AGENDA ITEM WORDING: Approval to apply to the Federal Aviation Administration (FAA)
for Passenger Facility Charge (PFC) Application 420 funding for the Key West International Airport
and to accept public comment on the County's application for 30 days upon the posting of the
required Public Notice.
ITEM BACKGROUND: The Key West International Airport (EYW) intends to file PFC
Application No. 20 to impose and use PFCs to fund, in part, the following projects:
1. EYW new Concourse A and Terminal Improvements Program Debt Service
2. EYW Commercial Apron Expansion
3. PFC Administrative Costs
Upon a preliminary meeting with the FAA and an Airline consultation meeting, the County will
accept public comment as part of the passenger facility charge (PFC) application process under 14
CFR § 158.24. Additional information about this PFC application and the projects (including project
description, costs, funding sources, timing and justification)will be posted on the Key West
International Airport's website: ww.eyw.com
Comments from the public will be accepted for 30 days as described on the website.

• Project Description: This project is to fund debt service of up to $2,000,000 per year for 28 years to repay the
debt that will fund the construction of the new second-level Concourse A of approximately 49,000 square
feet;glass enclosed passenger loading bridges;expansion of additional baggage make up areas and devices,
airline ramp/office spaces, ramp equipment storage areas and an additional bag claim device; an expanded
security checkpoint with area to support up to 4 lanes and added support spaces; a new extended passenger
bridge located post security will connect the existing terminal building with the new Concourse; a new
pedestrian bridge for public access to airport administration offices;and an expanded rent-a-car facility area '✓
and baggage service offices.
Project Justification: Key West International Airport is experiencing tremendous passenger growth. The
increased passenger peak hour demand has stressed the terminal passenger processing capabilities for both
arrivals and departures to include, ticketing area, security checkpoints, outbound baggage conveyor,
departures lounges, baggage claim and aircraft operations. Concourse 'A' addresses the deficiencies while c,
providing an improved level of service. CL

• Project Description: The proposed expansion of the commercial apron as identified in the EYW Master Plan
Update will include airfield signage, marking, and lighting and would add approximately 13,200 square
yards of concrete pavement. Approximately 2,000 cubic yards of fill material would be placed to allow the
new apron pavement to meet the grade of the existing apron and to regrade the surrounding land to
match existing grades.The project will include drainage improvements to accommodate the additional
expanded pavement. The project will also include the design of the mitigation areas to offset the impacts
of the expanded apron area.
Project Justification: Key West International Airport is experiencing tremendous passenger growth.
Congestion on the commercial apron results from the number of commercial aircraft operations at EYW
during peak periods, as well as a trend towards larger aircraft serving EYW. The Airport needs to reduce the
congested conditions of the commercial apron by meeting FAA airport design standards for the fleet currently
operating at EYW to (1) maintain safe conditions while improving the efficiency of aircraft operations on the
apron, (2) alleviate congestion on Taxiway A, and (3) minimize the risk of passengers inadvertently boarding N
the wrong aircraft. The expansion of the commercial apron will be needed to achieve these goals..

Project Description: Includes professional fees for services rendered from the County's consultant in
developing PFC Application No. 21-20-C-00-EYW.
Project Justification: The justification for this project(PFC Administrative Costs) is the same as the justification
for other projects in PFC Application #21-20-C-00-EYW. This project is eligible in accordance with 14 CFR §
158.3, "allowable costs" as explained in that section's preamble.
Project Objective: This project will preserve capacity.
