AGENDA ITEM WORDING: Discussion and direction by the Monroe County Board of County
Commissioners regarding the former Climate Change Advisory Committee (CCAC).
ITEM BACKGROUND: At the Monroe County BOCC meeting held on September 18, 2019 the
Board discussed a Resolution to extend the Climate Change Advisory Committee (CCAC) to allow
the members to continue making recommendations regarding climate change mitigation and
adaptation strategies and to extend the sunset date by two years to October 1, 2021. The CCAC
requested that their mission include community education on climate change, among other items.
After discussion, a motion was made by Commissioner Carruthers and seconded by Commissioner
Rice recommending a resolution that directed the CCAC to reconsider its mission, particularly with
regard to what the County does going forward, including funding for the kind of mitigations steps
we're going to need to take and what the CCAC sees as its role; and come back to the Board within
6 months with a revised mission and at that point the Board will determine if and how long to extend
the committee.
Staff met with the CCAC on October 22, 2019 and again on March 13, 2020 to discuss ideas for
moving forward. Several new options were presented by the members, including transforming the
committee into an Environmental Commission that would take the lead on local environmental
issues and serve as a forum for local expertise and citizens. A quorum was not present, so a vote was
not taken at the March meeting. No subsequent meetings have taken place due to the Coronavirus
outbreak and reduction in available staff.
By operation of the authorizing resolution the CCAC sunset date was October 1, 2019. The Board's
action on September 18, 2019 extended that date and the CCAC sunsetted on March 31, 2020.
PREVIOUS RELEVANT BOCC ACTION:

• On June 18, 2008, Resolution No. 177-2008 established the creation of an advisory board
to recommend green standards to be adopted as local technical amendments into the
Florida Building Code.
• On April 15, 2009, Resolution 121-2009 renamed the task force the Green Initiative Task
Force and changed its focus to providing recommendations to the BOCC of
environmentally sound practices and techniques to protect the environment. The Green
Initiative Task Force was sunset on October 1, 2010.
• On September 15, 2010 the BOCC requested staff to prepare a resolution for
consideration in January 2011 for establishment of a new advisory panel to continue the
efforts started by the previous board.
• On January 19, 2011 the BOCC authorized Resolution 002 -2011 to establish the CCAC
and authorized them to make recommendations regarding climate change mitigation and
adaptation strategies. The sunset date was set for October 1, 2013.
• On March 20, 2013, the BOCC accepted the draft Climate Action Plan as prepared by the
CCAC.
• On September 17, 2013, the final Climate Action Plan was presented to the BOCC for
final approval and acceptance.
• The BOCC authorized three resolutions to extend the CCAC and authorized them to
make recommendations regarding climate change mitigation and adaptation strategies.
The sunset date was set for October 1, 2019.
• On September 18/2019, Item Cl: the Board discussed approval of a Resolution by the
Monroe County Board of County Commissioners extending the Climate Change
Advisory Committee (CCAC) to allow the members to continue making
recommendations regarding climate change mitigation and adaptation strategies. The
CCAC is requesting that their mission include community education on climate change.

STAFF RECOMMENDATION: Staff recommends that no further action be taken at this time.
After a decade of research and community collaboration, including the development of the Green
Keys Sustainability Action Plan, the County is now in an implementation phase of sustainability and
resilience initiatives, among them the countywide roads elevation plan, the development of
adaptation action areas, etc. Staff resources are needed to focus on the implementation of these
programs and projects. In addition, extensive community outreach is anticipated during this
implementation phase,particularly in the neighborhoods that may receive a road elevation.
Therefore staff recommends allowing the CCAC to remain sunsetted as of March 31, 2020. If a

need arises in the future for additional community input as a part of a formal advisory panel, a staff
recommendation will be brought to the BOCC for consideration.
