ITEM BACKGROUND:
The Florida Department of Transportation ("FDOT") announced the 2021 Transportation
Alternatives ("TA") application cycle on January 6th, 2021. The TA is federal funding available for
non-motorized transportation that is administered through the FDOT. The current application cycle
was open until February 19th 2021.
As part of the application review process, the FDOT requires local priority rankings to be approved
by the Monroe County Board of County Commissioners ("BOCC). This year only one application
was received for projects within Monroe County. A selection committee, consisting of
representatives from Monroe County, evaluated the application based on the criteria found within the
FDOT application.
Criteria for scoring the projects included:
1. Project safety improvements for bicycles riders and/or pedestrian.
2. Intermodal transportation linkages improvements, including those that provide access to
transit stations and/or facilities.
3. Mobility enhancement or community development for disadvantaged groups (i.e. children,
the elderly, the poor, those with limited transportation options, and the disabled).
4. Local funding contribution or the completion of previous phases of project development.
5. Neighborhood or community quality of life improvements, improving environmental air,
noise, water quality, and/or reducing the need for single occupancy vehicle trips.
6. Community support, including minutes of public meetings, newspaper clippings, petitions,
letters of support from local business owners, property owners, nonprofit organizations,
political leaders and other groups.

The recommended prioritization of the 2021 applications is as follows:
1. Monroe County - Reynolds Street Pier Structural Upgrades for $568,436.
Upon approval by the BOCC, the decision will be transmitted to the FDOT for funding consideration
and inclusion in the FDOT 5- Year Work Program.

The Florida Department of Transportation (FDOT) is pleased to announce the 2021 Transportation `V
Alternatives (TA) application cycle. The FAST Act (§ 1109; 23 U.S.C. 133(h)), which was enacted on `V
December 2015, eliminated the MAP-21 Transportation Alternatives Program (TAP) and replaced it
with the Transportation Alternatives (TA) under the Surface Transportation Block Grant (STBG)
program. The TA grant program provides funding for all projects and activities that were previously
eligible under TAP. It allows for a variety of smaller-scale transportation projects, including c
pedestrian and bicycle facilities, recreational trails, safe routes to school projects, community
improvements such as historic preservation and vegetation management, and environmental
mitigation related to stormwater and habitat connectivity.
Agencies are invited to submit applications for projects that can be developed for Fiscal Year
2026/2027. Miami Dade Transportation Planning Organization (TPO) and Monroe County Planning
and Environmental Department are responsible for forwarding this announcement to Local Agencies
within their respective jurisdictions. New projects are typically programmed in the fifth year of the
Department's Tentative Work Program (2027). However, funding is subject to the availability of TA
Funds and an annual spending authority approved by the Florida Legislature.
The TA is administered through the FDOT District Six Program Management Office. Miami Dade y
applications must be submitted to the Transportation Planning Organization (TPO) and FDOT.
Monroe County applications must be submitted to FDOT and Monroe County Planning &
Environmental Resources Department. The deadline to submit applications is February 19, 2021.

Applicants will be required to present their project to the FDOT Scoping Committee. Presentations are tentatively
scheduled for April 1 and/or 2, 2021. Applicants are allotted 5 minutes to present each application. Each
presentation is followed by 10 minutes of a question and answer session with the Scoping Committee. Presentations
should provide clarification of the project's scope and implementation process.

February 17, 2021, the application will be advertised commencing February 22, 2021 with a CL
deadline for receipt of applications of April 27, 2021. >

During the February DAC Meetings, TDC staff will present a workshop to inform interested
applicants, as well as DAC members, the process for applying for funds.
If you know of anyone who may be interested in applying for these funds, please invite them to

Presentation: Winter Media: Ms. Danielle Salman reviewed the agency's efforts to advise
visitors of the destinations COVID-19 safety protocols including an in-county television
campaign running on cable TV and on visitor in-room programming and KeyTV from January
to March. She stated that there is an electronic billboard in Florida City with COVID-19 safety
messaging that has been approved to run until the end of FY 2021. She commented that as
this is an electronic billboard, the message can be changed as COVID safety protocols change.
Ms. Salman also reviewed the digital messaging efforts with GroundTruth which will deliver
safety protocol messaging to visitors on their mobile devices while they are in-county.
Ms. Salman presented the Winter Media Campaign in an amount of$8,234,683. She reviewed
the winter target markets of New York, Chicago, Philadelphia, Boston, Washington, D.C.,

