Scope of Work
PROJECT DESCRIPTION
The proposed project is a containment pad for a new 18,000-gallon UL2085 fuel tank. Design and installation of
the fuel tank will be performed by others. The proposed containment pad will be located directly adjacent to
the existing fuel tank.
This project with this Scope of Work consists of design, modification to the existing water management permit and
bidding and award phase services associated with the construction of the containment pad. (see Figure 1). The
proposed containment pad and fuel tank will impact the adjacent airport parking lot. Modification to the parking lot
and curb associated with impacted parking spaces will be included in the design documents. Impacts to the parking
lot are due to National Fire Protection Association(NFPA)offset requirements to fuel tanks.

The containment pad will be designed in accordance with the American Association of State Highway and
Transportation Officials (AASHTO) Guidelines for Geometric Design of Low-Volume Roads, dated 2019, the latest
version of the Florida Department of Transportation (FDOT) Manual of Uniform Minimum Standards for Design,
Construction and Maintenance for Streets and Highways, commonly known as the"Florida Greenbook" and FDOT's
Design Manual.
SCOPE OF WORK
The CONSULTANT (McFarland-Johnson, Inc.) will provide the following professional services under this scope of
work as related to the above-described project: preliminary and final design, specifications, assistance in bidding,
and opinion of probable construction cost. Due to the proximity with recent design projects, no topographic survey
or geotechnical investigation is included.
The project will be completed by Monroe County(COUNTY). The COUNTY shall be responsible for the final decisions
regarding programming,costs,and plan details.
1. Administration/Project Management
The following items of work shall be completed under the Administration/Project Management task:
A. Coordination with the AIRPORT staff and Signature Flight Support and utility company personnel
regarding owned and/or operated facilities that may be impacted by the project.
B. Existing topographical survey and geotechnical investigation provided during the Access Road and
Maintenance Facility design projects will be utilized.
C. Submission of construction documents and a building permit application to the COUNTY,
allowing the contractor to obtain a building permit upon contract award.
D. Virtually attend up to two (2) meetings with the AIRPORT and/or Monroe County planning and
building department representatives to facilitate coordination and project reviews.
2. Preliminary Design(50%)
A. Submit Site Plan Approval Application including conceptual typical sections and plans of the
containment pad and parking lot modifications to the COUNTY for preliminary review.
B. Based upon the Conceptual Design the CONSULTANT will further develop the conceptual
containment pad and parking lot plan modifications layout, typical sections, profile, drainage and
grading.
C. Prepare preliminary plans and details based upon site plan submission requirements from Monroe
County Building Department and information gathered to date. The information to be included will
be:

D. Prepare a Draft Stormwater Pollution Prevention Plan and submit to AIRPORT and COUNTY for
review/approval.
E. Prepare preliminary set of specifications (project manual). FDOT specifications will be utilized
for all work. When special specifications are required,they will be prepared in the same format
as the other technical specifications and will be assigned an individual identifier that
distinguishes them from the standard specifications.
F. Prepare a Preliminary Engineer's Opinion of Probable Costs for each major element in the
project. This estimate will be compared to the AIRPOORT's budget to determine if portions of
the bid plans should be revised/modified in order to bring the project within the current budget.
G. Submit preliminary plans and specifications to the COUNTY AND AIRPORT for review.
H. Meet with AIRPORT staff to discuss review comments from the AIRPORT and other local
government departments and boards.
3. Final Design(100%)
A. Submit a 95%set of plans and specifications to the AIRPORT for review.
B. After receipt of 95% set review comments from the AIRPORT, complete the drawings and
specifications for bidding and construction purposes.
C. Prepare a bid package to reflect the specific requirements of the COUNTY. This will include the
Notice to Bidders, the standard contract form, the bidding forms, contractor assurances and
questionnaire,the standard provisions and conditions,and the specifications.
D. The bid set drawings will be stamped and signed by an engineer/architect registered to practice in
the State of Florida.
E. Prepare final quantity take-offs from the various design documents, by type of material and FDOT
Specification identifier. An updated opinion of probable construction costs will be generated and
compared with the available budget for the project.
F. Obtain permits, as required, to allow construction of the project. At this time, the anticipated
permits required for this project are as follows:

• Site Plan approval from the COUNTY for the proposed improvements to the site.
• Stormwater Pollution Prevention Plan approvals from the COUNTY, FDEP and SFWMD as
appropriate.
G. Attend a final project meeting with AIRPORT staff to review the final construction documents
and determine the project bidding schedule.
H. Provide an electronic print ready copy of the bid set to the COUNTY for advertisement via
DemandStar.
4. Environmental Permit Coordination and Preparation
A. Modify the existing SFWMD permit prepared for the Access Road.
B. Prepare for and virtually attend one (1) on-site meeting with SFWMD to facilitate the permitting
processes.
S. Bidding and Award Assistance
A. Attend and facilitate a project pre-bid meeting to discuss specific project requirements with
prospective bidders and answer any questions. Document the meeting proceedings in a formal
set of meeting minutes.
B. Provide responses to questions received from potential bidders through the COUNTY, and issue
formal contract addendums as required.
C. Prepare and compile bid results,contact the selected contractor,and draft award letters prior to
the start of construction. The CONSULTANT will also assist the AIRPORT in reviewing and
forwarding contracts for execution by the selected construction contractor.
DESIGN ASSUMPTIONS
The following assumptions form the basis of this scope of work. Any changes to the following assumptions will be
considered and change in project scope and may require a change in the project budget:
• Bidding for the project is anticipated to occur in the Summer 2021.
• Application, review and permit fees will be the responsibility of the AIRPORT.
• This contract provides services only through the bidding and award process. A separate contract will
be executed for the construction phase.
PROPOSED SCHEDULE OF COMPLETION
The CONSULTANT agrees to complete the work under this phase of the Agreement in a manner satisfactory to the
SPONSOR within 5 months from NTP to bid documents (excluding project bidding and award) after receiving an
executed copy of this contract from the SPONSOR accompanied by a resolution from its governing body authorizing
said execution or within such extended periods as agreed to by the SPONSOR. The schedule breakdown is shown
