Resolution 119-2021 MONROE COUNTY, FLORIDA MONROE COUNTY BOARD OF COUNTY COMMISSIONERS RESOLUTION NO. 119 -2021 A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS IN SUPPORT OF HB 7019 ESTABLISHING A RESILIENT FLORIDA GRANT PROGRAM FOR LOCAL GOVERNMENTS FOR RESILIENCE PLANNING AND PROJECTS TO ADDRESS THE ADVERSE IMPACTS OF FLOODING/SEA LEVEL RISE, AND REQUIRING THE STATE TO EVALUATE THE COSTS OF PROJECTS NECESSARY TO MINIMIZE THE ADVERSE IMPACTS OF FLOODING/SEA LEVEL RISE, AND FOR THE BILL TO ALSO INCLUDE A REQUIREMENT THAT THE STATE IDENTIFY LOCAL AND STATE FUNDING OPTIONS TO MEET THOSE COSTS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, HB 7019, a proposed committee bill recently introduced during the 2021 Florida Legislative Session. named "Always Ready" by House Speaker Chris Sprowls, is designed to support Florida's response to the impacts of sea level rise and flooding: and WHEREAS, HB 7019 "recognizes that the State is particularly vulnerable to adverse impacts from flooding resulting from increases in frequency and duration of rainfall events, storm surge from more frequent and severe weather systems and sea level rise": and WHEREAS, HB 7019 acknowledges that adverse impacts "pose economic, social, environmental and public health and safety challenges to the State," and to "coastal and inland communities"; and WHEREAS, HB 7019 establishes the "Resilient Florida Grant Program' allocating $100M a year(starting in 2022-2023)to provide funds to local governments to address flooding and sea level rise via a ranked project list with a 50% local match requirement; and WHEREAS, HB 7019 also directs the State Department of Environmental Protection to develop a 3-year Statewide Flooding and Sea Level Rise Resilience Plan: and WHEREAS, HB 7019 also directs the State Department of Environmental Protection to develop a Comprehensive Statewide Flood Vulnerability and Sea Level Rise Assessment; and WHEREAS.HB 7019 directs the State Office of Economic Demographic Research to conduct and analysis"to evaluate the cost of resilience efforts necessary to address flooding associated with sea level rise, high tide events, storm surge. flash flooding, storm water runoff and increased precipitation over a 50-year planning horizon" and to "assess future expenditures required by federal, state and local governments required to achieve the Legislature's intent of minimizing the adverse impacts:"and WHEREAS, Monroe County Board of County Commissioners urges the State to include in their analyses an identification and evaluation of state and local funding options available and necessary for local governments to minimize the adverse impacts of flooding and sea level rise to protect their local economies and preserve the value of their real and natural assets; and Page I 1 WHEREAS. the Monroe County Board of County Commissioners appreciates the States recognition of the immense resilience challenges facing the State and local communities, strongly supports this legislation,and further urges the inclusion of a meaningful evaluation of the financial resources required by local communities to meet our resilience challenges; and NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1. The Monroe Board of County Commissioners urges the Florida Legislature to support HR 7019. and the funding options necessary to meet its intent. I Section 2, Directs the Clerk of the Board to transmit a certified copy of this resolution to Governor Ron DeSantis, Senate President Wilton Simpson. House Speaker Chris Sprowls, Senator Ana Maria Rodriguez(District 39)and Representative Jim Mooney(District 120). Section 3. This resolution shall become effective upon adoption.