Detroit, Dallas-Fort Worth, Houston, Atlanta and Charlotte along with International markets.
Television advertisements accounted for largest part of the campaign and included National
Cable, spot market TV airing during the early and late news and as well as during local breaks
during the morning news shows, and addressable cable TV in the New York market. The -30
second generic ad "Personal Space" was shown along with the Key West ad "Story of Your
Life". Ms. Salman stated that at the end of each ad, views are directed to the destination's
website (www.fla-keys.com) to obtain the latest COVID-19 health and safety protocols.
Digital advertisements accounted for 29% of the campaign and included mobile/tablet/desktop
videos, connected TV/Streaming (targeting cord cutters), social media sponsored ads, native
content stories, interactive/swipe banners and e-newsletters. The digital campaign also 2
included search engine marking and targeted marketing including re-targeting, niche targeting
and geo-targeting. Examples of each of the digital marketing efforts were shown.
Ms. Salman shared the various co-op opportunities and reminded the Committee that the cost
to participates had been reduced in order to assist lodging facilities with their reduced budgets. 0.
Ms. Salman also reviewed Key West specific marketing efforts.
Consideration and Action re: FY 2021 Capital Project Funding Allocations: The applications E
were reviewed and scored using the Capital Worksheet, with an opportunity for project
managers to answer questions from the DAC Members at the December 2, 2020 DAC I
Meeting. Applications were required to score an average of 18 points or above by the majority
of the sitting DAC members to be considered for funding.

During discussion Mr. Cary Knight, project manager for the Reynolds Street Pier Pile Repair
project, reduced the request for this project to $259,448 and stated that the County would seek
other funding for this project in order for it to be possible to fully fund the requests made by not-
for-profit organizations.
Ms. Brown moved approval to fund:

Consideration and Action re: FY 2022 Event Funding Levels: Ms. Pacini reviewed the DAC's
current event funding levels and provided an opportunity to for the DAC to revise the levels for
the FY 2022 Event Funding Application.
Ms. Works moved approval to remove Level 6 $75,000 Destination and Level 10 $150,000
Turnkey Funding Levels, Mr. Charvet seconded. Motion passed unanimously.
Discussion re: Visitor Information Services Agreement: Ms. Mitchell stated that the current
agreement with the Greater Key West Chamber of Commerce, Inc. to provide Visitor
Information Services expires on September 30, 2021. The Chamber has provided a letter N
outlining their proposed revisions to the scope of services for the agreement. Within the N
meeting packet, the current scope of service was provided with the proposed revisions shown
with "track changes". The chamber is requesting that the compensation remain at the current
level of$350,449.05 per Fiscal Year. Mr. Clint Barras reviewed the proposed inclusions to the
scope of service that would help streamline the process of assisting visitors and collecting
information from visitors including the inclusion of a kiosk to collect visitor information and
inclusion of the TDC new booking engine for lodging facilities on the chamber's website.
The Committee members were in agreement to move forward with the scope of services as
proposed. (Ms. Neyra abstained from discussion due to sitting on the Board for the Key West Chamber of c�
Commerce)
General Discussion: Ms. Mitchell provided a brief overview of the business that took place at
the December 15, 2020 TDC Meeting.

extraordinary circumstance in accordance with Florida Attorney General Office (AGO) opinion(s). E
Prior AGO opinion have provided that when a quorum of the board is physically present, the 6
participation of an absent member by telephone conference or other interactive electronic technology0.

Presentation: Current PR: Mr. Andy Newman presented Public Relations efforts including continued r
COVID-19 safety protocol messaging with the installation of additional banners with the COVID safety
messaging in Key West and "Play it Safe" videos on the destination's social media pages. He shared
the agencey's marine resources protection video, recent coverage of the destination in magazines
such as a Coastal Living Magazine and 919 magazine, coverage of the end of hurricane season
celebration in Key West, rehabilitation efforts of the Turtle Hospital in Marathon on turtles effected by
cold temperatures in the north, and coverage of a disinfecting robot at Key West International Airport.
Mr. Newman also showed a segment on the Key West and Marathon Airports set to air on FOX
Business channel and a segment of the "Island Hopping" program featuring the destination set to air
on the Discovery Channel.
Consideration and Action re: Key Data Dashboard: Ms. Kelli Fountain presented a proposal for Key
Data Dashboard to provide data on Vacation Rentals for a period of two years for a total cost of 0
$43,299 ($3,499 set up fee and $39,800 subscription fee). Set up in the amount of $3,499 to
commence July 1, 2020 and be paid from FY 2021 funds. Subscription fee in the amount of $39,800
to commence October 1, 2020 and terminate September 30, 2022 to be paid in two invoices in the 20
amount of $19,900 during the first quarter of each Fiscal Year.
Mr. Fernandez moved approval of the proposal for Key Data Dashboard to provide the CCND
proposed scope of service as presented for a two-year period at a total cost of $43,299($3,499
set up fee and $39,800 subscription fee), Mayor Coldiron seconded. Motion passed
unanimously.
Presentation: Short Term Outlook: Ms. Kelli Fountain presented data on the short-term outlook for
travel. She stated that data from Destination Analytics shows that Americans plan to take 3 leisure
trips in 2021, 20% plan to travel internationally and 47% will prioritize leisure travel in their budget.
Topping the list of travel priorities include spending time with loved ones, getting away from crowds

