sub- base if we are adding this much asphalt on top.We may need to go with reconstruction instead of resurfacing&overbuild.Reconstruction might also be the most cost-effective solution since a lot of overbuild is costly. Pa,,e 14 Adjust&extend hydrological model(ICPR): The east end of Ave G(from 4"' Street east to the road terminus adjacent to the bay)will be added to the project are for the ICPR model. This will inform the County whether the increase in project area would result in a significant redesign of the pump station or not. Shall the County decide to move forward with the design of roadway and drainage improvements for Ave G,a separate scope and fee will be prepared by WSP. The adjusted hydrological model should include the additional area evaluation, identification of the drainage collection system,design storm transit and modeling, stage storage analysis, definition of the rating pumps of the pumping equipment, definition of the number and locations of the injection wells and mass balance results. - Drainage analysis: Raising the road with 7"will require redesign of the ditches.The rim elevations of the catch basins will change, and low points have to be shifted.Analysis/design of harmonization to properties to verify low point elevation with relation to crown of the road and property line.