and enjoying nature. Florida remains one of the top destinations Americans plan to visit in 2021 and
some Americans whose job allow them to telecommute are planning on taking a "workcation" or
"Schoolcation". Data showed that Americans are open to inspirational travel messaging with the top
channels for receiving these messages being Facebook, websites, email blasts, Instagram and online
content (articles and blogs). Data from MMGY Travel Intelligence showed a slight decrease in
travelers likeliness to stay in a hotel/resort in the next 6 months and a slight increase in those .
planning on staying in a vacation home/condo rental. Ms. Fountain shared data from STR, showing
that ADR and RevPAR for Key West is trending down, while the remaining districts are not showing
the same decrease. She stated that this is most likely due to the increase in higher end properties in
the Upper Keys. Data from Key Data Vacation Rental Dashboard shows that average daily rates for
vacation rentals are increasing as compared to ADR for last year. There is a week over week
increase for vacation rental occupancy County wide for the holiday period. Ms. Fountain summarized E
that the destination is positioned well as Florida remains a tourism powerhouse and the Keys allow
visitors to enjoy nature and open spaces. She stated that the first quarter feeder markets may be
skewed due to those wintering in Florida vacation homes driving to the Keys for a get-a-way and state
quarantine requirements restricting some visitors from vacationing in Florida.

Directors Report: Ms. Stacey Mitchell provided a brief summary of her Directors report and Mr. Andy
Newman showed a brief video of the awards received at the 2020 Governor's Conference for the
Agencies of Records efforts in the 2019 calendar year. 2
Presentation: Monroe County Airport Update: Mr. Richard Strickland, Director of Monroe County 00.
Airports was in attendance and provided an update on activities at the Key West Airport. He stated 2
when examining TSA throughput, Key West airport is trending above the Nation-wide throughput by a
wide margin, with Key West having 87.9% of October 2019 throughput in October 2020 as compared
to the Nation wide throughput for October of 36.8%. Key West enplanements and deplanements have W
quickly rebounded and in October and November 2020 were almost at the same levels as in those
months of 2019. Mr. Strickland reported that Key West seat capacity will be higher in November
2020 through February 2021 as compared to the same months in the previous year. When compared
to other Florida airports, only Punta Gorda and Panama City retained more seat capacity year over
year than Key West airport.
Discussion re: Letter from Mr. Certonio/Dolce Events & Marketing: Ms. Stacey Mitchell reviewed a 2
letter submitted by Mr. Certonio requesting a discussion regarding scoring of event applications by
Mr. Bobby Mongelli. Ms. Mitchell stated that included within the TDC packet was Mr. Certonio's letter,
score sheets and applications for Mr. Certonio's events (Key West Food and Wine Festival, Key West 0
Mango Fest and Key West Whiskey Fest), a copy of the DAC II meeting minutes, a copy of the DAC
II meeting recording and a copy of the TDC Administrative office's score sheet showing sores and
allocations for all DAC II events. Key West Food and Wine Festival and Key West Mango Fest scored 21
high enough to be considered for funding and were funded while Key West Whiskey Fest did not
score high enough to be considered for funding and was not allocated any funding.

Ms. Mitchell invited Mr. Certonio to address the Board.
Mr. Certonio stated that he felt that Mr. Mongelli's scores were unfair to his events as compared to
Mr. Mongelli's scores for other events. He requested a response as to why his events were scored as
they were, and he believed that Mr. Mongell should resign from the DAC.

Assistant County Attorney, Ms. Christine Limbert stated that she had reviewed this item and the

the TDC event application scoring process. She commented that if Mr. Mongelli's score for Key West
Whiskey Fest was removed from consideration, the event would still have not scored high enough to
be considered for funding. She stated that Mr. Mongelli's scoring of the event was not grounds for Mr.
Mongelli's removal from the DAC.
After Ms. Limbert's explanation, Ms. Irwin stated that she did not feel as if this was a situation where
the Board would ask for Mr. Mongelli to resign. She commented that the DACs are comprised of 9
members to provide a balance in the scoring process. Mr. Bernardin stated he agreed with Ms.
Limbert and Ms. Irwin's opinion on this item. Ms. Gayle Tippett stated she also agreed that the TDC

Public/Industry Input/General Discussion: Mr. Newman stated that the Agency was working with the
County and the Village of Islamorada to place additional banners with the COVID-19 safety
messaging on power poles in Islamorada.

Ms. Irwin provided an update on the Alternative Transportation Committee and stated that at the last
meeting there was a presentation on the possibility of using water taxies as alternative transportation.

Background:
Historically,the Florida Department of Transportation (FDOT) District 6 opens an application cycle for
Transportation Alternatives (TA)funding when federal funds are available to local governments to fund 0
improvements that create transportation alternatives for the non-motorized user. The TA is federal
funding for programs and projects defined as transportation alternatives, which includes planning,
design or construction of on and off-road pedestrian and bicycle facilities, infrastructure projects for
improving non-driver access to public transportation and enhanced mobility, and similar projects. The
process for obtaining TA funding is competitive in nature. Proposed projects are evaluated and ranked
based on a specific set of criteria developed by FDOT. Part of the criteria includes local prioritization.
Monroe County is an area outside of a Metropolitan Planning Organization(MPO);therefore,the County
is responsible for establishing priorities for projects within the Florida Keys. Therefore, all applications
submitted by jurisdictions within Monroe County must be evaluated and ranked by the Monroe County
Board of County Commissioners.

A committee consisting of representatives from Monroe County reviewed the application submitted for
consideration and ranked the applications based on criteria found within the FDOT application N
guidelines.

This year, FDOT invited the local jurisdictions to submit applications for projects that can be developed
for Fiscal Year 2026/2027. Only one application was submitted for local prioritization. A summary of
the project follows. a
2021 TA Applications
1. Reynolds Street Pier Structural Upgrades, Monroe County

Total Project Cost$827,884
Monroe County requests $568,436 for Phase II, the construction phase, of the Reynolds Street Pier
Structural Upgrades project. The Pier is located in Monroe County's Higgs Beach Park in Key West.
The project will repair the substructure of Reynolds Street Pier which is constructed of pre-cast concrete o
pilings with cast in place concrete caps which is showing signs of spalling due to corroded reinforcing N
bar. The substructure was constructed in 1989 and last repaired in 2006.

Review
The FDOT will determine the feasibility of the project. The project was reviewed by a committee of
representatives from Monroe County. The application was assessed by each member of the committee g
based on the six criteria provided below:

1. Project safety improvements for bicycles riders and/or pedestrian.

2. Intermodal transportation linkages improvements, including those that provide access to transit CL
stations and/or facilities.
3. Mobility enhancement or community development for disadvantaged groups (i.e. children, the E
elderly, the poor, those with limited transportation options, and the disabled).

4. Local funding contribution or the completion of previous phases of project development.
5. Neighborhood or community quality of life improvements, improving environmental air, noise, 0
water quality, and/or reducing the need for single occupancy vehicle trips.
6. Community support, including minutes of public meetings, newspaper clippings,petitions, letters
of support from local business owners,property owners,nonprofit organizations,political leaders
and other groups. W

b) Monroe County Projects — Top priorities identified by the Senior Director of Monroe 0
County's Department of Planning and Environmental Resources Department and BOCC
Resolution.
The overall score is based on a 100-point scale. Each committee member scored each project based on o
the six criteria listed above, assigning points as allowed for each measure. This accounted for 85 points.
In accordance with criteria number seven, the Monroe County Planning and Environmental Resources
Director assigned the remaining 15 points. The same six criteria used individually were assigned a value, o
which totaled 10-15 points. The final score for number seven scored by the Planning Director was then CL
added to the individual scores from each committee member. The total scores from each member were
averaged.
Recommendation
The Reynolds Street Pier Structural Upgrades project received an overall average score of 53.3. Based
on the average score and discussion by the committee, the recommended prioritization of the 2021 TA
application cycle is as follows:

Upon approval of the resolution by the BOCC, the decision will be transmitted to FDOT to be included
as part of the agency application review process. If selected for TA funding the project will be included
